Zoom participation will not be supported. For those attending in-person, City facilities will be at limited capacity and masks are strongly recommended. INSTRUCTIONS FOR PUBLIC COMMENT: Public Comment prior to the meeting (must be received 3 hours in advance of the meeting): Mail - Delivered by the U.S. Postal Service. Address letters to the City Clerk's Office at 990 Palm Street, San Luis Obispo, California, 93401. Email - Submit Public Comments via email to advisorybodies@slocity.org. In the body of your email, please include the date of the meeting and the item number (if applicable). Emails will not be read aloud during the meeting. Voicemail - Call (805) 781-7164 and leave a voicemail. Please state and spell your name, the agenda item number you are calling about, and leave your comment. Verbal comments must be limited to 3 minutes. All voicemails will be forwarded to the members and saved as Agenda Correspondence. Voicemails will not be played during the meeting. *All correspondence will be archived and distributed to members, however, submissions received after the deadline will not be processed until the following day. Public Comment during the meeting: Meetings have returned to an in-person format. To provide public comment during the meeting, you must be present in the Council Hearing Room, 990 Palm Street. Parks and Recreation Committee Minutes for April 6, 2022 2 | P a g e Wednesday, April 6, 2022 5:30 p.m. REGULAR MEETING Council Chambers 990 Palm Street CALL TO ORDER: Chair Robert Spector ROLL CALL : Vice Chair Kari Howell, Commissioners Kari Applegate, Rick Blair, Kris Roudebush, Adam Stowe (absent), and Andrew Webber PUBLIC COMMENT: At this time, people may address the Committee about items not on the agenda. Persons wishing to speak should come forward and state their name and address. Comments are limited to three minutes per person. Items raised at this time are generally referred to staff and, if action by the Committee is necessary, may be scheduled for a future meeting. Pamela Worth – Proposed Laguna Lake Dog Park. Reviewed plan and don’t think it’s the best plan for the dogs. I’m asking if you can come out between 3:30-5:30 p.m. Could you extend the area out farther so they can run? Andrea Mickey – I’m a teacher, mother, and a swim instructor and swim coach for the past 20 years. Water is a dangerous thing although can bring much joy and we need more water and water education, and it is a necessity for our community. Kate had a swim lesson but difficulty getting them into classes because they fill up so quickly. Two adults noticed her as she was at the pool (not the SLO Swim Center) with friends and one parent noticed Kate at the bottom of the pool and luckily, she survived. Most drowning deaths can be prevented with more education, especially important for an area like ours with so many different bodies of water in many locations. We need to expand our aquatic offerings as our community grows. Perhaps an Aquatics Advisory board that can assist with many concerns and solutions for, lifeguard shortages, swimming education and potentially an enclosed pool for year-round swimming. CONSIDERATION OF MINUTES 1. Minutes of the Parks and Recreation Committee of March 2, 2022 Motion to accept the minutes by Webber and second by Roudebush, minutes approved. CONSENT ITEMS Parks and Recreation Committee Minutes for April 6, 2022 3 | P a g e NA BUSINESS ITEMS 2. Program Presentation on Youth Services (Rolle – 30 minutes) Recommendation: Receive a presentation from the Youth Services Division staff outlining the variety of current and upcoming programs and services, as well as partnerships and staffing structure. Michelle Rolle, Youth Services Supervisor has been with the city for 14 years. I will provide you with a team overview. Here is our team organizational chart showing all names, titles and roles. Youth Services Programs Review: • Seven guiding principles reviewed and how they fit with designing the program: Engaging Room Environment, Structure with Flexibility, Nurturing and Positive Guidance, Healthy and Productive Communication, Quality and Consistent Staff, Safety and an Enriching and Meaningful Curriculum. • Overview of Childcare programs from 2020 to Present. Newly developed SPARK (SLO Parks and Rec Kids) program. All Parks and Recreation staff had to jump in to assist in supporting and running the programs during the COVID shutdown so we could provide care for the community. There were challenges with continual shifting between virtual and in-person schooling and COVID regulations. We have a close working relationship with the school district and Public Health Department which was key to keeping the programs running. • Overview of current 2021-22 School Year Programming: Morning Program, TK/Kinder Program, Sun N’FUN and Club Star. • School Year Registration process evolution from 2015 to 2023. • KidVENTURE Summer Camp overview. Both Full Time and Summer School Package. o Applegate: Is there an age range for the program? • Additional Programs: Teacher Workday Camps, Spring Break Camps, and Minimum Day Program. • Partnerships: CAPSLO and San Luis Coastal School District. Parks and Recreation Committee Minutes for April 6, 2022 4 | P a g e • Onboarding/Hiring, Orientation and Training Program Overview • Many successes and Challenges Chair Spector: Thank you. Very comprehensive. Other questions: Commissioner Howell: Nicely done. Do you pay staff for training? Rolle: Yes Commissioner Howell: How do you support low-income family. Lotteries are not equitable. Rolle: We have a grant for our scholarship program. Doubled from typical budget funds. All documents are translated (Spanish) and working closely with the school. We try and over communicate about the partnership with CapSLO. Commissioner Howell: Your DEI measures are great to know. Commissioner Webber: Great information. Commissioner Blair: Your passion for what you do is great. Problem I see is that you cannot accommodate as many as you would like. Has the City set aside money and can the commission help? Rolle: We had to limit (classroom numbers/enrollment) due to COVID. More staff=more kids. Drop-in program means we must limit the numbers. Alternative would be a package price which would cost more. Commissioner Applegate: Kudos. Clarification, do you need more space first or more staff? Rolle: First, more space. Some schools may have more space, but some can’t. But its hand in hand. Commissioner Applegate: Clarify “drop-in” program detail. Rolle: Parents buying time increments. Sign-ups are for the year. Commissioner Roudebush: Thank you so much. During the Two teacher training weeks, is there Jr. Ranger Camp. Rolle: Yes Commissioner Roudebush: UTK, UPK changes coming. Are you looking at this? Rolle: Working with Rick Mayfield District Administrator on this topic on defining a plan/partnership. Chair Spector: We are lucky with your experience that you were able to help us get through this time. Lucky to have you. Your challenge is very complex for an important need. Did your staff return? Do you partner with YMCA? Rolle: Yes, most did. We don’t partner a lot with the Y. Mostly Community Services does. Parks and Recreation Committee Minutes for April 6, 2022 5 | P a g e 3. Receive Department Update (Hyfield – 20 minutes) Recommendation: Receive program, facility, and project updates. Kudos to Michelle Rolle, she became the COVID expert for the P&R team • Emerson Park Ribbon Cutting • Divisional Updates on behalf of Greg Avakian and Meghan Burger who are attending a conference at the FEMA institute this week o Administration ▪ Four P&R interns this summer ▪ Summer activity guide to be released soon ▪ CPRS conference in March o Parks - Project Status overview for Emerson, Laguna Lake and Righetti Park o Public Art – reviewing infrastructure • Golf Course o Moved into new temporary facility. Details on Pro-shop, New entrance, New paths and Driving Range, Rentals and Merchandise sales. o Still working on finalizing Concession’s vendor • Facilities/Special Events overview o Damon Garcia update o Jack House opening again for special events o Variety of special events are coming back this summer • Aquatics o Training Season has begun – for both city and county ▪ Lifeguard certification ▪ Title 22 Certification/Professional Medical training ▪ Hiring: for multiple cashier positions and warm water exercise instructor. • Community Services: o Jr Giants o Summer Sports Clinics o Summer Concert Series at Jack House o Spring Community Garden clean up o SLO Skate Park Monster skate series • Ranger Service o Five new Open Space Technicians hired o Miossi Trail adding an addition trail Parks and Recreation Committee Minutes for April 6, 2022 6 | P a g e Chair Spector: Questions? Commissioner Howell: Following up on the request from the public on Water Education updates? Hyfield: Yes, we agree safety is very important. We have a free program for toddlers, water safety days/water safety month. SLO High School partnership opportunity. Too many different instructors make it challenging for children. Could perhaps add lessons on the weekends. Want to have further discussion on water safety. Chair Spector: 20-Year Master plan includes growth in the Aquatics area and one component needs to be education. Commissioner Howell: Thanks for all you are doing. Commissioner Webber: We spend a lot on seed for the fields/Damon Garcia Hyfield: Damon Garcia is in a flood plain. Perhaps there could be more artificial turff but needs to become part of CIP project plan. We are looking at it. Commissioner Applegate: Recruitment efforts are commendable. What are credentials needed for staff childcare. Rolle: Some staff roles do, and some do not need certification. We will be at Cal Poly job fair, and we will be creating a recruiting video. SUBCOMMITTEE LIAISON REPORTS & COMMUNICATIONS Subcommittee Liaison Reports (Chair) – 15 minutes) a. Adult and Senior Programming: Commissioner Blair Increasing their activities post COVID. Trying to hire for new coordinator position. They would like to be involved. Hyfield: 30-40 applicants have applied. b. Active Transportation Committee: Commissioner Webber Pedestrian improvements are key topics. Chair Spector: What reaction are you getting from where the parking meter has been removed? Commissioner Webber: Does not seem to be an issue. Commissioner Applegate: Complaints on access but is a work in process. c. Jack House Committee: Commissioner Applegate May concert series and docent tours begin d. Youth Sports Association: Commissioner Stowe No updates.
