HomeMy WebLinkAbout03.13.2019 JHC Minutes 1 Regular Meeting- Parks and Recreation Office 1341 Nipomo Street, San Luis Obispo Wednesday, March 13, 2019 CALL TO ORDER: A Regular Meeting of the Jack House Committee was called to order on Wednesday, March 13, 2019 at 5:32 p.m. in the Parks and Recreation Conference Meeting Room, located at 1341 Nipomo Street, San Luis Obispo, California, by Chair Kathi Settle. ROLL CALL: Vice Chair Toni Kincaid, Committee Members Chuck Crotser, Dorothy Sundbye, Bob Gordon, PRC Liaison Keri Schwab TARDY: ABSENT: Keri Schwab STAFF: Dave Setterlund, Recreation Supervisor Public Comment Docent Darnell expressed interest in walking tours that list History Center as city partner 1. Appointment of new Jack House Committee Member Julie Moore Deputy City Clerk Heather Goodwin swears in new member Julie Moore 2. Docent report Docent Marilyn Darnell gave an update of recent docent happenings. - Survey finds guiding a reorganization for docent program Public Comment Committee Comments 2. Jack House Plaque Language (Setterlund– 5 min) Docent Darnell: 175-character plaque is well-documented and great collaboration with CHC chair, James Papp. Public Comment Committee Comments Member Gordon: questioned two facts of the plaque Member Kincaid: asked what next steps Next steps: receive quotes for the plaque, work with maintenance to create and put up plaque in the future MOTION BY COMMITTEE MEMBER CROTSER, SECOND BY COMMITTEE MEMBER KINCAID, CARRIED 5:0:0: to approve plaque language as presented. Consideration of the Minutes ACTION: APPROVAL OF THE REGULAR MEETING MINUTES OF THE JACK HOUSE COMMITTEE FOR NOVEMBER 14, 2018. MOTION BY COMMITTEE MEMBER KINCAID, SECOND BY COMMITTEE MEMBER SUNDBYE, AND CARRIED 5:0:0 to approve the minutes of Regular Meeting of September 12, 2018 as presented. AYES: SETTLE, KINCAID, GORDON, SUNDBYE, MOORE NOTES: NONE ABSTAIN: CROTSER ABSENT: SCHWAB Consideration of Financial Reports and Expenditures ACTION: APPROVAL OF THE FINANCIAL REPORTS AND EXPENDITURES FOR JANUARY 2019, FISCAL YEAR 2018-19 MOTION BY COMMITTEE MEMBER GORDON, SECOND BY COMMITTEE MEMBER SUNDBYE, CARRIED 0:0:0: to approve the March 2018 Financial Report as presented. AYES: NOTES: Kincaid, Crotser ABSTAIN: ABSENT: SCHWAB (Continued) Need to refine financial report Better clarification of past financials next month PUBLIC HEARINGS AND BUSINESS ITEMS 3. Staff report to provide an update of the Management, Maintenance and Operational Analysis of the Jack House Project (Setterlund – 5 min) Reached out to historic homes, community outreach – currently in stage of recommendations, this is an opportunity to see what is working and what is not working and how to move forward Public Comment 3 Committee Comment - Hopefully will become more efficient - Question about what a living estate is - Gamble House has USC students living there 4. Mother’s Day (Setterlund – 5 min) Will have band, Madonna Inn cake, recommend doing same advertisement as Victorian Christmas Public Comment Committee Comments 5. Conduct Biannual Review of the Jack House Committee Bylaws and any proposed Modification Setterlund: Let me know tonight if we want to change the terms for positions Public Comment Committee Comments Kincaid: 2-year term is fine due to how little we meet Chair person gets invited to Mayor’s Quarterly meeting Can City Attorney come up with wording for next meeting? Gordon will put something together and send to Setterlund 6. Agenda Forecast & Staff Updates Setterlund: Building upkeep and shell assessment start date has been pushed back – we will bring McGuire back in soon to give updates - Have talked to maintenance workers and explained what to clean up and what to not touch Staff report: - Youth services minimum days - Early Bird registration - Leprechaun lost during Farmers market on 3/14 - Friday 3/15 is Plaza Olympics - Youth Futsal starting soon - Preparing for Egg Hunt - CPRS Conference - Rangers doing docent led hike – wildflower tour, March 24th in Irish Hills - Retraining of lifeguards - Potential May 5th tour at Jack House, expecting around 30 people Did Rotary put fence in? Can they update it? - Our goals pergola restoration is priority Gordon: Friends of Jack House has fair amount of money – sitting there for 2 years or more Sundbye: How are we notifying docents 4 Settle: Toni will attend mayors meeting, new tree on next agenda Kincaid: signage needs update, Jack House Foundation money to reproduce frame Moore: Could we have a meeting with Friends of Jack House and this committee? - Discussion on photos for Jack House Setterlund: Let us put refurbishing photos on the next agenda to discuss formally ADJOURNMENT Meeting adjourned at 6:45 p.m. to the next Jack House Committee Meeting on Wednesday, May 8, 2019 at 5:30 p.m. at the Parks and Recreation Conference Meeting Room located at 1341 Nipomo St, San Luis Obispo, CA 93401.
