HomeMy WebLinkAboutItem 2 - ARCH-0588-2019 (12250 Los Osos Valley Rd) Modification to Sign Program Meeting Date: October 7, 2019 Item Number: 2 Item No. 1 ARCHITECTURAL REVIEW COMMISSION REPORT 1.0 PROJECT DESCRIPTION AND SETTING Development review of a modification to an existing sign program to include replacement of existing signage as well as the addition of new signage for Sunset Honda, which exceeds the allowable number of signs and dimensions established in the Sunset Honda Sign program (Attachment 1, Project Description and Plans). The proposed modifications include the replacement of an existing monument sign, replacement and modification in size and type of an existing “Parts and Services” wall sign, and addition of two new internally-illuminated wall signs. The current sign program was approved via Resolution No. ARC-198-98 on December 7, 1998 by the Architectural Review Commission (ARC). Resolution No. ARC-198-98 Condition No. 2 identified limitations on the total number and square footage of wall signs where exceptions are being requested, and Condition No. 4 of the same Resolution required ARC review of any amendments to the previously approved sign program (Attachment 2, Previous ARC 198-98 Resolution, including current sign program). General Location: The project site is located on an approximately 3.4-acre lot with direct access off Los Osos Valley Road. The property is surrounded by similar commercial uses in an area historically utilized for automobile sales and commercial retail. The amendments maintain consistency with the existing signage as required by the Community Design Guidelines. 3.0 FOCUS OF REVIEW The ARC’s role is to 1) review the sign modifications in terms of its consistency with the Community Design Guidelines (CDG), City Sign Regulations (dated October 7, 2004), and applicable City Standards and 2) provide recommendations to the Community Development Director. It is to be noted that the San Luis Obispo City Council approved amendments to the Sign Regulations on September 17, 2019. These amendments will take effect October 17, 2019; therefore, the applicant’s request to modify the existing sign program (and associated requested exceptions) are subject to the Sign Regulations (October 7, 2004) currently in effect. 4.0 PROJECT STATISTICS Item Proposed 1 Previous Exceptions 2 Ordinance Standard 3 All Wall Signs Max. City Sign Regulations 5.0 DISCUSSION ITEMS Wall Signs: The applicant has requested an exception to the total square-footage previously allowed for wall signs along the frontage of the property (Figure 2, Existing and Proposed Wall Signage). The previous Sign Program approval granted an exception from the ordinance standard that limits sign area to 100 square feet of wall signage on a single building face to allow a total area of 219 square feet for all wall signs (Attachment 2, ARC 198-98 Findings and Conditions). The proposed project seeks further exception to allow for a total wall sign area of 280.5 square feet. The previous approval granted an additional exception to the ordinance standard of two wall signs per tenant space to allow a total of four wall signs. The current proposal seeks an exception to allow a total of six wall signs. The additional wall signs are proposed to include two, 16 square-foot, internally-illuminated aluminum cabinet signs. Packet Page 13 ARCH-0588-2019 12250 Los Osos Valley Rd Page 4 ARC Discussion Item 1: The ARC should discuss whether the requested exception and modification of the sign program is appropriate to allow for increased area and number of wall signs. Exceptions to the Sign Regulations are subject to §15.40.610 Findings for Approval of an Exception, granting an exception must be based on at least one of the required findings 1. “Service Center” Sign: The previous approval limited the maximum size allowable specific to the “Parts and Service” wall sign. The applicant has requested an exception to the maximum size for the replacement of this “Parts and Service” sign (to be renamed “Service Center” sign) to allow for a total of 65.5 square feet and an internally-illuminated design, where a sign of 36 square feet was previously approved. The previous approval (Attachment 2, ARC 198-98) identified concern with the size of the “Parts & Service” sign as proposed at the time (72 square feet) and chose to limit the size allowable. ARC Discussion Item 2: The ARC should discuss whether the requested exception and modification of the sign program to allow for an increase in size specific to the “Service Center” sign is appropriate. Monument Sign: The applicant proposes to replace the existing fluorescent -lit pylon sign with a new LED-illuminated pylon sign of the same size on the existing footing (Figure 3, Existing and Proposed Monument Sign). The proposed sign would be the same size and height as the current sign. ARC Discussion Item 3: The ARC should discuss whether the in-kind replacement of the monument sign is consistent with the current sign program and associated exception for the monument sign. 6.0 ACTION ALTERNATIVES 6.1 Recommend approval of the proposed sign program and associated exceptions, which may include specific conditions of approval to be considered by the Community Development Director. 6.2 Continue review of the project with direction to the applicant and staff on pertinent issues. 6.3 Recommend denial of the project. An action denying the application should include findings that cite the basis for denial and should reference inconsistency with the General Plan, Sign Regulations, CDG, Zoning Regulations or other policy documents. 1 Sign Regulations Section 15.40.610: Findings for Approval of an Exception: A: There are exceptional or unusual circumstances applying to the property involved which do not apply generally to properties in the vicinity with the same zoning. B: The sign for which an exception is requested is a nonconforming sign that acts as a neighborhood landmark or focal point while not disrupting views of prominent community landscape features. C: The exception is consistent with the intent and purpose of the sign regul ations (see Section 15.40.110) and will not constitute a grant of special privilege or entitlement inconsistent with limitations applied to other properties in the vicinity with the same zoning. D: The sign exception is for superior design will not result in visual clutter and is consistent with the intent and purpose of theses Sign Regulations.
