CALL TO ORDER
A Joint Meeting of the Central Coast Community Energy Board of Directors and Operations
Board was called to order on Wednesday, November 7, 2018 at 3:01 p.m. in the San Luis Obispo
City Council Chamber, located at 990 Palm Street, San Luis Obispo, California, by Chair Pro
Tempor Chris Read.
ROLL CALL
Board of Directors Members Robert Davis, Aaron Gomez, Marlys McPherson
and Andy Pease;
Operations Board Members Scott Collins and Derek Johnson
None
Robert Hill, City of San Luis Obispo Deputy Director, Chris Read, City of San
Luis Obispo Sustainability Manager, Whitney McDonald, Attorney, Jeff Fuller
of the Energy Authority, and Kevin Christian, City of San Luis Obispo Deputy
City Clerk.
PLEDGE OF ALLEGIANCE
Director Andy Pease led the Pledge of Allegiance.
OATH OF OFFICE
Deputy City Clerk Christian administered the oath of office to the Board of Directors and the
Operations Board members.
APPROVAL OF INTERIM CHAIR
Chair Pro Tempor Chris Read called for nomination of Board of Directors Chair.
ACTION: MOTION BY DIRECTOR DAVIS, SECOND BY DIRECTOR McPHERSON,
CARRIED 6-0 to elect Director Andy Pease as Board Chair.

By consensus the Board reordered the Agenda and heard Business items 4 and 5 prior to the
consent items.
CONSENT AGENDA
ACTION: No Action was taken on Consent items 1-3 as the action taken on Business Item 5
eliminated the need for the Consent items.
1. APPROVE INTERIM GENERAL COUNSEL CONTRACT
No Action due to action taken on Item 5.
2. APPROVE CONFLICT OF INTEREST CODE
No Action due to action taken on Item 5.
3. APPROVE 2018 MEETING SCHEDULE AND LOCATION
No Action due to action taken on Item 5.
PUBLIC HEARING ITEMS AND BUSINESS ITEMS
Business items 4 and 5were heard prior to the consent items.
4. ORGANIZATIONAL AND MANAGEMENT REPORT
Robert Hill and Chris Read introduced the item, narrated a PowerPoint presentation and
responded to Board questions.

5. OPERATIONAL OPTIONS
Robert Hill and Chris Read introduced the item, narrated a PowerPoint presentation and
responded to Board questions.

ACTION: MOTION BY BOARD MEMBER GOMEZ, SECOND BY BOARD
MEMBER McPHERSON CARRIED 4-0 to:
1. Direct staff to return to the member cities with a request to join Monterey Bay
Community Power; and
2. Authorize staff to submit a letter to member cities on behalf of the Board of Directors
outlining the rationale for joining Monterey Bay Community Power; and
3. Direct staff to identify a process for the City of San Luis Obispo and the City of Morro
Bay to share a seat on Monterey Bay Community Power’s Policy Board, Operations
Board, and Community Advisory Committee.
ADJOURNMENT
The meeting was adjourned at 4:00 p.m.
