Wednesday, January 20, 2021
Special Meeting of the Administrative Review Board
CALL TO ORDER
A Special Meeting of the City of San Luis Obispo Administrative Review Board was called to
order on Wednesday, January 20, 2021 at 12:33 p.m. via teleconference, by Chair Conaway.
ROLL CALL
Present: Board Members Joe Benson, Vice Chair Alex Karlin, and Chair Earl Conaway
Absent: None
Staff: Markie Jorgensen, Assistant City Attorney, Kelly White Legal Assistant/Paralegal
and Deputy City Clerk Megan Wilbanks
APPROVAL OF MINUTES
1. Consideration of Minutes of the Special Administrative Review Board Meeting of
January 7, 2021:
ACTION: UPON MOTION BY BOARD MEMBER BENSON, SECONDED BY VICE
CHAIR KARLIN, CARRIED 3-0-0, the Administrative Review Board approved the Minutes
of the Special Administrative Review Board Meeting of January 7, 2021, as presented.
BUSINESS ITEMS
2. Continued Administrative Citation Appeal: Continued from the January 7, 2021 meeting,
review and decide on the appeal submitted by attorney Shauna Cunningham on behalf of
Kennedy Club Fitness for Community Development Department issued Administrative
Citation #23027.
Mark Amberg, Assistant City Attorney and legal advisor to City Code Enforcement staff,
provided an overview of the City’s additional briefing.
Jordan Cunningham, Appellant’s Representative, provided an overview of the appellant’s
additional briefing and responded to Board Member inquiries.

ACTION: UPON MOTION BY BOARD MEMBER BENSON, SECONDED BY VICE
CHAIR KARLIN, CARRIED 3-0-0 to uphold administrative citation #23027 and deny the
appeal, with direction to the Board’s legal advisor, Assistant City Attorney Markie
Jorgensen, to prepare a resolution stating the Board’s decision including a summary of the
evidence the Board relied on in making its decision and written findings of fact to be brought
back before the Board for further discussion and refinement, or adoption.
ADJOURNMENT
The meeting was adjourned at 1:13 p.m. The next Special Meeting of the Administrative Review
Board meeting is scheduled for Thursday, February 4, 2021 at 3:00 p.m., via teleconference.
