ROLL CALL Present: Committee Members Thomas Arndt, Lea Brooks (vice chair), Donette Dunaway, Timothy Jouet, Briana Martenies, Russell Mills, and Jonathan Roberts (chair) Absent: None Staff: Public Works Director Greg Avakian, Active Transportation Manager Adam Fukushima, Transportation Planner-Engineer Jennifer Rice, Transportation Manager Luke Schwartz, Senior Planner Shawna Scott PUBLIC COMMENT ITEMS NOT ON THE AGENDA Gary Havas --End of Public Comment-- APPROVAL OF MINUTES Items 1 And 2. Review Minutes of the Active Transportation Committee Meeting of November 30, 2020 and December 3, 2020: ACTION: UPON MOTION BY COMMITTEE MEMBER BROOKS, SECONDED BY COMMITTEE MEMBER DUNAWAY, CARRIED 7-0, to approve the Minutes of the Active Transportation Committee Meeting of November 30, 2020 and December 3, 2020, as presented. Public Comment None. --End of Public Comment-- ACTION ITEM Minutes – Active Transportation Committee Meeting of March 18, 2021 Page 2 3. Parks + Recreation Blueprint for the Future Senior Planner Shawna Scott and Public Works Director Greg Avakian provided a presentation and responded to Committee inquiries in regards to the Parks and Recreation Plan and General Plan Update. Public Comment Jamie Woolf --End of Public Comment-- ACTION: UPON MOTION BY COMMITTEE MEMBER BROOKS, SECONDED BY COMMITTEE MEMBER MILLS, CARRIED 7-0, to recommend consideration of the committee’s comments and adoption of the Parks and Recreation Plan and General Plan update. 4. Summer 2021-22 Paving Plan Transportation Planner-Engineer Jennifer Rice provided a presentation and responded to Committee inquiries in regards to the Summer 2021-22 Paving Plan. Public Comment Myron Amerine --End of Public Comment-- ACTION: UPON MOTION BY COMMITTEE MEMBER ARNDT, SECONDED BY COMMITTEE MEMBER MILLS, CARRIED 6-1 (Roberts opposed), to recommend keeping bicycle lanes in both directions on Marsh Street between Johnson St and California Blvd as part of the paving project. ACTION: UPON MOTION BY COMMITTEE MEMBER MILLS, SECONDED BY COMMITTEE MEMBER BROOKS, CARRIED 6-1 (Marteneis opposed), to support use of Facility Improvement Funds for complete street features proposed for the 2021 Downtown Paving Project upon final recommendation by the ATC at some future date. ADJOURNMENT Upon motion by Committee Member Brooks and seconded by Committee Member Jouet, the meeting was adjourned at 9:13 p.m. The next regular meeting of the Active Transportation Committee is scheduled for Thursday, May 20, 2021 at 6:00 p.m., by teleconference.
