Thursday, November 21, 2019
Regular Meeting of the Active Transportation Committee
CALL TO ORDER
A Regular Meeting of the San Luis Obispo Active Transportation Committee was called to order
on Thursday, November 21, 2019 at 6:00 p.m. in the Council Hearing Room, located at 990 Palm
Street, San Luis Obispo, California, by Chair Roberts.
ROLL CALL
Present: Committee Members Thomas Arndt, Lea Brooks (vice chair), Jenna
Espinosa, Timothy Jouet, Briana Martenies, and Chair Jonathan Roberts
Absent: None
Staff: Active Transportation Manager Adam Fukushima, and Recording Secretary
Lareina Gamboa
OATH: Swearing in of Donette Dunaway

APPROVAL OF MINUTES
1. Review Minutes of the Active Transportation Committee Meeting of September 19, 2019:
ACTION: UPON MOTION BY COMMITTEE MEMBER JOUET, SECONDED BY
COMMITTEE MEMBER ARNDT, CARRIED 7-0-0, to approve the Minutes of the Active
Transportation Committee Meeting of September 19, 2019, as presented.
2. Review Minutes of the Active Transportation Committee Meeting of September 25, 2019
ACTION: UPON MOTION BY COMMITTEE MEMBER BROOKS, SECONDED BY
COMMITTEE MEMBER JOUET, CARRIED 7-0-0, to approve the Minutes of the Active
Transportation Committee Meeting of September 25, 2019, as presented.

ACTION ITEMS
(At this time, 6:20 p.m., Committee Members Brooks, Arndt, and Jouet recused themselves and left
the meeting stating a conflict of interest with Item 3.)
3. Summer 2020 Paving Plan
Active Transportation Manager Fukushima provided a PowerPoint presentation and
responded to Committee inquiries in regards to the Summer 2020 paving plan.

ACTION: UPON MOTION BY COMMITTEE MEMBER ESPINOSA, SECONDED BY
COMMITTEE MEMBER MARTENIES, CARRIED 4-0-3 (with Committee Members Brooks,
Arndt, and Jouet not voting due to recusal), to recommend the bikeway improvements as
described in the staff report as part of the paving plan for 2020 including the expenditure of
$245,000 from the bikeway improvement account and amending the Bicycle Transportation Plan
to include the new neighborhood greenways..

Active Transportation Manager Fukushima provided a PowerPoint presentation and responded to
Committee inquiries in regards to the Active Transportation Plan Outreach.

Chair Roberts shared updates of the quarterly Advisory Body Chair Luncheon.
6. Staff Updates:

ADJOURNMENT
The meeting was adjourned at 8:02 p.m. The next Regular Active Transportation Committee
meeting is scheduled for Thursday, January 16, 2020 at 6:00 p.m., in the Council Hearing Room,
990 Palm Street, San Luis Obispo, California.
