RE: CITY COUNCIL AGENDA ITEM 9 - STUDY SESSION ON SHARED BICYCLE SERVICESThank you to the City of San Luis Obispo for providing a thorough and informative study agenda package on the subject of Shared Active Transportation for tonight's City Council Agenda. Regrettably, SLOCOG staff is unable to attend this evenings meeting in-person, and so we have provided a few comments to add to the discussion; and we look forward to the continued collaboration on emerging transportation issues, like this one, impacting the City of San Luis Obispo and our region. In addition to the shared concern for traveler safety as paramount to all other policies there are contained within the 2019 Regional Transportation Plan and Sustainable Communities Strategy a number of policies and action strategies which the City of San Luis Obispo may find pertinent to the study session. The following are citations referring to the 2019 RTP:
Maximizing System Efficiency. Action Element Strategy #6 " ... support bike -car-sharing and other
emerging mobility programs to reduce the need to own a vehicle."
Action Element Strategy #9 -Encourage all jurisdictions develop an ordinance to require permits and
regulations of companies launching e-scooters and e-bikes programs to protect public health, safety and
welfare, and govern commerce in the public right-of-way and on private property; require a low-income
user plan for customers and anonymized data information sharing of users' origins and destinations
utilizing the General Bike Share Feed Specification (GBFS) format. The 2019 RTP supports shared use mobility as an alternative to driving alone. The Rideshare program in particular is excited to see this option being discussed, as Shared Active Transit provides another transportation choice and solution to address first/last mile travel. Finally, we are aware of the trend in nationwide shared scooter collisions occurring late in the evening and early mornings; and understand that scooter share companies have begun to adjust their service offering, so that shared services, particularly in college towns, end by 1 0pm. Perhaps the City of San Luis Obispo would consider these points in your discussion and we look forward to our continued partnership as the City moves forward with implementing your plans.
