HomeMy WebLinkAbout03-10-2020 ATC Agenda PacketCity of San Luis Obispo, Agenda, Planning Commission Agenda ACTIVE TRANSPORTATION COMMITTEE Tuesday, March 10, 2020 6:00 p.m. SPECIAL MEETING Council Hearing Room 990 Palm Street San Luis Obispo, CA MISSION: The purpose of the Active Transportation Committee (ATC) is to provide oversight and policy direction on matters related to bicycle and pedestrian transportation in San Luis Obispo and its relationship to bicycling and walking outside the City. Persons wishing to speak should come forward and state their name and address. Comments are limited to three minutes per person. Items raised at this time are generally referred to staff and, if action by the Committee is necessary, may be scheduled for a future meeting. ACTION ITEM 1. ACTIVE TRANSPORTATION PLAN SCHEDULE (FUKUSHIMA – 15 MINUTES) Over the last year, the City has been making progress on the first Active Transportation Plan for both pedestrian and bicycle transportation. Activity includes additional meetings to allow for policy and project input from the Active Transportation Committee as well as extensive public outreach in the Fall of 2019. The current schedule is to bring the Plan for final adoption before the City Council on June 2, 2020. However, input to staff from several committee members as well as the public have indicated a desire for more time to go through sections of the draft Plan in more detail to provide more measured input. While extending the review period for the draft Plan would delay implementation of its policies and projects, it would allow more time for development of the plan to “get it right” and ensure adequate committee and public input. Active Transportation Committee Agenda March 10, 2020 Page 2 Staff has explored a revised schedule that would still release the draft before Cal Poly University is out of session but would also allow for additional committee meetings (dates TBD) over the summer to review the draft chapters one by one in deeper detail. Since Cal Poly does not begin in the Fall again until late September, staff recommends holding a special ATC meeting the week of September 21-25th for the final ATC recommendation on the Plan before going to the City Council on October 6th. Milestone Timeline Release Draft Plan Early June 2020 ATC Review of the Draft Plan June-September 2020 Final ATC Recommendation on the Draft Special meeting the week of Sept 21-25, 2020 Plan Adoption by the City Council October 6, 2020 Staff Recommendation: Consider a recommendation to extend the Active Transportation Plan schedule to allow more time for committee and public input on the draft plan. ACTION ITEM 2. PROJECT PRIORITIZATION IN THE ACTIVE TRANSPORTATION PLAN (FUKUSHIMA – 95 MINUTES) In December 2019, the ATC provided input on a framework for prioritization of bicycle and pedestrian projects in the Active Transportation Plan that have the potential to create the greatest increase in bicycling and walking mode share. Since the December meeting, staff has applied this framework and compiled a set of Tier 1 (Core Network) and Tier 2 (other important improvement) projects and is requesting input from the committee. All other projects identified in the ATP would fall into the Tier 3 category—lower priority projects that would be implemented where opportunities arise (i.e. as part of larger paving projects or as part of private development projects). Bicycle Project Prioritization Core Bikeway Network (Tier 1 Bikeway Projects) As developed in collaboration with the ATC and presented to the community during ATP public outreach activities, a Core Network has been defined to include a limited number of crosstown routes that are anticipated to provide the greatest potential to support new bicycle ridership—a combination of low-stress routes (protected bike lanes, multiuse paths and neighborhood greenways) that access most common destinations in the city. Segment and crossing improvements along this core network would be assigned the highest priority for funding requests and implementation. Staff has developed the list of the Core Bikeway Network routes (See Attachment 1 and 3, and illustrative map below) based on initial estimates of ridership potential using the City’s Travel Demand Forecasting Model. For each route, staff has prepared an estimate of “ridership potential”, representing the percentage of citywide trips that could feasibility be made using each crosstown route. For instance, the Higuera and Marsh Street corridor has the potential to serve 40% of citywide trips, while the Tank Farm Road corridor has the potential to serve 11% of citywide trips. Active Transportation Committee Agenda March 10, 2020 Page 3 Note that these estimates are provided solely for the purpose of providing one metric for comparing and prioritizing the various Core Network routes and are not intended to represent laser-focused projections of actual bicycle mode share or ridership. Draft Map of Core Bikeway Network and Traffic Model Zones Other Bikeway Improvements (Tier 2) Outside of the Core Bikeway Network, staff has developed a list of Tier 2 projects (See Attachment 2). The framework for prioritization of these improvements includes the following factors: 1. Prioritized improvements based on safety/collision trends, as presented in the City’s Annual Traffic Safety Report 2. Prioritized improvements based on disadvantaged community areas and public outreach received 3. Prioritized improvements on routes and crossings based on proximity to key destinations: a. local schools Active Transportation Committee Agenda March 10, 2020 Page 4 b. parks and recreational facilities c. Cal Poly University d. downtown e. retail and employment centers f. senior living facilities g. transit connections 4. Prioritized improvements in conjunction with the annual pavement management projects and/or larger capital improvement projects (i.e. sewer line replacements, etc.) 5. Feasibility of Implementation Tier 3 Bikeway Projects Tier 3 projects include all remaining projects not included in the Tier 1 or Tier 2 network and will be completed as part of development or as opportunities arise. Pedestrian Project Prioritization Future pedestrian improvements predominantly include projects such as sidewalk/pathway installation and repairs, ADA curb ramps, street lighting, intersection and mid -block crossing improvements, traffic calming and placemaking features (streetscape enhancements, parkway/landscaping, public art and other enhancements that support a walkable city). The framework for prioritizing pedestrian improvement projects includes routes and crossings along the Tier 1 network as well as a list of Tier 2 projects (see Attachments 1-3) based on the following factors: 1.
