HomeMy WebLinkAbout03-02-2022 PRC MinutesCity of San Luis Obispo, Agenda, Planning Commission Minutes PARKS AND RECREATION COMMISSION MINUTES MARCH 2, 2022 PARKS AND RECREATION COMMISSION Based on the threat of COVID-19 as reflected in the Proclamations of Emergency issued by both the Governor of the State of California, the San Luis Obispo County Emergency Services Director and the City Council of the City of San Luis Obispo as well as the Governor’s Executive Order N-29-20 issued on March 17, 2020, relating to the convening of public meetings in response to the COVID-19 pandemic, the City of San Luis Obispo will be holding all public meetings via teleconference. There will be no physical location for the Public to view the meeting. Below are instructions on how to view the meeting remotely and how to leave public comment. Additionally, members of the Parks and Recreation Commission can attend the meeting via teleconference and to participate in the meeting to the same extent as if they were present. Using the most rapid means of communication available at this time, members of the public are encouraged to participate in Commission meetings in the following ways: 1. Public Comment - The City Council will still be accepting public comment. Public comment can be submitted in the following ways: • Mail or Email Public Comment o Received by 3:00 PM on the day of meeting can be submitted via email to advisorybodies@slocity.org or U.S. Mail to City Clerk at 990 Palm St. San Luis Obispo, CA 93401. All emails will be sent to Commissioners and saved as agenda correspondence however we cannot guarantee emails received after 3:00 PM on the day of the meeting we be sent out to Commission or uploaded to the website prior to the meeting starting. • Verbal Public Comment o In Advance of the Meeting - Call (805) 781-7164; state and spell your name, the agenda item number you are calling about and leave your comment. The verbal comments must be limited to 3 minutes. All voicemails will be forwarded to the Council Members and saved as Agenda Correspondence. Voicemails will not be played during the meeting. o During the meeting – Joining the webinar (instructions above). Once the meeting has started, please put your name and the item # you would like to speak on in the chat box. During public comment for the item your name will be called, and your mic will be unmuted. Contact the office of the City Clerk at cityclerk@slocity.org for more information. Parks and Recreation Committee Minutes for March 2, 2022 2 | P a g e Wednesday, March 2, 2022 5:30 p.m. REGULAR MEETING Via Webinar CALL TO ORDER: Chair Robert Spector ROLL CALL : Vice Chair Kari Howell, Commissioners Kari Applegate, Rick Blair, Kris Roudebush, Adam Stowe and Andrew Webber PUBLIC COMMENT: At this time, people may address the Committee about items not on the agenda. Persons wishing to speak should come forward and state their name and address. Comments are limited to three minutes per person. Items raised at this time are generally referred to staff and, if action by the Committee is necessary, may be scheduled for a future meeting. John McKenzie – First fundraiser of Friends of SLO City Dog Park (Yappy Hour) – May 7th 2-5. Food, beer and wine available. Hope all can come and enjoy. Fundraiser for Dog Area at Laguna Lake. Kathy Kimball – Interest in Laguna Lake Dog Park updates. CONSIDERATION OF MINUTES 1. Minutes of the Parks and Recreation Committee of February 2, 2022. February Minutes approved (Commissioner Roudebush and Commissioner Blair) CONSENT ITEMS NA BUSINESS ITEMS 2. Receive and Review Current Project Updates: Director overview of the following projects (Avakian – 20 minutes) a. Emerson Park: Fitness Equipment Project and Ribbon Cutting – Ribbon Cutting Ceremony will take place on Tuesday, March 8th at 4:30 p.m. National Fitness Campaign awarded a $25K supplemental grant. This is the only Fitness Court on the Central Coast. Parks and Recreation Committee Minutes for March 2, 2022 3 | P a g e b. Laguna Lake Park: Status of dog park enhancement and bike park - Reviewed current infrastructure and additional amenity ideas. Will begin with fencing and circle back with design proposals. We will also host and join-in on community outreach events. Kathy Kimball: Opposed to full perimeter fencing. Many prefer to not have fencing and current design concepts seem to be too restrictive. Would like to know who the Dog Park input is coming from and those of us at Laguna Lake would like to have a larger voice. Commissioner Roudebush: Fencing is needed for safety concerns. I have personal experience with being bitten by a dog and the barriers provide a way for “all” people to enjoy the park without fear of dogs. Chair Spector: Director Avakian isn’t the fencing starting first, correct? So it may go up before the rest of the design in order to address safety issues. And that is most important due to safety. Director Avakian: Yes, correct. Also need to limit vehicles into this area for safety of dogs as well. A permitter fence is our #1 Priority. What goes inside the fencing will be determined from the Community input through the various events over the next few months. We have over two acres we’re working with and hope to meet in the middle for all. Friends of SLO Dog Parks have provided some initial input. Staff will be conducting community survey’s both online and in person at the dog park and variety of other areas to get input for design. We want to be the best dog park in our region. Gary Havas: I think having a fence is necessary and applaud the commission and staff for moving this initiative forward. It will be a wonderful addition to the City. Commissioner Stowe: Appreciate all comments and believe this facility will be fantastic however it will be several years until completed so suggest that we look for other locations as well to begin planning for other dog parks. Director Avakian: Finally received written documentation for Bike Park and Pump Track location with relation to the power lines and towers from PG&E. We can now start internal review and design. We will have more information in April. Questions? c. Eto Park Enhancement Timeline – Partnering with SLO Rotary. Lots of clean-up work going on to revitalize the Park. May 12th scheduled for Re- dedication Ceremony. d. General project timelines and updates: (Mitchell Park, Chang Park, N. Broad Street, Righetti Ranch, Emerson Park) – Mitchell Park: SPP Grant awarded. Reviewed the design template/footprint. On track for design in Spring. Eto Park mentioned above. Parks and Recreation Office refurbishment is going well and on track for late June. Righetti Ranch – will begin community outreach in Spring 2022. San Luis Ranch – Developer finalizing project but not open yet as active building construction is ongoing. Avila Ranch – Developer is making minor revisions to overall plans with additional amenities. This park project is a developer project. Froom Ranch – Delayed. Parks and Recreation Committee Minutes for March 2, 2022 4 | P a g e Commissioner Roudebush: San Luis Ranch playground, will all maintenance fall to the City of SLO? Director Avakian: Yes, the responsibility falls into our Parks system for maintenance and inspection. Will work with HOA management and then handed over to the City and City Maintenance will handle. Chair Spector: Please clarify City staff shortages and how this will impact current projects. Director Avakian: Thank you Bob, the Public Works Department is down four project engineers, and has also been approved to recruit an additional four engineers. They are currently recruiting for all eight positions in order to fill the needs for projects. Obviously, this will delay the projects discussed above. 3. Receive Staff Update on Mid-Year Budget and Impact to Parks and Recreation Department (Avakian – 15 minutes) Director Avakian: Annual City budget is finalized in January for Annual Mid-Year Budget Assessment. Revenue and Expenditures were analyzed, and Parks and Recreation Department did well. We are on track. A detailed overview of upcoming P&R staffing needs, positions and funding were provided. New staffing, we combined two part time positions into one full time position, and we received approval from City Council. Community Services Coordinator: Needed a dedicated resource to support Senior Center and programming, Community Gardens and Contract Classes. Future Coordinator: Volunteer Programs. Questions? Commissioner Roudebush: Kudos to you and the P&R staff for being in alignment financially. Director Avakian: Seven different divisions and finance department help us. Chair Spector: Willingness of the Commission to help. Please feel free to call on the Commissioners for help Commissioner Blair: Challenging effort to do all we are doing on a limited budget and that is a major constraint. Are there things you (P&R) wanted that you didn’t get or things that are coming up that we will need to make big choices about? Director Avakian: Mid-year supplemental budgets, City wanted to assure we were being fiscally responsible while in the middle of a Pandemic and trying to think in advance. In one year from now we will have the next opportunity to work on the 23-25 Financial Plan and at that time ask for what we will need over the next two years. Public works received 4 new project managers, however they were already down 4 positions, so it will take a while for them to be completely staffed up and trained. We are a client of Public Works and need their help. 4. Receive Staff Update on Program and Services (Burger/Hyfield – 20 minutes) a. Meghan Burger: Parks and Recreation Committee Minutes for March 2, 2022 5 | P a g e 1. Sports - (Basketball, Futsal, Pickleball Clinic, Volleyball Clinic, Adult Softball Spring) 2. Contract Classes - Revising the program, Events (Leprechaun Lost, Egg Hunt, Monster Skate series), Jack House (Spring Concert and Docent Tours returning). 3. Community Gardens - Garden workday on 3/12 with military volunteer group and garden clean up by P& R interns. 4. Senior Center - Back open with full hours now. 5. Youth Services - A variety of program updates reported. 6. Public Art - PCC and GIS developing interactive story telling map. Tank Farm Roundabout mural. Continuing to work with our community partners. 7. New Coordinator Position job posting will go live in April. Commissioner Howell: Upcoming Art project updates? Anymore partnerships or outreach info to share? Burger: I will be glad to find out more and Public Art is a major city goal and a DEI goal. I welcome your input. Howell: Perhaps there is a need for Staff resources on how to interact with the unhoused community when incidents happen. Chair Spector: Questions? No. We will move forward with Devin’s presentation. b. Devin Hyfield: Aquatics, Golf and Facilities/Special Events. 1. Aquatics: Hour’s update, Spring Lessons, Lifeguard Instructor Training, Special Olympics Returning on March 14th, SLO Swim Center Open House on March 19 from 3-5 p.m. Chair Spector: Has the heating unit been repaired? Hyfield: So far the temperature seems to be steady. 2. Golf: Office trailer for temporary pro-shop was delivered. Spring Hours update, New Concessionaire approved by Commission, 1st Tee Tournament on March 12 (Parent/Child), Super Twilight Mondays, Increased Marshall Shifts, Driving Range Equipment Installation. Commissioner Webber: Did we get a Driving Range Ball Machine? Hyfield: We did, however we cannot currently use it because it is quarantined Fin the Pro Show so we will need a new location after it is thoroughly cleaned out. 3. Facilities & Special Events: Sinsheimer Stadium delayed to March, Maintenance needs more time. Renovation of fields is complete. Opening March 21st. New planters for downtown dining in Mission Plaza. Special Events in March and April: Women’s March, Walk MS, Children’s Day in the Plaza. Chair Spector: Questions or Comments? Discuss Potential and Process for Returning to In-person Meetings beginning April 2022 (Avakian – 10 minutes) – The City Council meeting of March 15 will be the first meeting to move back to in-person for the City. We/PRC are on April 6th and will prepare. We will be scheduled for our meeting at SLO City Hall (990 Palm St. at 5:30 p.m.). Commissioners to arrive at 5:00 p.m. for preparation and set-up. Mask guidelines will likely be a personal choice. Masks will be available, and we will practice social distancing. No technology for hybrid options for accommodating both in-person and on-line meetings due to violation of Brown Act. Please reach out with any questions or concerns. Questions? 6. Chair Spector: We don’t want anyone to feel uncomfortable in these circumstances. We want to accommodate all concerns. 7. Director Avakian: Agree completely. 8. Chair Spector: Move on now to Liaison reports. SUBCOMMITTEE LIAISON REPORTS & COMMUNICATIONS Subcommittee Liaison Reports (Chair) – 15 minutes) a. Adult and Senior Programming: Commissioner Blair i. Recreation Coordinator position. Meghan covered this topic very well. My comment is to please involve the Senior Center Board Members in the process as much as is possible. They would like to feel involved. b. Active Transportation Committee: Commissioner Webber i. Paving Grant for 2022. If you would like to see what’s happening, all is on the website. c. Jack House Committee: Commissioner Applegate i. The meeting is next Wednesday, so nothing to report now. d. Youth Sports Association: Commissioner Stowe i. No updates.
