HomeMy WebLinkAbout03-10-2021 PCC Agenda PacketCity of San Luis Obispo, Agenda, Planning Commission Agenda PROMOTIONAL COORDINATING COMMITTEE BOARD Wednesday, March 10, 2021 5:30 p.m. REGULAR MEETING Teleconference Based on the threat of COVID-19 as reflected in the Proclamations of Emergency issued by both the Governor of the State of California, the San Luis Obispo County Emergency Services Director and the City Council of the City of San Luis Obispo as well as the Governor’s Executive Order N-29-20 issued on March 17, 2020, relating to the convening of public meetings in response to the COVID-19 pandemic, the City of San Luis Obispo will be holding all public meetings via teleconference. There will be no physical location for the Public to view the meeting. Below are instructions on how to view the meeting remotely and how to leave public comment. Additionally, members of the Promotional Coordinating Committee (PCC) Board are allowed to attend the meeting via teleconference and to participate in the meeting to the same extent as if they were present. Using the most rapid means of communication available at this time, members of the public are encouraged to participate in PCC meetings in the following ways: 1. Public Comment - The PCC will still be accepting public comment for only items on the agenda. Public comment can be submitted in the following ways:  Mail or Email Public Comment o Received by 3:00 PM on the day of meeting - Can be submitted via email to: advisorybodies@slocity.org or U.S. Mail to City Clerk at 990 Palm St., San Luis Obispo, CA 93401 o Emails sent after 3:00 PM – Can be submitted via email to advisorybodies@slocity.org and will be archived/distributed to the Advisory Body after the meeting. Emails will not be read aloud during the meeting.  Verbal Public Comment o Received by 3:00 PM on the day of the meeting - Call (805) 781-7164; state and spell your name, mention the agenda item number you are calling about and leave your comment (limited to 3 minutes). All voicemails will be forwarded to the PCC members and saved as Agenda Correspondence. Voicemails will not be played during the meeting. o During the meeting – Members of the public who wish to provide public comment can join the webinar (instructions above). Once Public Comment is opened for the item you would like to speak on, please raise your virtual hand. Your name will be called and your mic will be unmuted. You will have 3 minutes to speak. PUBLIC RELATIONS MONTHLY REPORT 10 mins Jacqui Clark-Charlesworth from the SLO Chamber will present the monthly report for the Public Relations activities. BUSINESS ITEMS 1. PLAZA PARTNERSHIP & GIA MARKETING SUPPORT AMENDMENT 15 mins Staff will share an update on the Plaza Partnership program. The Chamber will present the proposed amendments to the GIA Marketing Support agreement for the Plaza Partnership modification. 2. SERIES 4 BANNER PROJECT 10 mins The committee will discuss the approach to the series 4 banner project expected for installation in Summer 2021. 3. FY 21-22 BUDGET PROCESS 15 mins Staff will discuss the timeline and process for the development of the 2021-22 budget for the PCC program. 4. ELECTION OF CHAIR & VICE-CHAIR AND SUBCOMMITTEE APPOINTMENTS 5 mins The committee will elect a Chair and Vice-Chair for the term of April 2021 to March 2022. DOWNTOWN SLO BEAUTIFICATION PROJECTS Bettina Swigger, CEO of Downtown SLO, presented a partnership proposal for beautification efforts in the downtown activating vacant windows. Hike for CASA DISCUSSION Background The PCC has been offering Cultural GIA funding for decades. Local non-profit organizations utilize the funding to provide cultural, recreational, or social activities in our community. Due to COVID-19 and the current restrictions on large group gatherings, the PCC was forced to terminate the regular Cultural GIA application process and establish a modified program that meets the current needs of the community. The PCC has reconfigured the GIA program to reflect the current realities and needs of local community events and support community events in new ways. Due to limited response for GIA funding specially for passive type events, the PCC reallocated $50,000 or half of the $100,000 total allocation to support and incentivize non-profit organizations in the installation of month-long passive experiences in Mission Plaza. The program is still within the Modified GIA program. Additionally, the City continues to maintain the investment of $30,000 in promotional support services through the SLO Chamber of Commerce to assist the funded partners with communication to drive attendance and increase event visibility. City of San Luis Obispo, Title, Subtitle February Application Consideration The PCC received applications from six organizations for consideration: Eckerd Connects, Cal Poly Corporation, The Land Conservancy of SLO County, Center for Family Strengthening, San Luis Obispo Master Chorale, and the Court Appointed Special Advocates (CASA) of SLO County. All six Organizations met the qualifications and were approved for grants from the PCC. Eckerd Connects: Expanding your Post Pandemic Tool Kit – 5/1 Eckerd Connects is preparing a one-day online event to help people manage life transitions and re- enter the workforce in the new reality. Workshops offered for both adults and kids to address employment, education, wellness, personal finances, and more; those without technology, onsite access and loaner equipment is available. Multiple workshops will be available during each of three sessions, hosted by Eckerd with presentations by community experts, culminating in a large group workshop focused on making connections in a digital world. The event will take a total of 4 hours. Cal Poly Corporation: Virtual National Geographic Live! – 2/24, 3/17, 2/31, 4/24 Cal Poly is lo sponsoring a four-part Virtual Speaker Series: Virtual National Geographic Live!, presented by Cal Poly Arts. The ticketed event will be available to community members and marketed towards diverse cultural groups. The Land Conservancy of San Luis Obispo County: Annual Conservation Reception – 4/21 This year’s Land Conservancy annual reception will be virtual and filmed/hosted across several platforms, likely including Zoom and YouTube. From various conserved properties, directors, board members and guest speakers will share updates on certain projects, and report on the organization’s accomplishments in 2020. The organization will also be providing gift bags for purchase/donation as a tangible element to the event. There will be 50 gift bags available and they will have treats and goods from local businesses, including conserved farms and vineyards. Center for Family Strengthening: April 2021 Drive Thru Family Resource Events – 4/10, 4/16, 4/24 The Center for Family Strengthening is hosting a Drive Thru resource event designed as a strategy for the primary prevention of child abuse and neglect. Events are a collaborative effort between family- serving organizations in San Luis Obispo County and will spotlight. Family Resource Centers serve as vital hubs where families receive essential services. This event’s target demographics are parents and caregivers of children ages 0 – 18 in San Luis Obispo County. While all families will be welcome targeted outreach will be conducted for families in rural and remote areas of the County, as well as to families experiencing barriers to accessing services. San Luis Obispo Master Chorale: Spring Video – 4/16 The SLO Master Chorale plans to create, produce and distribute a springtime video to showcase their plans for the Fall 2021 in-person concert, "The French Connection" featuring Gabriel Fauré’s City of San Luis Obispo, Title, Subtitle Requiem, the French composer’s most popular work for soloists, chorus, orchestra, and organ. San Luis Obispo Master Chorale’s French Connection Concert continues with Francis Poulenc’s Gloria – a joyous and lively work composed in 1961. The short video will showcase these works plus provide conductor's notes on the historical background and context of the music. The produced video will be publicly available on YouTube. Court Appointed Special Advocates of San Luis Obispo County Inc: Hike for CASA – 5/1-5/31 People will visit open spaces in May in honor of child crime victims, showing their support for CASA’s work to assist these children. This recreational event improves society by helping CASA recruit more adults to become the one person a foster child can count on for friendly weekly visits, advocating for their interests at court, and seeing that their health and education needs are met. Using a promotional banner in San Luis Obispo, radio ads, and social media CASA will invite participation and provide on-line registration information. They plan to use their internal email lists to promote the event to existing supporters and invite them to spread the word through their social circles. Through promotional items displayed by participants, additional people will learn about the event— and CASA—while walking, hiking, pushing strollers, walking dogs, and biking. GIA Program Status With the allocation of funds to the Plaza Partnership program there are now currently 20 total grants available for awarding by the PCC. Thus far 17 grants have been approved include of the six recommended in this report, allowing for an additional 3 fixed grants to support additional future events.
