ROLL CALL Present: Committee Members John Ashbaugh, Charles Crotser, Karen Edwards, and Wendy McFarland Absent: Vice Chair Eva Ulz and Chair Shannon Larrabee Staff: Senior Planner Brian Leveille and Deputy City Clerk Kevin Christian PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA None --End of Public Comment-- CONSIDERATION OF MINUTES 1.Approve the minutes of the March 22, 2021 Cultural Heritage Committee meeting. ACTION: UPON MOTION BY COMMITTEE MEMBER McFARLAND, SECONDED BY COMMITTEE MEMBER ASHBAUGH, CARRIED 4-0-2 (Members Ulz and Larrabee absent, Committee Member Crotser abstained), to approve the minutes of the March 22, 2021 Cultural Heritage Committee meeting. PUBLIC HEARING ITEMS 2.1159 Islay: Review of the modification of a single-family dwelling with a two-story addition and new construction of a two-story accessory structure, 25 feet in height, accommodating a garage with an Accessory Dwelling Unit above, on property listed in the City’s Inventory of Historic Resources as a Contributing List Resource (categorically exempt from CEQA environmental review); Case #: ARCH-0203-2021; Zone: R3; Chris Knauer, owner/applicant. Assistant Planner Walter Oetzell presented the staff report and responded to Committee inquiries. Minutes – Cultural Heritage Committee Meeting of April 26, 2021 Page 2 Applicant representatives Matt Cebulla and Jordan Knauer provided brief comments on the intent of the project and responded to Commissioner inquiries. Public Comment None --End of Public Comment-- ACTION: UPON MOTION BY COMMITTEE MEMBER CROTSER, SECONDED BY COMMITTEE MEMBER ASHBAUGH, CARRIED 4-0-2 (Members Ulz and Larrabee absent) to recommend to the Community Development Director that the proposed work is consistent with the City’s Historical Preservation Ordinance, with the following conditions of approval to ensure such consistency: Wood Features: The applicant shall, consistent with Guidelines for Rehabilitating Historic Buildings provided in SOI Standards, evaluate the overall condition of character-defining wood features (e.g. siding, trim, decorative detailing, etc.) to determine the extent of repair or replacement of these elements that will be necessary. Final plans for the project shall clearly describe and depict the extent of any proposed repair and replacement. Where replacement is proposed, final plans shall be supplemented by evidence documenting and justifying the need for such replacement, to the satisfaction of the Community Development Director. Windows: The applicant shall, consistent with Guidelines for Rehabilitating Historic Buildings provided in SOI Standards, evaluate the overall condition of windows to determine the extent of replacement of these elements that will be necessary. Final plans for the project shall clearly note the disposition of each existing window (to be preserved, to be repaired and re-used, to be replaced). New or replacement windows shall be installed on secondary building elevations and in less-visible locations, as practicable, and all proposed window replacements shall be justified by a description of the reasons why replacement is necessary, and why the original windows cannot be repaired and reused. Final plans shall include a window schedule describing all new and replacement windows, including window type, operation, and dimensions of window elements (sashes, mullions and sills, mullions, etc.), sufficient to evaluate their consistency with original windows and their appropriateness as replacements. Entrances and Porches: The applicant shall, consistent with Guidelines for Rehabilitating Historic Buildings provided in SOI Standards, evaluate the overall condition of the dwelling’s entrance and porch features windows to determine the extent of replacement of these elements that will be necessary. Final plans for the project shall clearly describe and depict the extent of any proposed repair and replacement. Where replacement is proposed, final plans shall be supplemented by evidence documenting and justifying the need for such replacement, to the satisfaction of the Community Development Director. Minutes – Cultural Heritage Committee Meeting of April 26, 2021 Page 3 3.531 Dana Street: Review of a request to designate the property at 531 Dana Street as a Master List Resource and include the property in the City’s Inventory of Historic Resources as the Dana/Barneberg House (the action is exempt from CEQA environmental review); Case #: HIST-0091-2021; Zone: R3H; Brian Tuohy, owner/applicant. Assistant Planner Walter Oetzell presented the staff report, noting the building’s original location, architectural features, historical ownership, and responded to Committee inquiries. Applicant Brian Tuohy and applicant representative Betsy Bertrando stated their intent for the property, the relevance of the property’s qualification for inclusion on the City’s Master List of Historic Properties, and responded to Commission inquiries. Public Comment Bob Vessely --End of Public Comment-- ACTION: UPON MOTION BY COMMITTEE MEMBER ASHBAUGH, SECONDED BY COMMITTEE MEMBER McFARLAND, CARRIED 4-0-2 (Members Ulz and Larrabee absent) to recommend to the City Council the property’s qualification to be included on the Master List of Historic Resources. COMMENT AND DISCUSSION Senior Planner Leveille provided an agenda forecast. ADJOURNMENT The meeting was adjourned at 6:52 p.m. The next Regular Cultural Heritage Committee meeting is scheduled for Monday, May 24, 2021 at 5:30 p.m., via teleconference.
