HomeMy WebLinkAbout02-10-2021 PCC Agenda PacketCity of San Luis Obispo, Agenda, Planning Commission Agenda PROMOTIONAL COORDINATING COMMITTEE BOARD Wednesday, February 10, 2021 5:30 p.m. REGULAR MEETING Teleconference Based on the threat of COVID-19 as reflected in the Proclamations of Emergency issued by both the Governor of the State of California, the San Luis Obispo County Emergency Services Director and the City Council of the City of San Luis Obispo as well as the Governor’s Executive Order N-29-20 issued on March 17, 2020, relating to the convening of public meetings in response to the COVID-19 pandemic, the City of San Luis Obispo will be holding all public meetings via teleconference. There will be no physical location for the Public to view the meeting. Below are instructions on how to view the meeting remotely and how to leave public comment. Additionally, members of the Promotional Coordinating Committee (PCC) Board are allowed to attend the meeting via teleconference and to participate in the meeting to the same extent as if they were present. Using the most rapid means of communication available at this time, members of the public are encouraged to participate in PCC meetings in the following ways: 1. Public comment can be submitted in the following ways: • Mail or Email Public Comment o Received by 3:00 PM on the day of meeting - Can be submitted via email to: advisorybodies@slocity.org or U.S. Mail to City Clerk at 990 Palm St., San Luis Obispo, CA 93401 o Emails sent after 3:00 PM – Can be submitted via email to advisorybodies@slocity.org and will be archived/distributed to the Advisory Body after the meeting. Emails will not be read aloud during the meeting. • Verbal Public Comment o Received by 3:00 PM on the day of the meeting - Call (805) 781-7164; state and spell your name, mention the agenda item number you are calling about and leave your comment (limited to 3 minutes). All voicemails will be forwarded to the PCC members and saved as Agenda Correspondence. Voicemails will not be played during the meeting. o During the meeting – Members of the public who wish to provide public comment can join the webinar (instructions above). PUBLIC RELATIONS MONTHLY REPORT 10 mins Jacqui Clark-Charlesworth from the SLO Chamber will present the monthly report for the Public Relations activities. BUSINESS ITEMS 1. SUPPORT LOCAL PROGRAM UPDATE 15 mins Staff will provide an update to the committee on the Support Local campaign and the committee will discuss options for future efforts. 2. DOWNTOWN SLO BEAUTIFICATION PROJECTS 20 mins Bettina Swigger, CEO of Downtown SLO, will present a partnership proposal for beautification efforts in the downtown for the committee to consider. 3. MODIFIED CULTURAL GIA PROGRAM AMENDMENT 25 mins Based on the recommendation of the GIA subcommittee, staff will present program adjustments to the current modified cultural GIA program. PUBLIC RELATIONS, VISITOR SERVICES and GIA QUARTER REPORT SLO Chamber of Commerce representatives, Jacqui Clark-Charlesworth and Dusty Colyer- Worth, provided a PowerPoint presentation review and responded to Committee inquiries. SUPPORT LOCAL PROGRAM UPDATE Ashlee Akers and Megan Condict, Verdin Marketing, presented the second quarter report on the Support Local marketing activities followed by the campaign concept options and program recommendations for the final phase (Phase 3) of the program for FY 20-21. Public Comment None. --End of Public Comment-- ACTION: UPON MOTION BY COMMITTEE MEMBER THOMAS, SECONDED BY COMMITTEE MEMBER HEATH, CARRIED 7-0 to approve $3600 in additional funding for Phase 3 of the program as presented. 2. SERIES 3 BANNER PROJECT Katy McGrath, Badger Branding, presented the Series 3 banner design concept designs for the committee’s review and approval. FY 20-21 MID YEAR BUDGET REVIEW Tourism Manager Cano presented the FY 2020-21 mid-year budget status and responded to committee inquiries. The Committee discussed the various un-committed budget balances and gave staff direction on committee priorities. COMMITTEE OUTREACH UPDATE Committee Member Lerian reported on serving on the artist jury for the recent San Luis Obispo Art Museum art installation. 3. TBID BOARD REPORT – TBID Meeting Minutes: December 9, 2020 John Conner provided a brief overview of the TBID Board Meeting. 4. TOURISM PROGRAM UPDATE Tourism Manager Cano provided a brief Tourism Program update. Local non-profit organizations utilize the funding to provide cultural, recreational, or social activities in our community. Due to COVID-19 and the current restrictions on large group gatherings, the PCC was forced to terminate the regular Cultural GIA application process and establish a modified program that meets the current needs of the community. The PCC has reconfigured the GIA program to reflect the current realities and needs of local community events, but has maintained the full allocation ($100,000 in funding and the opportunity for up to $30,000 in promotional support services) intended to support these grants within the program budget to support events in the community in a new way. The PCC has a total of 40 grants at $2500 each to award during the 2020-21 fiscal year. December Application Consideration The PCC received applications from two organizations for consideration: History Center of San Luis Obispo County (History Center), and Front Porch SLO. Both applications met the applicant and event eligibility criteria and have unanimously been recommended by the committee for a grant award. City of San Luis Obispo, Title, Subtitle History Center: Carnegie Lectures: The Quick and the Dead – Mission Plaza in the 1858 Committee of Vigilance – Hybrid Event; March 5th, 2021 This event will have two main components: 1. The Carnegie Lecture taking place via Zoom on Friday, March 5 at 5:30; and 2. A Self-Guided Walking Tour available free to all attendees, to be distributed in both printed and virtual formats. The lecture will feature noted historian Pete Kelley, whose new book The Quick and the Dead re- examines the 1858 vigilante lynchings which took place in present-day Mission Plaza. An estimated 100-250 online participants are expected at the virtual lecture. The Self-Guided Walking Tour will allow the audience to see the places where the events happened, and to understand the history in context of the place. The Tour will prominently feature the 1858 home of Captain John Wilson and Ramona Carrillo Pacheco de Wilson (now the History Center and Carnegie Library) however these areas included in the tour will only include outdoor public spaces. The Self-Guided Walking Tour document includes reminders regarding PPE and social distancing. The guide will also be distributed electronically. The nature of the historical events will interest people who care about history, architecture, sociology, criminal justice, and racial and economic equity. Front Porch SLO: Front Porch Community Nights – Hybrid Event; Wednesdays 3/31 – 6/2, 2021 Every Wednesday night between March 31st and June 2nd, Front Porch SLO plans to prepare meal kits for 75 to 100 people for households to prepare a meal together. Along with this, Front Porch SLO plans to hold a community nights either on Zoom, or outdoors and socially distanced (with a maximum of 25 in attendance), on pertinent issues facing our communities and the world through discussions, trivia, and guest speakers. Example topics include: intersectional environmentalism, prisoners’ advocacy, and histories of diverse populations. Beyond the social benefit of guest speakers and socially distanced interaction, food insecurity is a problem facing a diverse group of people—the Community Night free meals will hope to address this issue in some small way. GIA Program Status Currently of the 40 total grants to be awarded by the PCC, there have been 9 granted thus far. These two awarded grants would allow for 29 remaining grants to support additional future events.
