SUBJECT: 2022 Pedestrian Crossing Improvements
Recommendation:
Review and provide comment on the design concept plans to help guide final design and
implementation of the 2022 Pedestrian Crossing Improvements Project.
Background
On July 15, 2021, information was provided to the Active Transportation Committee (ATC) on
the development of a group of pedestrian crossing improvements to be put into a bid package for
construction in 2022. These improvements are focused at locations along the recently constructed
Islay and Nipomo-King Neighborhood Greenways as well as several other priority locations
identified by the community and in the City’s Active Transportation Plan. The following locations
were included in the initial project scope:
1. Johnson/Sydney
2. King Cul-de-Sac Bike Ramp
3. South/King
4. Islay/Broad
5. Islay/Osos
6. Tank Farm/Poinsettia*
7. Monterey/Buena Vista*
8. Ramona/Foothill Shopping Center*
The locations noted above with an asterisk (*) have already been completed, as these locations
involved only installation of a rapid rectangular flashing beacon (RRFB) system, but required no
detailed civil engineering, sidewalk/curb ramp work or roadway striping modifications. Thus, this
work was completed by City maintenance staff. The remaining locations require more detailed
design and involve more substantive physical improvements and will therefore be advertised for
construction as a public bid package. A brief summary of the design elements planned for each
location included in the project package is provided below, while Attachment A includes design
exhibits for visual reference.

Example of Solar-Powered Rapid Rectangular Flashing Beacons (RRFB)
Discussion
Johnson/Sydney
The intersection of Johnson/Sydney has an existing marked school crosswalk and a “passive”
yellow beacon system, which provides a constant wig-wag flashing yellow indication during
morning and afternoon school start/end times. However, this passive beacon system is beyond its
useful life and does not appear to induce drivers to yield to pedestrians as effectively as other
beacon systems currently available. Further, the crossing lacks curb ramps that comply with
current Americans with Disabilities Act (ADA) standards.
Previously, staff presented concept designs for this crossing for public review with plans that
included closing the existing northbound left-turn lane in order to provide width for a raised
pedestrian refuge island (with an RRFB beacon mounted on top). However, staff received feedback
from many concerned residents in opposition to eliminating this turn lane. Thus, designs for this
crossing have been revised to retain this left turn lane. Current plans to improve crossing
conditions at this location, included a phased improvement strategy as follows:
Phase 1 (2022)
• Restripe Johnson to one lane in each direction just approaching the Sydney/Johnson
intersection (four lanes remain north and south of Sydney).
• Replace passive beacon system with push-button activated, solar-powered rapid rectangular
flashing beacons (RRFBs). This includes one beacon at each corner and one beacon within the
center of the roadway within a temporary median (flex posts and curb stops).
• Upgrade corner ramps to ADA compliant standards.
• Add additional advance warning signage and pavement markings to increase visibility of
crosswalk to drivers.
• Retain existing left-turn access from Johnson to Sydney.

As shown in Table 1 below, reduction from four-to-two lanes in each direction on Johnson
approaching the Sydney intersection retains sufficient traffic capacity under current traffic levels
for this roadway segment to operate within the City’s adopted performance thresholds for auto
throughput, while improving the pedestrian crossing environment.

downtown is LOS D.

Phase 2 (2023)
Portions of Johnson Avenue are included in the City’s planned roadway sealing/resurfacing project
for summer of 2023, which provides an ideal opportunity to pursue more extensive roadway
striping changes to benefit safety and operations for all road users. Improvements include specific
focus on improving crossing safety at the Johnson/Sydney school crossing, improving access for
drivers making left turns to/from driveways on Johnson Avenue, reducing illegal speeding, and
providing additional bike lane separation from motor vehicles.
Phase 2 improvements include the following street modifications, which would be implemented
in 2023 in conjunction with the planned summer paving project:
• Implement a roadway reconfiguration on Johnson between Bishop and Laurel Lane, going
from two-to-one auto lane in each direction. Evaluate feasibility of roadway reconfiguration
north of Bishop as well.
• Stripe a continuous center turn lane for access to/from residential driveways on this segment
of Johnson.
• Retain curb ramp improvements and RRFB beacon system installed w/ Phase 1 and upgrade
temporary median refuge to permanent materials (concrete)
• Add buffered bike lanes, increasing physical separation between bicycles, moving auto traffic
and parked vehicles
• Increased width for right-turn lanes at intersections
Planning for Phase 2 will begin later in 2022 and will include opportunities for public input,
including focused review of all 2023 Paving Project design concepts by the ATC. Planning for
Phase 2 would include a detailed traffic operations analysis of the full Johnson Avenue corridor

from San Luis Drive to Laurel Lane to confirm the viability of auto lane reductions under existing,
near-term (5–10-year horizon) and long-term (20-year horizon) traffic levels.
If the conclusions of the detailed traffic operations analysis conclude that Johnson Avenue needs
to be retained with two auto lanes in each direction for the full segment between San Luis Drive
and Laurel Lane in the near-term horizon, the crossing at Johnson/Sydney would proceed to Phase
3 (see below). If the results of the detailed traffic operations analysis conclude that one or both
directions of Johnson could be reduced to a single auto lane, the City would propose to proceed
with the abovementioned Phase 2 improvements, following additional input and review by the
community and ATC.
Phase 3 (Beyond 2022)
• Install a traffic signal or pedestrian hybrid beacon (PHB) at the Johnson/Sydney intersection.
The Johnson/Sydney crossing does not currently meet required thresholds or “warrants” needed to
justify installation of a full traffic signal or PHB. However, pedestrian crossing volumes are
currently just under the thresholds needed to meet warrants for a PHB and may meet those levels
with the initial crossing improvements proposed in Phase 1 and 2. A PHB costs approximately 20
times the cost of the RRFB installation planned for Phase 1 and could not be funded in 2022 based
on current funding resources. If warranted, installation of a PHB could be funded at a later date as
part of a subsequent budget request, if prioritized by the ATC.
King Cul-de-Sac Bike Ramp
• Install a bike ramp at the end of King Street to improve access for bicycling to the Meadow
Park path system and improving connectivity to the Nipomo-King Neighborhood Greenway
and future Woodbridge-Corrida-Bridge Neighborhood Greenway.
South/King Crossing
• Install hi-visibility ladder-style crosswalk
• Install a solar-powered RRFB beacon system, with one beacon on each corner and one
mounted in the existing center median. Locate push buttons for pedestrians at curb ramps, and
curbside on King Street approaches for bicycles.
• Install green bike crossing markings.
• Install advance pedestrian/bike crossing warning signage and advance yield markings at new
crossing.
Islay/Broad Crossing
• Install hi-visibility ladder-style crosswalk
• Install a solar-powered RRFB beacon system, with one beacon on each corner.
• Upgrade curb ramps to ADA Standards and replace damaged concrete cross gutter.
• Install green bike crossing markings.
• Install advance pedestrian/bike crossing warning signage and advance yield markings at new
crossing.

Islay/Osos Crossing
• Install hi-visibility ladder-style crosswalk
• Install a solar-powered RRFB beacon system, with one beacon on each corner.
• Install green bike crossing markings.

crossing.
Project Cost
Based on current estimates, the total project construction cost is estimated at approximately
$600,000, including contingencies. The project is fully funded, including the full allocation of this
year’s annual $100,000 for minor pedestrian improvement account funding.

Next Steps
Following review and input from the ATC and other community members, staff will complete the
plans and specifications for the 2022 Pedestrian Crossing Improvements, with intent to take this
item to the City Council in spring of 2022 to request authorization to advertise for construction.
Plans for the Johnson/Sydney Crossing for phases beyond those to be installed in 2022 (including
discussion of the proposed road diet) will be provided for ATC review and input when staff brings
plans for the entire 2023 Paving Project to the committee in fall of 2022.
Recommendation:
Review and provide comment on the design concept plans to help guide final design and
implementation of the 2022 Pedestrian Crossing Improvements Project.
