CAO RECOMMENDATION: A) Adopt resolution calling the election for November 3, 1987, and B) adopt resolution requesting the Board of Supervisors consolidate the General Municipal Election with the School and Special Districts Election. BACKGROUND,. The General Municipal Election provides for the election of the Mayor and two Councilmembers and may include any measures submitted by Council or citizens i.e. initiatives, referendums, recalls, Charter amendments, advisory measures, and other propositions. A Notice of Intent to Circulate a Petition was filed with the City Clerk on May 12, 1987 (attached) , to amend the city's mobilehome regulations. This was a timely filing having been submitted within 10 days of publication. The Election Code provides that proponents oP the petition may no begin to obtain signatures until 21 days from the date of publication. This date was Tuesday, June 2. By law, proponents have 180 days to obtain the necessary signatures which is 10 ? percent of the registered voters or 2,229. City and State law allows for some flexibili t in est Y ablishin t g he last date that the City Clerk may receive the petition in order that it be placed on the November 1987 ballot. Final determination by the City Council of the initiative, if it is submitted, should be made no later than Tuesday. July 14, 1987, if sufficient time is given to check signatures for sufficiency. The resoluton calling the election includes additfonal filing requirements pursuant to the City's Campaign Election Ordinance adopted 8/15/70 and revised 6/2/86. In particular Section 3 of the resolution allows for the filing of a 400 word Statement of Education and Qualifications and setting forth the candidate's stand on local issues (M.C. 2.40.080) . This statement will be included with the sample ballot at no cost to the candidate. Section 4 of the resolution will permit rebuttal arguments in addition to arguments for or against a measure already provided for (E.C. Section 4015) . The resolution consolidating the election allows the city to combine its election with the Uniform District Election and avoids duplication oP printing and mailing of sample ballots, computer tabulation, precinct workers and canvassing the results. Requirements called Por by the City's Campaign Election Regulations will be performed by the City. This will include separate advertising and filing ' requirements in addition to those mandated by the State. The majority of the advertising and notices required by the State's Election code will also be performed by the City. CONCURRENCES: City Attorney FISCAL IMPACT: $30,000 is anticipated to conduct the 1987 election for Mayor and two Councilmember seats. Several factors will influence City General Municipal Election expenditures. 1 , Any measures, initiatives or referendums placed on the ballot according to the entity placing it, i.e. City of San Luis Obispo, School Districts, Cuesta ' College or Specia.l Districts. , 2. Number of candidates placed by the City oP San Luis Obispo, School Districts, Cuesta College or SpeCial DistriCts. Three seats are open on the San Luis Coastal Unified School District, three seats on the Cuesta Board and three " seats on the City Council. RECOI�Il►iENDAT I ON: A) Adopt resolution calling the General MuniCipal Election to be held Tuesday, November 3, 1987, and B) adopt resolution requesting the San Luis Obispo County Board of Supervisors to consolidate the General Municipal Election on Tuesday, November 3, 1987, with the Uniform District Election (UDEL-Schools) to be held on said date.
