Pursuant to Executive Orders N-60-20 and N-08-21 executed by the Governor of California, and subsequently
Assembly Bill 361, enacted in response to the state of emergency relating to novel coronavirus disease 2019
(COVID-19) and enabling teleconferencing accommodations by suspending or waiving specified provisions in the
Ralph M. Brown Act (Government Code § 54950 et seq.), members of the public, Promotional Coordinating
Committee Board (PCC), City Staff, and City Consultants may participate in this regular meeting by teleconference.

DISCUSSION
Background
The PCC has been offering Cultural GIA funding for decades. Local non-profit organizations utilize
the funding to provide cultural, recreational, or social activities in our community. Because of the long
term impacts of COVID-19 upon the community and local organizations, the PCC has chosen to
pursue a modified Cultural GIA application process and establish a modified program that meets the
current needs of the community. Applications for a $4000 grant will be open throughout the year to
applicable organizations and activities. The total program disbursement of $100,000 remains consistent
with previous years. Additionally, the City continues to maintain the investment of $30,000 in
promotional support services through the SLO Chamber of Commerce to assist the funded partners
with communication to drive attendance and increase event visibility.

September Application Consideration
The PCC received applications from twelve organizations for consideration. Five organizations: JCC
SLO, Master Chorale, Ecologistics, SLOMA, and the MCSC Women’s Business Center, met the
qualifications and were approved for grants from the PCC.
Three organizations: San Luis Obispo Railroad Museum, Central Coast Parks, and The Civic Ballet of
San Luis Obispo were not approved during this month consideration and are invited to reapply in
following application periods if and when they can address the unqualified component of their
application.
Approved Organizations Reviewed:
JCC SLO
This grant would support the promotion, marketing, and advertising of the SLO Jewish Film Festival
to the greater community on the Central Coast. This year, much like last year, the film festival will be
held predominantly virtual via an online screening platform where attendees can connect, buy tickets,
and ultimately watch the films being offered. JCC SLO will show roughly 20 movies as well as offer
Question & Answer Sessions with filmmakers from their respective films.
Master Chorale
The San Luis Obispo Master Chorale is dedicated to the presentation of major works for chorus and
orchestra through public performances and educational programs enriching the performers, audience,
and community. The 2021/2022 season will feature two diverse concerts in addition to the sixth annual
sing-along Messiah. On November 21, “The French Connection” features the Requiem by Gabriel
Fauré and the Gloria by Francis Poulenc, and Faure’s Pavane will separate the two larger works. On
December 18, audience members join with the Master Chorale in performing choruses from Handel’s
masterpiece, Messiah, and an array of popular holiday favorites featuring guest artists Westwood
Brass. On April 24, 2022, “The Poets Speak” (Walt Whitman and George Herbert) will feature the
music of one of England’s most revered composers, Ralph Vaughan Williams. In celebration of the
150th anniversary of his birth in 1872, the SLO Master Chorale will perform select pieces of his.
Ecologistics
Econoligistics is planning a Central Coast Bioneers Conference to be held on February 26, 2022.
Videos will be shown of selected keynotes who will be speaking at the virtual National Bioneers
Conference that will be held November 11-13. A popular feature of past conferences are our
exhibitors, consisting of local merchants and nonprofits organizations. The event will also feature a
repair café, hosted by Five Cities Repair Café, a nonprofit who enlists volunteers who can help
individual repair all manner of household appliances, bicycle repair, electronics and clothing in order
to keep these items out of the landfill. Lastly the event will feature two tracks of speakers/panels on
contemporary issues on the Central Coast.
SLOMA
In 2022, the San Luis Obispo Museum of Art will expand upon their successful mural program that
launched in early 2021. The new mural will feature the art of Erin LeAnn Mitchell around the exterior
of the
City of San Luis Obispo, Title, Subtitle
Museum’s building at 1010 Broad Street. The artwork draws from Western art history, pop art, and
visual culture to examine ideas around femininity, beauty, Black representation, and race through
visual arts and photography. SLOMA is proud to be able to bring an artist of Erin’s talent and
accomplishment to the Central Coast to create a one-of-a-kind installation and facilitate conversations
and collaborations with the community.
MCSC Women's Business Center
The MCSC WBC 15th Anniversary Celebration program includes a welcome from MCSC founder and
current Board Chairperson, Anita Robinson, who was named the SLO Chamber of Commerce’s
Citizen of the Year in 2017 and continues to be a champion for local businesses. The organization will
be presented with an award from the SBA by District Director, Dawn Golick, as well as proclamations
from the City of San Luis Obispo, County of San Luis Obispo, and the offices of Assemblyman Jordan
Cunningham, Senator John Laird and Congressman Salud Carbajal. Speakers include Downtown SLO
CEO, Bettina Swigger, and County Supervisor Dawn Ortiz-Legg, a past WBC client. The event on
November 10 will be a celebration of the MCSC WBC clients’ successes, our WBC’s longtime
contributions to the local economy, a time for business and government leaders to connect and an
opportunity for attendees to be inspired. Its value is to bring awareness to the community that our
WBC is here and continues to serve our region.

Regular Meeting of the Tourism Business Improvement District Board
CALL TO ORDER
The regular meeting of the San Luis Obispo Tourism Business Improvement District Board was called to
order on September 8, 2021 at 10:02 a.m. by Vice Chair LeBren Harris.

and Matt Wilkins
Absent: Member Stephanie Bolles and Chair John Conner
Staff: Tourism Manager Molly Cano and City Clerk Teresa Purrington

1. ECOSLO PARTNERSHIP: URBAN TREE PLANTING
Hannah Romano and Grant Helete from ECOSLO presented the Urban Tree Program including the
work effort based on the TBID’s revenue contribution to the sustainability and climate action
initiative.

ACTION: MOTION BY BOARD MEMBER WILKINS SECONDED BY BOARD MEMBER
WARD CARRIED 5-0-2 to approve the work effort presented at the meeting.
2. 2020-21 TBID ANNUAL REPORT
Molly Cano, Tourism Manager presented the draft FY 2020-21 TBID annual report for
recommendation to City Council on September 21, 2021.
ACTION: MOTION BY BOARD MEMBER SMITH SECONDED BY BOARD MEMBER
WILKINS CARRIED 5-0-2 to approve the FY 2020-21 TBID Annual Report.
TBID LIAISON REPORTS AND COMMUNICATION
1. HOTELIER UPDATE – None
2. MARKETING COMMITTEE UPDATE – None
3. MANAGEMENT COMMITTEE UPDATE – Tourism Manager Cano provided a summary of the
sales response process provided by the SLO Chamber and approved by the Management Committee.
4. PCC UPDATE – None, no meeting in August.
5. VISIT SLO CAL UPDATE – None.
6. TOURISM PROGRAM UPDATE – Tourism Manager Cano provided staffing updates and currently
projects.
ADJOURNMENT
The meeting was adjourned at 11:01 a.m.. The next Tourism Business Improvement District Board meeting
will be a special meetin and is scheduled for Wednesday, October 13, 2021 at 10:00 a.m. held remotely and
via teleconference.
