HomeMy WebLinkAbout02-03-2021 PRC Minutes Minutes – Parks and Recreation Commission Meeting of February 3, 2021 Page 1 Minutes PARKS AND RECREATION COMMISSION Wednesday, February 3, 2021 Regular Meeting of the Parks and Recreation Commission CALL TO ORDER A Regular Meeting of the San Luis Obispo Parks and Recreation Commission was called to order on Wednesday, February 3, 2021 at 5:30 p.m. via teleconference by Chair Thurman. ROLL CALL Present: Commissioners Kari Applegate, Rick Blair, Adam Stowe, Vice Chair Robert Spector, and Chair Rodney Thurman Absent: Commissioner Andrew Webber Staff: Parks and Recreation Director Greg Avakian, Recreation Manager Devin Hyfield, Ranger Service Supervisor Doug Carscaden, and Administrative Assistant III Jeff Andrews PUBLIC COMMENT ITEMS NOT ON THE AGENDA NONE APPROVAL OF MINUTES 1. Consideration of Minutes of the Parks and Recreation Commission Meeting of December 2, 2020. ACTION: UPON MOTION BY COMMISSIONER APPLEGATE, SECONDED BY COMMISSIONER SPECTOR, CARRIED 5-0-0-1 the Parks and Recreation Commission approved the Minutes of the Regular Parks and Commission Meeting of December 2, 2020. BUSINESS ITEMS 2. Presentation on summary of the Parks and Recreation 2020 Strategic Plan (Hyfield – 20 minutes) Recreation Manager Devin Hyfield gave a presentation recap on the 2020 Strategic plan. PUBLIC COMMENT: None 3. Presentation on summary of the Open Space Maintenance Report 2020 Progress Report (Avakian/Carscaden – 20 minutes) Minutes – Parks and Recreation Commission Meeting of February 3, 2021 Page 2 Ranger Service Supervisor Doug Carscaden & Director Greg Avakian gave a presentation recap on the Open Space Maintenance Report 2020 Progress Report. Topics covered included trail projects, fuel and flood reduction, equipment use, public education, community partnerships, and more. PUBLIC COMMENT: None UPDATES 4. Directors Report (Avakian – 20 minutes) a. Receive update on timelines of the public draft of the Parks and Recreation Element and Master Plan and upcoming winter and spring schedule b. Update on NFC Fitness Court Grant and project for Emerson Park c. Update on grant award and pickleball court project for Mitchell Park d. Update on current Parks and Recreation programs (winter 2021) i. Youth Services SPARK program update ii. Community Services division update (youth sports camps) iii. Public Art Program update (street art) iv. (Hyfield) Aquatics update (reservation system, family swim, summer update) 1. The Swim Center continues to see high use numbers with over 1000 more paid users in January versus last year. Revenue and uses for December 2020 was higher than any year prior. 2. Family Rec Swim continues to be wildly popular and will continued in the spring 3. Swim Lessons sign-ups go live this month for Spring (march – May). 4. Staff will begin planning summer schedule options v. (Hyfield) Facilities & fields update 1. Field are reopening after their annual maintenance closures. 2. Clinics and socially distanced practices are only permitted uses. 3. Indoor facilities remain closed and assisting with County pandemic response 4. Downtown Dining in Mission Plaza has restarted as of today in conjunction with the pods now celebrating the Lunar New Year, Light at the End of the Tunnel or Tunnel of Love (for Valentine’s day) arch and a Valentine’s day wall in place of Season’s Greetings Wall. vi. (Hyfield) Golf Update 1. Golf Course continues to be well utilized 2. December saw 131 new players, over 1,100 paid rounds (up 500 from previous year). 3. January saw 175 new players, over 1300 paid rounds (up 200 from previous year). (with 6 cancelled dates due to rain) 4. Night Disc Golf held its second date this past Tuesday with 45 players. 5. Night Golf and Disc Golf will continue in the Spring (March-May). Minutes – Parks and Recreation Commission Meeting of February 3, 2021 Page 3 6. Irrigation leaks continue to occur on the course. Maintenance staff have been hard at work repair them and have begun to collaborate with other city departments for support. 7. Maintenance staff have also been rewiring sprinklers on the course as some areas have not functioned properly. Hole #1 will be closed in Mid-February as maintenance will be rewiring all sprinklers along the length of the hole PUBLIC COMMENT: Mr. Gary Havas asks when the P&R Element and Master Plan will be brought to the ATC, staff to confirm (next meeting is in March or May). SUBCOMMITTEE LIAISON REPORTS 5. Subcommittee Liaison Reports a. Adult and Senior Programming: Commissioner Spector i. Senior Center closed for programming b. Active Transportation Committee: Commissioner Webber i. No update (absent) c. City Facilities (Fields, Golf, Pool, & Joint Use Facilities): Commissioner Applegate i. See Hyfield report in item 4 d. Jack House Committee: Vacant i. Minors repairs to artwork inside; new plaque outside e. Tree Committee: Commissioner Thurman i. Trees are getting the work they need f. Youth Sports Association: Commissioner Stowe i. No youth sports update ADJOURNMENT The meeting was adjourned at 7:34 p.m. The next Parks and Recreation Commission meeting is scheduled for Wednesday, March 3, 2021 at 5:30 p.m., via teleconference.
