Regular Meeting of the Parks and Recreation Commission
CALL TO ORDER
A Regular Meeting of the San Luis Obispo Parks and Recreation Commission was called to order
on Wednesday, April 7, 2021 at 5:35 p.m. via teleconference by Chair Thurman.
ROLL CALL
Present: Chair Rodney Thurman, Vice Chair Robert Spector, Commissioners Kari Applegate,
Rick Blair, Kari Howell, Adam Stowe, and Andrew Webber

Recreation Manager Lindsey Stephenson, Senior Planner Shawna Scott,

APPROVAL OF MINUTES
1. Consideration of Minutes of the Parks and Recreation Commission Meeting of March
3, 2020.
ACTION: UPON MOTION BY COMMISSIONER STOWE, SECONDED BY
COMMISSIONER WEBBER, CARRIED 7-0-0-0 the Parks and Recreation Commission
approved the Minutes of the Regular Parks and Commission Meeting of March 3, 2020.

BUSINESS ITEMS
2. Chair Thurman introduced new PRC Commissioner Kari Howell
3. Senior Planner Shawna Scott presented the Public Draft of the Parks + Recreation Blueprint
for the Future: 2021-2041 (Parks and Recreation Plan and General Plan Element Update),
including details from a presentation to the Active Transportation Committee on March 18,

and the most recent public workshop on March 25, 2021. Discussion topics for the
Commissioners and Parks & Rec staff included modifications to chapter 5, the plan
representing the community, the plan addressing DEI, and more.
PUBLIC COMMENT: Two public comments regarding use of space for specific sports versus
multi-use space, advocating for roller and inline skating.
4. Receive Background on the Potential of Instating a City Ordinance on the Regulation
of Child Play Areas within City Parks. Staff provided an overview of work done by
multiple City departments, in consultation with attorney’s office, on two ordinance
updates. Staff requested direction and feedback on whether, and in what form, to proceed
with regulation of child play areas within City parks, including potential limitation of use
of designated child play areas based on age or intended purpose of play equipment i n the
area.
Commissioner Thurman, Commissioner Webber, Commissioner Blair, Commissioner
Spector recommended to Council that it direct staff to move forward with pursuing a
regulation of child play areas based on age or intended purpose of play with some modified
language around age requirements. The Commission deferred to the City Attorney’s office
for specific language. Commissioner Stowe recommended not pursuing the regulation of
child play areas based on age or intended purpose of play equipment and Com missioner
Applegate recommended staff conduct further research and more public engagement
before moving forward with a proposed ordinance. Commissioner Howell was not present
for business item #4.

5. Received directors report by Director Avakian & Managers Stephenson and Hyfield:
a. Update on current Parks and Recreation programs
i. Youth Services (Stephenson)
1. Summer Fun Day Camp Registrations opens April 12, 7 weeks of
summer camp
2. Fall registration and planning is beginning, registration anticipated
to open in May
ii. Contract Classes (Stephenson)
1. Summer registrations starts May 3, looking to add more classes for
ages 5 and under
iii. Youth Sports (Stephenson)
1. Spring Break Sports Camps at Meadow Park
iv. Adult Sports (Stephenson)
1. Softball begins May 3, signups still open
v. Special Events (Stephenson)
1. Partnering with the SLO County Library
2. Best of SLO Photo Contest
vi. Public Art (Stephenson)

1. Farmer’s Market to return May 6, mobile public safety barricades to
be adorned with public art
vii. Aquatics (Hyfield)
1. The Swim Center is getting ready for summer with Lifeguard
training starting this weekend and planning programming for
summer including reserved Rec Swim pod areas.
viii. Facilities (Hyfield)
1. With the updated restrictions, tiers and safety guidelines, youth
sports has returned to league play, allowing up to one match per day
per team. Outdoor Adult Sports have also been permitted to resume
play.
2. We are currently allowing the community to reserve outdoor park
and facility spaces including the Jack House for small gatherings.
3. While the City hires additional staffing for facilities, Indoor
reservations are being taken but not permitted.
ix. Golf (Hyfield)
1. Golf course continues to see very high numbers throughout the week
and extended its hours from 8 am – 7 pm.
2. Reminder that the Next Night Disc Golf at the course will be held,
Tuesday, April 13 and we hope to see you all out there. OpenSLO
x. Ranger Service
1. Finishing work at new Miossi Open Space, virtual grand opening in
the coming weeks
2. New boardwalk installed at South Hills to help protect the natural
environment
xi. Laguna Lake dredging, Meadow Park & Exposition Park pathway repaving
to go to council for an RFP

ADJOURNMENT
The meeting was adjourned at 8:42 p.m. The next Parks and Recreation Commission meeting is a
special meeting scheduled for Wednesday, May 12, 2021 at 5:30 p.m., via teleconference.
