5:30 p.m. REGULAR MEETING Teleconference
Due to the increasing number of COVID-19 cases in San Luis Obispo County, City Administration has made
the difficult decision to return to a virtual meeting format. There will be no physical location for the Public
to view the meeting. Below are instructions on how to view the meeting remotely and how to leave public
comment.
Additionally, members of the Promotional Coordinating Committee (PCC) Board are allowed to attend the meeting
via teleconference and to participate in the meeting to the same extent as if they were present.
Using the most rapid means of communication available at this time, members of the public are encouraged
to participate in PCC meetings in the following ways:

The committee will discuss project ideas for the Community Placemaking and Recovery Project work
efforts.

DISCUSSION
Background
The PCC has been offering Cultural GIA funding for decades. Local non-profit organizations utilize
the funding to provide cultural, recreational, or social activities in our community. Because of the long
term impacts of COVID-19 upon the community and local organizations, the PCC has chosen to
pursue a modified Cultural GIA application process and establish a modified program that meets the
current needs of the community. Applications for a $4000 grant will be open throughout the year to
applicable organizations and activities. The total program disbursement of $100,000 remains consistent
with previous years. Additionally, the City continues to maintain the investment of $30,000 in
promotional support services through the SLO Chamber of Commerce to assist the funded partners
with communication to drive attendance and increase event visibility.

August Application Consideration
The PCC received applications from twelve organizations for consideration. Eight organizations: Cal
Poly Corporation, Central Coast Follies, Hospice SLO County, Land Conservancy of San Luis Obispo
County, One Cool Earth, Restorative Partners, Inc., San Luis Obispo Repertory Theatre, and the San
Luis Obispo Symphony, met the qualifications and were approved for grants from the PCC.
Four organizations: OperaSLO, San Luis Obispo Railroad Museum, SLO Classical Academy, and The
Civic Ballet of San Luis Obispo were not approved during this month consideration and are invited to
reapply in following application periods if and when they can address the unqualified component of
their application.
Approved Organizations Reviewed:
Cal Poly Corporation (on behalf of Cal Poly Arts)
CPA's mission is to provide audiences with world-class entertainment. Annual surveys have shown
that Broadway Musicals are the most popular element of their season. With half the 2019-20 Season
cancelled, including three Broadway productions, CPA believes the 2021-22 Broadway Series, which
features many classic shows including: Waitress, Hairspray, Fiddler on the Roof, Beautiful, and Rent,
will prove even more exciting and attractive than previous production series.
Central Coast Follies
The Central Coast Follies’ mission is to create an annual benefit production with professional stage,
sound and lighting; and to showcase local dancers, singers and other performance artists who volunteer
their time and talents. Its primary purpose is as a fundraising entity – particularly for research into
Parkinson’s Disease. The Grant funding will support necessary expenses prior to performances include
advertising, printing, mailing, graphic artist fees, theater contract down payment, and guest
choreographer contract.
Hospice SLO
Light Up A Life has been a Hospice SLO County event for the past 37 years. Light Up A Life offers
the community an opportunity to come together to remember loved ones who may no longer be here,
but will never be forgotten. The ceremony includes music, inspiration, poetry, candle lighting, and the
reading of names. The pandemic precluded people from saying goodbye to their loved ones. Many
have not been able to hold or attend funerals services. Hospice SLO County plans to once again hold
Light Up A Life and give the community a precious opportunity to memorialize the lives of someone
loved and lost during this tragic year. The community can attend in person or watch through a
livestream that will be professionally broadcast by Big Big SLO.
Land Conservancy
The “Wonders of the Woodlands (WOW) Youth Art Show” is open to Kindergarten through 12th
grade students residing in San Luis Obispo County –including those who are homeschooled or belong
to a youth/art program. The show will take place October 1 through November 30, 2021 at Art Central
in Downtown SLO. The goal of the WOW art show is to encourage and inspire youth to creatively
showcase animal and plant diversity found within SLO County’s oak woodland habitats, while
spotlighting the amazing talents of youth artists and providing a space for young people to express the

importance of oak habitat conservation through visual art. The grant will be used to support advertising
and increase participation in the Art Show throughout the City of SLO and San Luis Obispo County.
One Cool Earth
OCE will host their 2nd Garden Party, hosted at SLO Botanical Gardens. First held in June of 2021,
this event will continue our theme of celebration; highlighting our community’s love of gardening,
sustainable foods and agriculture, and the wealth of benefits students gain from accessible, innovative,
outdoor education. Throughout the event, guests will enjoy participating in interactive booths, such as
an informative bee-keeping stand, a mini-garden creation station, and more. Welcoming experts in the
field, our highly experienced staff, and self proclaimed “amateur gardeners” OCE hopes to facilitate
the sharing of knowledge and successes in gardening. Overall, this event will include: fun activities for
all ages, such as: live music, interactive& informative booths, a plant sale, silent auction and raffle for
prizes; food and drinks; exhibitions of community partnerships working to increase equity and access
to healthy foods; and boothing by local businesses. All funds raised during this event (ticket sales,
raffle, silent auctions) will directly support garden-based education in local schools.
Restorative Partners
The 2022 SLO Grilled Cheese Festival will be a hybrid event similar to the 2021 Event running May
1st – May 31st. Restorative Partners will recruit 40+ restaurants countywide to compete for prestigious
Best in SLO awards. Restorative Partners and participating Restaurants will invite supporters and the
greater SLO County community to try out each participating restaurants’ version of the Best Grilled
Cheese, encourage community members to vote, and promote the event and restaurants through social
media. This event is free for restaurants to participate in and will encourage community members to
support our local food industry. Restorative Partners is requesting GIA funds to support the promotion
of the event through advertisements, print promotions, online resources, and t-shirts.
SLO REP
This grant will support promotions for SLO REP’s 2022 Gala Musical: "The Marvelous Wonderettes."
Not only will this be the organization’s largest show of the year, but it will also be their first musical
since the pandemic shutdown which began immediately following the 2019 Gala Musical. This year’s
show will run for 31 performances over five weeks, February 4 through March 6, 2022.
SLO Symphony
SLO Symphony’s main stage five-concert series takes place at the Performing Arts Center San Luis
Obispo. The series features the SLO Symphony Orchestra, composed of paid local and regional
musicians ranging from skilled hobbyists to semi-professionals to retired professionals. These concerts
each typically bring in 800-1,000 audience members to the evening performance and include a free
“No Ties Allowed” educational open dress rehearsal, free of charge, the morning of each concert. This
season celebrates SLO Symphony’s 60th anniversary, and the return to stage after COVID - a
devastating time financially for local performing arts organizations. With a new focus on audience
inclusion and diversity initiatives, programming ranges from composers and soloists of color to genres
seldom heard on our stages, in addition to traditional classical music repertoire. SLO Symphony’s
main stage five-concert series (live concerts with an audience) will also include virtual concerts with
live concert recordings, edited and released on-demand for online viewers.

order on July 14, 2021 at 10:02 a.m. by Chair John Conner.

Representatives from Noble Studios presented the recent award recognition for the #SLOready
campaign as well other key program highlights. Additionally, Noble Studios informed the Board that
Shyla Lindner the TBID’s account manager will be leaving her position with Noble Studios.

1. CONTENT MARKETING SERVICES PRESENTATIONS
The Board received proposal pitch presentations from the two finalist agencies, Badger Branding and
the Lovely Day Company, who were selected by the RFP taskforce. Board members were able to ask
questions of each finalist and discussed the selection. All present board members were in agreeance to
offer the contract to Badger Branding.

TBID LIAISON REPORTS AND COMMUNICATION
1. HOTELIER UPDATE – Member Harris noted that the Hometown and Suites is tentatively projected to
be open October 6, 2021.
2. MARKETING COMMITTEE UPDATE – Tourism Manager Cano reviewed the upcoming photo
shoot plan. Members discussed how the proposed week is very impacted and will be difficult to host.
3. MANAGEMENT COMMITTEE UPDATE – None.
4. PCC UPDATE – Chair Conner reported on activities such as support local efforts which invested
$278,000 in economic impact from the Buy Local Bonus program. The regular August meeting was
cancelled.
5. VISIT SLO CAL UPDATE – The VSC Marketing Committee Meeting was cancelled.
6. TOURISM PROGRAM UPDATE – Tourism Manager Cano highlighted that advisory body meetings
will be moving to a virtual format again until further notice, the Annual Report that will be presented at
the September meeting, the annual public hearing will happen the first week of November, the Eco SLO
team will present at the regular September meting to review the TBID’s $15K sustainable tree planting
program., the last Plaza Pop-Up is currently up in Mission Plaza and Dusty Colyer-Worth participated in
SLO Days.

The meeting was adjourned at 11:53 a.m.. The next Tourism Business Improvement District Board meeting
will be a special meetin and is scheduled for Wednesday, September 8, 2021 at 10:00 a.m. held remotely
and via teleconference.
