It may not be appropriate at this stage of the project, but I wanted to provide a comment regarding the potential for electric power generation and charging of electric vehicles. Given the trajectory of energy use in transportation and the aggressive City goals to reduce it’s carbon footprint, it would seem appropriate for the parking garage to have complete (as complete as practical) coverage by photovoltaic panels above the roof parking spots. Also, a very high percentage of the parking spots should be wired for plug-in access (with the potential of using parked cars as a daytime surge energy source (from cars owned by willing owners)). Finally, when contracting for the work on the Nipomo garage, I think the City should consider capitalizing solar power paneling above the top level in all of its parking structures and making this a standard. I suspect City engineers are aware of the ongoing effort to standardize charging systems.
