ROLL CALL Present: Commissioners Michael DeMartini, Mandi Pickens, Micah Smith, and Vice-Chair Amy Nemcik Absent: Commissioners Richard Beller, Christie Withers, and Chair Allen Root Staff: Senior Planner Shawna Scott and Deputy City Clerk Kevin Christian PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA David Brodie Jan Howell-Marx --End of Public Comment-- APPROVAL OF MINUTES 1.Consideration of Minutes of the Regular Architectural Review Commission Meetings of June 3, 2019 and June 17, 2019. ACTION: MOTION BY COMMISSIONER PICKENS, SECOND BY COMMISSIONER SMITH, CARRIED 4-0-3 (COMMISSIONERS BELLER, WITHERS AND CHAIR ROOT ABSENT) to approve the minutes of the Regular Architectural Review Commission meetings of June 3, 2019 and June 17, 2019. Minutes – Architectural Review Commission Meeting of August 19, 2019 Page 2 PUBLIC HEARINGS 2.Project Address: 609 Palm; Case #: ARCH-0350-2017 & 0415-2019, Zone: O-H; Design Review of two new structures: 1) a new 23,344-square foot performing arts facility with two performance spaces, rehearsal space, workshop and storage areas, lobby, a balcony and roof deck and administrative offices; and 2) a new 162,909 square foot parking structure with 404 parking spaces. Currently the site is zoned Office with Historic Overlay (O-H) and Medium-High Density Residential (R-3). The zoning for the site is proposed to change to Downtown Commercial with a Historic Overlay (C-D-H), with an addendum to the certified EIR for the project, which addresses the proposed rezone; City of San Luis Obispo, owner/applicant; San Luis Reparatory Theatre, applicant. Associate Planner Rachel Cohen and staff engineer Richard Burde presented the staff report and responded to Commissioner inquiries. Applicant representatives Debbie Rudd of RRM Design Group, Michelle Wendler of Watry Design, Inc., Pierre Rademaker of Pierre Rademaker Design, reviewed key design concepts for the parking garage project and responded to Commissioner inquiries. SLO Repertory Theatre project architect Bryce Engstrom reviewed the project background, community outreach, exterior and interior designs, and responded to Commissioner inquiries. Public Comments: Diane Duenow Catherine Luckett Kevin Harris Dave Hannings James Papp Tim Williams James Lopes John Dunn David Brodie --End of Public Comment-- ACTION: MOTION BY COMMISSIONER SMITH, SECOND BY COMMISSIONER PICKENS, CARRIED 4-0-3 (COMMISSIONERS BELLER, WITHERS AND CHAIR ROOT ABSENT) to continue the item to a date uncertain to allow the applicants to consider the following suggestions: •Provide a finished Nipomo (west) elevation for the Parking Structure. •Reconsider the finishes on the SLO Rep façade where it adjoins and transitions to the Parking Structure. •Provide a landscape exhibit and 3-D renderings of the Plaza along Monterey in front of the main entrance to the SLO Rep Theatre. •Provide color elevations. •Provide a section illustration showing the two buildings. •Provide renderings and 3-D illustrations of the whole project site. •Provide a color elevation of both buildings along Nipomo Street.
