The Conservation Element of the General Plan is very clear. Policy 3.3.2 reads: "Historically or architecturally significant buildings should not be demolished or substantially changed in outward appearance, unless doing so is necessary to remove a threat to health and safety, and other means to eliminate or reduce that threat to acceptable levels are infeasible."
