Persons wishing to speak should come forward and state their name and address. Comments are limited to three minutes per person. Items raised at this time are generally referred to staff and, if action by the Committee is necessary, may be scheduled for a future meeting. CONSIDERATION OF MINUTES 1. Minutes of the November 21, 2019 Regular Meeting 2. Minutes of the December 10, 2019 Special Meeting DISCUSSION ITEM 3. COMMITTEE BYLAWS (FUKUSHIMA – 10 MINUTES) Each city advisory body has approved bylaws that set forth procedures, purpose, meetings, officers, etc. (City Charter, Article XII, Section 1204). Every two years, the bylaws of each Active Transportation Committee Agenda January 16, 2020 Page 2 advisory body shall be reviewed, and any recommended changes will be submitted to the City Council for approval (see Attachment 3). If a proposed change is substantial, it may require bringing back to the committee at a later meeting for more in depth discussion and review. QUICK-BUILD STRATEGIES (OTTO – 10 MINUTES) Garrett Otto, board member of Bike SLO County, will give a presentation on quick-build strategies. Committee members may wish to familiarize themselves with the Quick Builds For Better Streets Guide published by People for Bikes which can be found at: https://peopleforbikes.org/blog/new-report-a-nine-step-recipe-for-fast-flexible-changes-to-city- streets/ DISCUSSION ITEM 5. ACTIVE TRANSPORTATION PLAN BICYCLE POLICIES (FUKUSHIMA – 80 MINUTES) This item will identify bicycle policies for the Active Transportation Plan. Committee members should consider broad, city-wide policies to promote bicycle transportation. What is a policy? As listed in the current Bicycle Transportation Plan, a policy is generally a principle “that guides implementation of the Plan and other actions associated with bicycling.” Policies can range from design to maintenance, education, funding, and evaluation. Committee members should review the policies in the current Bicycle Transportation Plan beginning on page 30 and continuing throughout the Plan as well as policies relating to bicycling in the Circulation Element to the General Plan (see Attachment 4) This agenda item will complement the ATC meeting on 9/19/19 when the committee identified pedestrian policies. PURPOSE The purpose of the Active Transportation Committee (ATC) is to provide oversight and policy direction on matters related to bicycle and pedestrian transportation in San Luis Obispo and its relationship to bicycling and walking outside the City. ARTICLE 2. COMMITTEE MEMBERSHIP AND TERMS OF OFFICE The Active Transportation Committee shall have seven members appointed by the City Council to staggered terms of four years. Members must be residents and registered voters of the City. Committee members will serve at the pleasure of the City Council. Any Committee member may be reappointed, provided no appointee serves more than two consecutive four-year terms. A member who has served two consecutive four-year terms can be reappointed after a one year absence from the Committee. ARTICLE 3. OFFICERS The officers will consist of a Chairperson and Vice-Chairperson who will be elected annually at a regular Committee meeting in each calendar year. The Chairperson will preside over all meetings of the Committee and perform such duties as directed by the Committee. The Vice-Chairperson will serve in the absence or incapacity of the Chairperson. ARTICLE 4. MEETINGS 1.The Committee will hold a regular meeting at least quarterly. The meetings are generally held the third Thursday of every other month (January, March, May, July, September and November) at 6:00 p.m. in the Council Hearing Room, City Hall, 990 Palm Street, San Luis Obispo, California. All meetings will be open to the public. 2.The Chairperson or any four members of the Committee may call a special meeting, provided that a week's prior notice is given in writing to each member. 3.A quorum will consist of a majority of established Committee members. 4.All actions of the Committee will be decided by a majority vote or consensus and will be directed through the Chairperson. 5.All members present must vote, except when abstaining due to a declared conflict of interest. A failure or refusal to vote when present (except for a declared conflict of interest) will be construed as an affirmative vote. 6.Any member with a declared conflict of interest will not vote or participate in any discussion of any item or in any manner attempt to influence the decision on that item. SUBCOMMITTEES Subcommittees consisting of less than a quorum of the Committee can be appointed as needed by the Chairperson. ARTICLE 6. ADVISORY BODY POLICIES The Committee adopts and incorporates by reference all policies as stated in the City of San Luis Obispo Advisory Body Handbook that are not in conflict with these bylaws. Attachment 3, Page 2 of 2 Chapter 2 Page 2-16 4. BICYCLE TRANSPORTATION 4.1. Policies 4.1.1. Bicycle Use The City shall expand the bicycle network and provide end-of-trip facilities to encourage bicycle use and to make bicycling safe, convenient and enjoyable. 4.1.2. Campus and School Site Trips The City shall encourage the use of bicycles by students and staff traveling to local educational facilities. 4.1.3. Continuous Network The City shall collaborate with SLO County to coordinate planning and development of county bikeways to support a regional bike network and identify and acquire additional rights of way in the City as they become available. 4.1.4. New Development The City shall require that new development provide bikeways, secure bicycle storage, parking facilities and showers consistent with City plans and development standards. When evaluating transportation impacts, the City shall use a Multimodal Level of Service analysis. 4.1.5. Bikeway Design and Maintenance The City shall design and maintain bikeways to make bicycling safe, convenient and enjoyable. 4.1.6. Bikeway Development with Road Improvements The City shall construct bikeways facilities as designated in the Bicycle Transportation Plan when: A.The street section is repaved, restriped, or changes are made to its cross-sectional design; or B.The street section is being changed as part of a development project. 4.1.7. Education and Safety The City shall support education and safety programs aimed at all cyclists and motorists. 4.1.8. Bicycle Transportation Coordinator The City shall support the allocation of staff and resources to coordinate and implement the bicycle transportation plan policies and programs. 4.1.9. Traffic Law Compliance The City shall continue to seek compliance with its traffic laws through enforcement and education. 4.1.10. Right-of-way Acquisition The City shall identify and pursue the acquisition of right-of-ways needed to implement the projects identified in the City’s Bicycle Transportation Plan. 4.1.11. Bicycle Transportation Plan Implementation The City shall support allocation of staff and resources to coordinate and implement bicycle transportation policies and programs. 4.1.12. Bike Parking The City shall facilitate development of conveniently located bike parking so as not to impede pedestrian walkways. Attachment 4, Page 1 of 2 Circulation Element Page 2-17  4.1.13. Campus Coordination The City shall consider the Cal Poly and Cuesta Master Plans to better coordinate the planning and implementation of safe and convenient bicycle access and facilities to local college campuses. 4.2. Programs 4.2.1. Bike Share The City shall evaluate a bike share program in coordination with Cal Poly and other educational institutions. 4.2.2. Bicycle Transportation Plan The City shall maintain and regularly update its Bicycle Transportation Plan as needed to reflect changes in state law and/or future conditions consistent with the objectives, policies and standards of this Circulation Element. Future revisions to the Bicycle Transportation Plan shall consider Safe Routes to School. 4.2.3. Campus Master Plans The City shall work with Cal Poly and Cuesta College to de-emphasize the use of automobiles and promote the use of alternative forms of transportation in their master plans. 4.2.4. Zoning Regulations The City shall revise its zoning regulations to establish and maintain standards for secured bicycle parking and ancillary facilities. 4.2.5. Railroad Bikeway and Trail The City should obtain railroad right-of-way and easements to establish a separated bike path and pedestrian trail through San Luis Obispo. 4.2.6. Bicycle Friendly Community The City shall maintain its silver level award designation as a Bicycle Friendly Community and pursue a gold level designation. 4.2.7. Regional Coordination The City shall collaborate with SLO County to coordinate planning and development of county bikeways to support a regional bicycle network. 4.2.8. Bicycle Licensing The City should consider expanding and maintaining its bicycle licensing program to address bicycle loss, theft, and safety problems.
