Request 1: Revenue derived by the City for calendar year 2018 and through
September 30, 2019 for Monterey Heights Parking District.
1) Parking permits sold
Note: Information given is for Fiscal year not calendar years however, since we
only distribute permits one time a year the amounts are very similar.
Monterey Heights Permit Info:
2018 – 153 Permits Sold @ $30/ea = $4,590
2019 – 152 Permits sold @ $30/ea = $4,560
2) parking citations for not displaying a parking permit in the Monterey Heights
Parking District.
Note: the following are total residential citations and associated collected fees for
each calendar year. We do not currently report by Residential Permit District, so
these amounts are for all residential permit violations citywide for each year.

After we talked, I was able to run 2018 numbers for Monterey Heights. I can do
2019 TYD numbers too but it will need to be next week (it took a long time). Here
is that Info:

Request #2: Cost of patrolling the parking district. This cost should only be staff whose
specific job it is to monitor the parking permit enforcement, e.g., not police or others who
have duties other than parking permit enforcement.
Here is the direct costs for the SNAP services provided by Police Department:

You might be able to forecast the SNAP cost based upon the % Total Citations to
Monterey Height Citations, but I do not know if that will be accurate based upon how
they patrol the areas and the split between residential permit violations and other SNAP
citations. Note: these costs do not include other direct costs such as vehicle, fuel, etc.
As far as Parking Services Costs:
Enforcement (1 Fulltime Officer dedicated to Neighborhood Enforcement)
Estimated hourly rate of $33.78 (assuming spent 75 minutes a day 3 days a week
enforcing the Monterey Heights District) Which works out to 195 hours per year for a total
of $6,587 in staff time.
The part-time PEOs also enforce the districts on the weekend but Monterey Heights is
only Monday through Friday, so I didn’t include their time in the calcs. They do patrol there
though for other parking violations.
For vehicle usage, I used AAA’s $0.72 per mile for small SUVs that travel less than 10,000
miles per year. The RAV, which Neighborhood Patrol almost exclusively uses, has 16,734
miles on it over a 2 ½ year period which averages to 6,694 miles per year. The total
annual cost of operation for the RAV is about $4,819 (6,694 miles x $0.72).
Monterey Heights District accounts for 15,480 linear curb feet of space of the total 67,090
curb feet of space throughout all districts which works out to about 23%. 23% x $4,819 =
$1,108 for vehicle usage to enforce Monterey Heights.
This, of course, does not account for the mileage put on the vehicle enforcing timed
parking or responding to calls for service throughout the City. There is no way I can
calculate mileage for calls for service.
Annually, PEO time and vehicle time enforcing Monterey Heights costs about $7,695.
We have historically used $3.32 per citation issued for staff time to process citations and
do appeals/hearings. This is an additional cost to administer the citations for office staff
and other costs. This would equate to $505 for Monterey Height citations.
These two costs (along with the direct SNAP costs do not include City overhead and support
costs for these services that would need to be added in. Those amounts would likely be between
20-40% of direct costs.
Citation Payment Software Costs
We also have costs to provide the online payment software as well as payment tracking
system. We are still calculating costs for FY 2018-19 but our current average per Citation
cost is about $3.16/citation.
Using the 2018 Monterey Heights citation amounts this would be a cost of $3.16 X 588
citations = $1,860.
Request #3: Cost of parking permits, including direct staff time to process permits (not
allocable time)
The hard costs for the citations is approximately $4.00/citation for both 2018 and 2019.
Monterey Heights costs:
2018 – 153 Permits Sold @ $4/ea = $612
2019 – 152 Permits sold @ $4/ea = $608
We do not current track office staff time in the issuance of permits or tracking of permit
activities. The month leading up to permit issuance takes up the majority of time for our 2
office staff at our front counter. There is also other direct staff time needed for ordering of
permits, coordinating payments and other direct costs.
Alex Fuchs provided me with a rate of $30.45 per hour (the hourly rate is fully loaded
assuming that benefits are equivalent to 30% of the salary for an Admin II at mid step).
Utilizing a 75% effective rate for the 2 positions for a month I would do a gross estimate
of: 8hr/day X 22 work days X 75% effective Rate x 2 Employees X $30.45 = $8,040
Monterey Heights is approximately 10% of our residential permits = $800/year direct.
Again, this amount does not reflect indirect costs for support services or other direct costs
that may apply at other times of the year.
Request #4: Any documents presented to City Council in support of increasing the cost
of parking permits.
