As staff notes, the code enforcement case for noise compliance is on a different
processing track. The proposed Alternative Draft Resolution, which is acceptable to
the applicant, conditions the project to allow for the requested operational hours to
10:00 p.m. "once all active noise violations are resolved". The condition of the resolution
is achievable based upon the analysis completed to date and administratively with
confirmation of some final noise reduction measures.

The table above represents an "at a glance" view of the 2017 vs. 2019 noise
measurements after the addition of acoustical shrouds at the fans. As you will note,
there has been a noise level reduction (NLR) ranging from 3.6 dB to 7.8 dB, where
sample locations were similar between the two years. Clearly, the results of the noise
measurements result in compliance with allowable exterior noise threshold levels.

In addition to precision measurement of sound level changes, there is a subjective characteristic which describes
how most people respond to sound:
• A change in sound level of 3 dBA is barely perceptible by most listeners.
• A change in level of 6 dBA is clearly perceptible.
• A change of 10 dBA is perceived as being twice (or half) as loud.

The Architect of Record, George Garcia, AIA, offers the following observations to better
understand the original design intent and related NLR measures to ensure compliance.
"Interior readings taken near the patio sliding door( s ), page 5 of the 2019 Noise Survey, states that
the residential units "are not equipped with air ventilation systems that allow doors and window
to remain closed during inclement weather conditions". The author goes on to state that elevated
noise readings were noticed "with the patio doors open". The concluding presumption with these
statements is that opening the patio doors is the only way to provide air ventilation within these
units, which is incorrect. As the Architect of Record for this project, please note the following:
1. Air Ventilation: Each residential townhome loft unit was design with multiple
operable windows on both levels, allowing for passive cooling and air ventilation of
the entire unit without having to open the patio sliding door. In fact , given the direction
of the prevailing winds in this part of town, it is most efficient to simultaneously open
windows on the south and north sides of these units to achieve maximum free air flow
and passive ventilation, which is how these energy-efficient units were originally
designed.
2. Whole House Fans: In addition to the passive cooling methods described above, each
residential unit was designed and constructed with a whole-house fan , which is installed
in the high ceiling of each townhome stairway. When this whole-house exhaust fan is
activated in conjunction with opening an operable window in the unit, any static heat
is removed from the unit and replaced with fresh air, without having to open the patio
doors."

The City and County of San Luis Obispo

workshops provide an important method for
stakeholders to learn about and inform the

Sustainability Plan (GSP).

GSC Meeting Summary
SGMA Compliance Efforts to Date
Attendees received a summary of SGMA compliance efforts to date,
including background on governance, as well as the formation of the
Groundwater Sustainability Agencies (GSAs) and the Groundwater
Sustainability Commission (GSC). Compliance efforts completed since
the June 12 GSC meeting include:

from July 24, 2019-August 31, 2019 . All public comments for

The first Stakeholder Workshop was held on August 21, 2019 and
provided an overview of SGMA and the key considerations for
achieving sustainable groundwater management. If you missed

Chapters 1-2 Open for Public Comment
The consulting team of Water Systems Consulting (WSC) and GSI
Water Solutions (GSI) presented a summary of Chapters 1 and 2 of
the Groundwater Sustainability Plan (GSP), which covers materials for
administrative information. A draft of Chapters I and 2 was approved
by the GSC to be published to SLOWaterBasin.com for public
comment. Public comment for Chapters 1 and 2 remains open through
October 31, 2019. To review the chapters and submit comments, pl ease
visit SLO'NaterBasin.com/review-documents .
Chapter 1: Introduction to the SLO Basin GSP-This chapter
summarizes the purpose of the GSP, describes the characteristics of
the SLO Basin, and explains why the Department of Water Resources
(DWR) gave the Basin a high priority designation.
Chapter 2: Agency Information -This chapter summarizes the
GSA governance structure, how the GSAs and the GSC are organized,
the authority each agency has in developing and implementing the
GSP, and the coordination agreement established between the
agencies via the Memorandum of Agreement (MOA).
Basin Setting and Integrated Groundwater/
Surface Water Model Update
The consulting team of WSC and GSI provided an update on th e Basin
Setting chapter, as well as th e development of the integrated groundwater/
surface water model. Drafts of Chapters 4-5 covering the Basin Setting will
be presented at the Decembe r 11, 2019 GSC meeting; Chapter 6 covering
the Basin Setting will be presented at the March 13, 2020 GSC meeting.

To meet the reguired completion deadline of January 31, 2022, the GSP will be
developed in phases through the end of 2021. During this period, there will be
ample opportunity for the public to participate in the plan development process,
including participation in guarterly public GSC meetings, interactive workshops.
and review and comment for each GSP chapter/section.
Workshop #1 Audio Recording /WORKSHOP
HELD ON AUG. 14, 2019 -An audio recording of the first

Chapters 7-8: Sustainable Management
Criteria and-Monitoring Network

sustainability indicators relevant to the SLO Basin. These
results include: 1) further groundwater level decline;
2) reduction in groundwater storage; 3) depletion of
interconnected surface water bodies; 4) water 9uality
degradation; and 5) land subsidence. Within these
chapters, the undesirable results for each sustainability
indicator will be defined.

GSI also gave a presentation about the integrated groundwater/surface
water model. The model, which is being developed using GSFLOW, will
simulate how water moves through the SLO Basin above-and below-
ground . The model will be calibrated using past observed conditions
to gain confidence that the water system in the SLO Basin is accurately
represented and will then be used to simulate the effects of projects and
management actions on the Basin.
