will grow its customer base to over 300,000 customers served exclusively with carbon‐free energy or an
additional reduction of 25,000 metric tons of greenhouse gas emissions*.
“We are very excited to be joining Monterey Bay Community Power,” exclaimed San Luis Obispo Mayor Heidi
Harmon. “Our City is working toward one of the most aggressive climate change targets in the country. By joining
MBCP, we are able to achieve our 2020 Climate Action Plan target and have a strong foundation to work
toward longer term target of carbon neutrality, all while having access to new programs and stimulating our
local economy.”
Today, 19 different CCEs, also known as CCAs (Community Choice Aggregators) are serving eight
million customers across California, helping to lead the way towards achieving California’s ambitious climate
goals. CCAs are also providing cities and counties with more local control over their electricity needs and less
dependence on investor‐owned utilities like PG&E to generate electricity.
“The City of Morro Bay is excited to join Monterey Bay Community Power, a proven Community Choice Energy
program, to bring affordable, greener and cleaner energy to our community,” stated Mayor of Morro Bay, Jamie
Irons.
Community Choice Energy has long been a key strategy for both San Luis Obispo and Morro Bay to
meet their climate goals. San Luis Obispo passed a resolution back in 2015 to explore Community Choice
Energy and most recently, San Luis Obispo became the first city in California to set a goal of achieving
carbon neutrality by 2035. After careful consideration, both cities concluded that joining Monterey Bay
Community Power is the fastest and most effective way to bring additional community benefits to the Central
Coast. Last month, city councils of San Luis Obispo and Morro Bay both voted unanimously in favor of joining
MBCP.
“The CCA community continues to grow at a remarkable rate, driven by communities that are committed
to customer choice, reducing carbon emissions and embracing renewable energy resources,” explains MBCP
CEO, Tom Habashi. “Here on the central coast, this new partnership with the cities of San Luis Obispo and Morro
Bay affirms our region’s long‐standing commitments to environmental stewardship and economic stimulation.
Our team is really excited to bring these cities into the fold and we hope more communities in our region and
across California follow in their footsteps.”
The tentative date for MBCP’s newest member agencies to be operating under an amended Joint Powers
Authority agreement is January 2020. After today’s vote, the motion moves the implementation plan to the
California Public Utilities Commission for certification.
With the inclusion of San Luis Obispo and Morro Bay, MBCP continues to excel in providing tangible benefits to
the Central Coast through carbon‐free electricity, customer rebates and energy programs.

I neglected to let you know that the City of Watsonville requires parking fees to park in their lot. The first 2 hours are
free but then you pay for the remainder of the time you are there. I will be procuring parking passes for everyone so
please come see me when you arrive. Please note that the Council Chambers is on the fourth floor but you get to it from
the sixth floor parking level. Parking can be a bear at times so if you can’t find parking on the sixth level parking lot you
may need to go to a lower level to park and take the elevator up; but that may leave you at the other end of the
building. If that occurs, turn right out of the elevators and walk to end of long hallway, then turn right again to enter the
main hallway/lobby area. The Chambers will be on your right. See you tomorrow, drive safe, and looking forward to
meeting everyone.

Your confirmation was not required but appreciated. I do want to ensure though you are aware of the location change
to Watsonville which will put an additional 30 min onto your drive time? Also, would you please confirm if Scott Collins

would be more convenient to do so at the meeting rather than going through the email/mail process. I’ve already

To answer your questions, we are close to finalizing the implementation plan, we will get MBCP Policy Board approval
on 12/5 via resolution, then we will be needing our revised JPA to be signed by your cities for inclusion in the

I ran your version by Tom and he had a different understanding. His understanding is that if you (SLO and MB) do not
move forward on 11/14, next Tuesday, MBCP will eat any expenses associated with mobilizing PEA, and SLO/MB will eat
any expenses associated with mobilizing RWG (Greg). If we move forward, SLO/MB are paying for both.
The attached simplified version captures that understanding, based on the assumption SLO and MB Boards vote to move
forward. This means we do not need to put this agreement in place until after 11/14.

I ran your version by Tom and he had a different understanding. His understanding is that if you (SLO and MB) do not
move forward on 11/14, next Tuesday, MBCP will eat any expenses associated with mobilizing PEA, and SLO/MB will eat
any expenses associated with mobilizing RWG (Greg). If we move forward, SLO/MB are paying for both.
The attached simplified version captures that understanding, based on the assumption SLO and MB Boards vote to move
forward. This means we do not need to put this agreement in place until after 11/14.

That is consistent with our understanding. I assume we will be working directly with PEA for data transfer and

such, need to amend the MBCP Implementation Plan. I’ve been directed to coordinate with you re: Item 16

customer class by city.
Please advise on the following:
1. Expected cost to update the IP

I spoke to Greg this morning to clarify a few things and following is the process we agreed to
1‐ On Nov 13, both SLO and MB will forward a report to their Councils recommending adoption of a resolution to
join MBCP and authorizing the city manager or mayor to execute the amended MBCP JPA
2‐ On November 14, The policy and operation boards will hold a joint session, during which, staff will recommend
to include SLO and MB to MBCP. This will be a discussion item with the intent of bringing the resolution and the
revised JPA to the Policy Board for approval on December 5. Copies of the resolution and the revised JPA will be
included in the packet for discussion purposes

3‐ On December 5, MBCP staff will recommend to the Policy Board approval of resolution to amend the MBCP JPA
to include SLO and MB
4‐ Between Dec 6 and Dec 10, MBCP, SLO and MB will secure the necessary signatures on the signature block
(required documents to accompany the implementation plan)
5‐ On December 20, the implementation plan, along with copies of the amended agreement & resolutions will be
forwarded to the CPUC

Subject:November 14 Operations & Joint Policy & Operations Meetings
Good afternoon, Policy and Operations Board of Directors –
As you know, a joint meeting of both boards was called to convene on November 14 at 10:30 a.m. at the MBCP offices.
This joint meeting coincides with the Regular meeting of the Operations Board also scheduled for 10:30 a.m. on
November 14.
To avoid confusion, please find below the three steps the Chairs will take on November 14 to move through both
agendas.
STEP 1: Nov 14 Operations Board meeting will convene at 10:30 a.m. Chair Mendez will call the meeting to
order, ask the Board Clerk to take roll, then recess (not adjourn) the meeting;
STEP 2: Nov 14 Joint Policy & Operations Board meeting will convene at or after 10:30 a.m. Chair McPherson will
call the meeting to order, ask the Board Clerk to take roll, call on public comment (Agenda Item 2), then move
on to the discussion item (Agenda Item 3) (no action taken), then adjourn the meeting; Policy Board members
are excused and do not need to stay for the remainder of the Operations Board meeting;
STEP 3: Chair Mendez will reconvene the Operations Board meeting starting with another roll call by the Board
Clerk, then calling for public comment (Agenda Item 2) and then move on through the rest of the agenda.

I spoke to Greg this morning to clarify a few things and following is the process we agreed to
1. On Nov 13, both SLO and MB will forward a report to their Councils recommending adoption of a
resolution to join MBCP and authorizing the city manager or mayor to execute the amended MBCP JPA
2. On November 14, The policy and operation boards will hold a joint session, during which, staff will
recommend to include SLO and MB to MBCP. This will be a discussion item with the intent of bringing
the resolution and the revised JPA to the Policy Board for approval on December 5. Copies of the
resolution and the revised JPA will be included in the packet for discussion purposes
3. On December 5, MBCP staff will recommend to the Policy Board approval of resolution to amend the
MBCP JPA to include SLO and MB
4. Between Dec 6 and Dec 10, MBCP, SLO and MB will secure the necessary signatures on the signature
block (required documents to accompany the implementation plan)
5. On December 20, the implementation plan, along with copies of the amended agreement &
resolutions will be forwarded to the CPUC

Hi all,
Here is the MBCP package of documents that will be submitted to the MBCP Policy Board and Operations Board on
November 14 for discussion and direction. If the direction is positive, the JPA Agreement would be amended on
December 5 due to noticing requirements for amending the JPA Agreement. There were a few nonsubstantive edits to
Amendment No. 1 made by MBCP’s new general counsel.
