There is no bui.ldi.ng spread out this length in this part of town. I live right next to this planned building. It would be right on my driveway line and living inside of my home every day and in the dining room I would see a 4 story wa11 lining my property to Marsh Street. This is my office. My Master List Robert Pollard Home was built in 1876 and is the oldest wood structure in the city of San Luis Obispo that has not been moved. Jan Marx, our previous Mayor said that during her time in office a situation just like this arose on Court Street. She and the Council stopped that development from being built by writing important GUIDELINES for the City to use in all new developments. They are sti.11 to be used. I attended two Hearings with the Architectural Review Commission and the Guidelines were never used to evaluate this too large building. This 545 Higtiera project does not belong next to a little historic home where it looms right over it completely. New buildings on that site are supposed to blend into the area with beauty and occupants must be quiet. Guidelines say that no new development is to compromise the privacy of the occupants of 535 Higuera Street next door. There would be on the floors 2 to 4 56 studio apartments with each having recessed wi.ndows which make a11 the party noise louder any hour of the day or night—with balconies also handy to throw beer cans against my house or into my yard. From every window on this side the occupants could easily see clear through my house in every room as I have many windows to enjoy the warmth and beauty of sunshine. They could see through my cottage and garage and all parts of my yard. These Guidelines were written to protect little people li.ke me and so I beg you please use them to deny this too big bui.lding from being built. Someone else can clesign a smaller and much more beautiful design that I and everyone else would really appreciate. This is a disgrace for the City of San Luis Obispo--my special home for 85 years and my fa.mily over 100 years right in this same house. They looked like New York Town Houses. They were very ruce loo ° g. Last S er c e the last step before the actual bui.l ° g beg wYuch is to measure the water table. TYus block was under m shes ye s ago a�nd so every project has to have the water table measured as the very last step. Never had I seen this operation c ried out before. Men brought in a truck d it opened toward my fence. Men walked up a r p and worked by a tall desk v�rith big sheets of tabulations. The par ° g lat was emptied as a n ber of inen made holes in the p king surface d then went down with inst ents to measure the water table. It took several days. ter a few days I asked next doar what was found out. They said they had to notify the owner that the water table was so high that the 1 d would not hold the weight af this 3 story buil ° g. The owner ° ediately sold to . Ju °ns. Then right away the new owner went to the City and filed the u3.tent of bui.lding a new development 4 stories high. This whole thing does not m e sense.
