RESOLUTION NO. 11315 (2022 SERIES)
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LUIS
OBISPO, CALIFORNIA, TO DEFINE A LIST OF PROJECTS FUNDED BY
THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017, SENATE
BILL 1, FOR FISCAL YEAR 2022-23 AND ALLOCATE $440,582 OF SB
1 UNASSIGNED FUND BALANCE INTO THE 2022-23 CAPITAL
IMPROVEMENT PLAN BUDGET
WHEREAS, Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017
(Chapter 5, Statutes of 2017) was passed by the California legisla ture and signed into
law by the Governor in April 2017 to address the significant multi -modal transportation
funding shortfalls statewide; and
WHEREAS, SB 1 includes accountability and transparency provisions that will
ensure the residents of the City are aware of the projects proposed for funding in the
community and which projects have been completed each fiscal year; and
WHEREAS, the City must include a list of all projects proposed to receive funding
from the Road Maintenance and Rehabilitation Account (RMRA), created by SB 1, in the
City budget, which must include a description and the location of each proposed project,
a proposed schedule for the pr ojects’ completion, and the estimated useful life of the
improvement; and
WHEREAS, the City will receive an estimated $1,049,877 in RMRA funding in
Fiscal Year 2022-23 from SB 1; and
WHEREAS, this is the sixth year in which the City is receiving SB 1 funding and
the funding will enable the City/County to continue essential road maintenance and
rehabilitation projects, safety improvements, and increasing access and mobility options
for the traveling public that would not have otherwise been possible; and
WHEREAS, the City has undergone a robust public process to ensure public input
into the community’s transportation priorities, and budgeting process that has been
adopted by City Council and includes a full listing of Capital Improvements Plan projects
and funding sources including SB-1; and
WHEREAS, the City used a Pavement Management System and other goals such
as the complete streets elements and bicycle and pedestrian safety to develop the SB 1
project list to ensure revenues are being used on the highest-priority and most cost-
effective projects that also meet the community’s priorities for transportation investment;
and
WHEREAS, the funding from SB 1 will help the City maintain and rehabilitate
streets/roads, sidewalks, and add active transportation infrastructure throughout the City
this year and similar projects into the future; and

WHEREAS, the 2018 California Statewide Local Streets and Roads Needs
Assessment found that the City’s streets and roads are in a “good” condition and this
revenue will help the City increase the overall quality of its road system and over the next
decade and make critical improvements to transportation that will assist in greenhouse
gas emission reductions and active transportation safety; and
WHEREAS, the SB 1 project list and overall investment in the City’s streets and
roads infrastructure with a focus on basic maintenance and safety, investing in complete
streets infrastructure and active transportation projects, and using cutting -edge
technology, materials and practices, will have significant positive co -benefits statewide;
and,
WHEREAS, based on the 2020-21 audited financials, there is $440,582 in SB1
unassigned Fund Balance due to actual revenue exceeding expenditures that can be
used to augment ongoing pavement management projects.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Luis
Obispo as follows:
SECTION 1. The foregoing recitals are true and correct.
SECTION 2. The following project will be funded in-part with Fiscal Year 2022-
23 RMRA revenues:
Project Title: Roadway Sealing 2022
Project Description: Pavement Maintenance and Rehabilitation work in pavement
areas 6, 7, and 9 (Downtown Core)
Project Location: Neighborhoods in the Laguna Lake area north of Madonna to
City Limits, the Anholm neighborhood north of US 101 and West of HWY 1 to City
limit, and the downtown core bordered by Nipomo, Pacific, Santa Rosa, and Palm
Streets.
Estimated Project Schedule: Start July 2022 — Completion December 2022
Estimated Project Useful Life: 20 years
SECTION 3. The following previously proposed and adopted projects may also
utilize Fiscal Year 2020-21 RMRA revenues in their delivery. With the relisting of these
projects in the adopted fiscal year resolution, the City is reaffirming to the public and
the State our intent to fund these projects with RMRA revenues:
Project Title: San Luis Greenway Phase 2
Project Description: Construct a Class I bike path between Foothill and Ramona,
and a Class IV two-way protected bikeway along Ramona from the Class I path
to Broad Street.
Project Location: Foothill to Ramona and Ramona to Broad Street
Estimated Project Schedule: Start Fall 2021 — Completion Spring 2022
Estimated Project Useful Life: 20 years

SECTION 4. Amend the FY 2022-23 Adopted Budget to allocate $440,582 in SB1
unassigned Fund Balance to the Streets Reconstruction and Resurfacing project to
augment ongoing pavement management projects, including the Roadway Sealing 2022
project.
