HomeMy WebLinkAboutItem B1 - EMERGENCY PROCLAMATION PRESENTATIONNovel Coronavirus (COVID-19) Emergency Proclamation and Situation Update March 17, 2020 RECOMMENDATION ADOPT A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LUIS OBISPO, CALIFORNIA, PROCLAIMING A LOCAL EMERGENCY WITHIN THE CITY OF SAN LUIS OBISPO RELATED TO THE PANDEMIC OF VIRUS KNOWN AS COVID-19; AFFIRMING THE PROCLAMATION OF THE EMERGENCY SERVICES DIRECTOR RELATED TO ALCOHOL SERVING BUSINESSES ON SAINT PATRICK’S DAY; AND, ACTING CONCURRENTLY IN ITS CAPACITY AS THE CITY OF SAN LUIS OBISPO DISASTER COUNCIL, APPROVING THE PANDEMIC ANNEX OF THE CITY’S EMERGENCY OPERATIONS PLAN. Federal Actions 6,330 Cases/ 106 Deaths Proclamation Declaring National Emergency -March 13th Limiting International Travel Expanding Available Resources to Government Agencies and individuals affected by COVID-19 Guidance for State and Local Governments Economic Stimulus Loss Income State of California Status As of March 17, 2020 10:00 AM 698 Confirmed Cases 12 Deaths Approximately 11,700 people are self - monitoring across 49 jurisdictions 21 Public Health Labs Testing for COVID -19 6 Counties in the Bay Area issued a “Shelter - in-Place” until at least April 7th (beginning March 17, 2020) State Actions Governor Newsom declared State of Emergency on March 4th and issued several executive orders Guidance provided to limit spread of the virus Postponing/Canceling Gatherings Social Distancing Protecting Care Facilities Closing of Bars / Wineries / Breweries Older and at-risk individuals to isolate Economic Stimulus/Loss Income San Luis Obispo County First case confirmed Saturday March 14, 2020 As of 3/17/2020 at 3:00 PM Six Confirmed Cases 200 Tests, 194 negative San Luis Obispo County Actions Declared Public Health Emergency and Local Emergency – March 13th Activated Emergency Operations Center (EOC) and Joint Information Center (JIC) Preventative Measures Postponement/cancelation of large gatherings Temporary Prohibition of on -site consumption alcohol sales – March 16, 5pm –March 18, 12 noon Pending Guidance for Restaurants, Bars, Etc. Pending Rent/Eviction Proclamation Mustang News, 2018 Cal Poly Actions Winter Quarter finals to be held virtually Spring Break extended by 1 week Non-essential staff to work from home All Spring Quarter classes to be held virtually for the entire quarter Encouraging students to attend virtual classes from their permanent home residence. Residence halls and campus dining will remain operational with social distancing for those without virtual access away from campus. Rec Center and Library closed –exception 24/7 internet access room Social distancing mandates being followed in University Union All athletics suspended until further notice. PAC events cancelled or postponed through May 10, 2020. Travel abroad is prohibited until May 31, 2020. In-person commencement has been postponed and an alternative for recognizing graduates is being determined. City Actions 1.Cancelled/Postponed Special Events 2.Provided Guidelines for City Employees 3.Provided Regular Updates to the Public 4.Development of a Continuity of Operations Plan in response to a Pandemic 5.Encouraged employees to work from home 6.Temporarily closed City Facilities to the public 7.Temporarily prohibited alcohol sales at on-site alcohol-serving establishments in the City 8.City bus routes adjusted to reflect local school closures, enacted measures for employee and user safety 9.Activated the Emergency Operations Center 10.Drafted Proclamation of Local Emergency City Incident Action Plan (IAP) Objectives 1.Provide for the safety of public, agency employees, their families, and first responders at all times. 2.Monitor the health of employees to ensure they receive proper and appropriate care. 3.Ensure that emergency service delivery efforts, both law enforcement, fire and emergency medical service, are uninterrupted. 4.Ensure continued public service and continuity of government to fulfill the City’s mission including the provision of water/sewer services. City IAP Objectives (cont.) 5.Identify which City services will be suspended, such as after-school recreation programs, fire station tours, etc. 6.Explore the legal requirements for public access to meetings such as boards, commissions, and council. 7.Institute preventive measures in all City workplaces, promoting proper hygiene to prevent the further spread of the diseases. 8.Provide timely and accurate release of information to the public, media, staff and cooperators by the EOC Public Information Office through a wide range of mediums. City IAP Objectives (cont.) 9.Ensure coordination with law enforcement to maintain the protection of the public and maintain accountability in the event of shelter in place/isolation orders. 10.Ensure that the needs of medically dependent individuals and those with access and functional needs provided information and assisted as needed/able. 11.Ensure close coordination and communication between Cal Poly, SLO County EOC, CHADOC, San Luis Coastal Unified School District and the City of SLO. 12.Maintain accurate financial documentation necessary for cost reimbursement.
