ROLL CALL Present: Committee Members Thomas Arndt (chair), Donette Dunaway, Timothy Jouet, Russell Mills, and Jonathan Roberts Absent: Briana Martenies (vice-chair), and Audrey Ogden Staff: Active Transportation Manager Adam Fukushima, and Recording Secretary Lareina Gamboa PUBLIC COMMENT ITEMS NOT ON THE AGENDA Lea Brooks Myron Amerine --End of Public Comment-- APPROVAL OF MINUTES 1. Review Minutes of the Active Transportation Committee Meeting of September 16, 2021: ACTION: UPON MOTION BY COMMITTEE MEMBER MILLS, SECONDED BY COMMITTEE MEMBER DUNAWAY, CARRIED 5-0, to approve the Minutes of the Active Transportation Committee Meeting of September 16, 2021, as presented. Public Comment None. --End of Public Comment-- BUSINESS ITEMS 2. Officer Elections: The committee elected a new chair officer. ACTION: UPON MOTION BY COMMITTEE MEMBER DUNAWAY, SECONDED BY Minutes – Active Transportation Committee Meeting of November 18, 2021 Page 2 COMMITTEE MEMBER JOUET, CARRIED 5-0, to approve Russell Mills as Chair to fill the rest of the term until new officer elections are held in May 2022. Public Comment Myron Amerine --End of Public Comment-- 3. FY 2021-22 Minor Active Transportation Facility Improvements Active Transportation Manager Fukushima provided a presentation and responded to Committee inquiries. ACTION: UPON MOTION BY COMMITTEE MEMBER DUNAWAY, SECONDED BY COMMITTEE MEMBER JOUET, CARRIED 5-0, agreeing to the staff recommendation to fund the list of projects for minor pedestrian facility improvements. WITHDRAWN MOTION: UPON MOTION BY COMMITTEE MEMBER ROBERTS, SECONDED BY COMMITTEE MEMBER JOUET for the ATC to recommend that the city council considers diverting adequate funds towards an emergency safety build-out on Foothill Blvd. SECOND AND MOTION WITHDRAWN. ACTION: UPON MOTION BY COMMITTEE MEMBER MILLS, SECONDED BY COMMITTEE MEMBER JOUET, CARRIED 4-1, to agree to staff’s recommendation to begin the study of Foothill Blvd to put in protected bike lanes and to encourage the city to accelerate this project to whatever extent is possible.
