Zoom participation will not be supported. For those attending in-person, City facilities will be at limited capacity and masks are strongly recommended. INSTRUCTIONS FOR PUBLIC COMMENT: Public Comment prior to the meeting (must be received 3 hours in advance of the meeting): Mail - Delivered by the U.S. Postal Service. Address letters to the City Clerk's Office at 990 Palm Street, San Luis Obispo, California, 93401. Email - Submit Public Comments via email to advisorybodies@slocity.org. In the body of your email, please include the date of the meeting and the item number (if applicable). Emails will not be read aloud during the meeting. Voicemail - Call (805) 781-7164 and leave a voicemail. Please state and spell your name, the agenda item number you are calling about, and leave your comment. Verbal comments must be limited to 3 minutes. All voicemails will be forwarded to the members and saved as Agenda Correspondence. Voicemails will not be played during the meeting. *All correspondence will be archived and distributed to members, however, submissions received after the deadline will not be processed until the following day. Parks and Recreation Committee Meeting Minutes for May 4, 2022 2 | P a g e Wednesday, May 4, 2022 5:30 p.m. REGULAR MEETING Council Hearing Room 990 Palm Street CALL TO ORDER: Chair Robert Spector ROLL CALL : Vice Chair Kari Howell, Commissioners Kari Applegate (absent), Rick Blair (absent), Kris Roudebush, Adam Stowe, and Andrew Webber. PUBLIC COMMENT: At this time, people may address the Committee about items not on the agenda. Persons wishing to speak should come forward and state their name and address. Comments are limited to three minutes per person. Items raised at this time are ge nerally referred to staff and, if action by the Committee is necessary, may be scheduled for a future meeting. Andrea McGee: Discussed need for more opportunity for community Swim Programs. CONSIDERATION OF MINUTES 1. Minutes of the Parks and Recreation Committee of April 6, 2022. Motion to approve the minutes by Commissioner Webber, second by Commissioner Howell, motion passed. CONSENT ITEMS NA BUSINESS ITEMS 2. Program Presentation on Aquatics Division (Tucker – 40 minutes) - Recommendation: Received a presentation from the Aquatics Division staff outlining the variety of current and upcoming spring and summer programs and services related to the Parks and Recreation Committee Meeting Minutes for May 4, 2022 3 | P a g e SLO Swim Center, as well as facility updates. Introduction of Shawn Tucker (Aquatics Coordinator), Kori Poindexter (Aquatics Specialist) and Devin Hyfield (Recreation Manager). Provided background and history of the Swim Center including all of the upgrades and refurbishments including the Olympic and Therapy pools. Mission Statement and Values discussed. Swim Center staff hierarchy reviewed (Lifeguards, Swim Instructors, Aquatics Cashier, Exercise Instructors) and staff training process. Detailed Aquatics budget overviewed: budget, revenue, expenditures, usage pricing. Programs also outlined. Two pool seasons, Spring and Summer. Will be almost fully staffed again soon. New programs discussed and will be starting spring and summer. Strategies underway to figure out how to get more attendance at the pool (e.g. special events and theme swim activities). Usage breakdown discussed. Lesson programs overviewed for both children and adults. SLO Seahawks and YMCA both use the swim center as well as P&R Youth Services, Special Olympics, ROTC, etc. New safety measures defined and alternative sign-up procedures (on-line) to ease crowding outlined. Waiver process streamlined. New Programs: Learn Swim Grow, Lifejacket Loaner Program, Workout Cards. Upcoming Community Event: Birthday Splash to celebrate the 40-year anniversary of the center. Aka Back to Pool Night. Commissioner Stowe: Which segments are the most profitable? Hyfield: YMCA, Sale of Scripts Swim CPRS Aquatics Awards overviewed for 2018, 2019, 2020, 2021. District 8 Award discussed. Review of programming protocol during COVID: Re-opening procedures and how to stay open safely during the Pandemic. Attendance grew during this period. Needed to continually adapt during constant change. Many new procedures implemented. Overview of Building Maintenance and Pool Improvements. Staff who supports the Swim Center and the pool equipment. E.g., Water heater, LED lighting, new lane lines, Refurbished Reels, New benches, and lifeguard stands. Extensive Training required for staff: American Red Cross Lifeguards. 48-hour training program, lifeguard instructors, staff in-service. Classroom, Rescues and CPR Scenarios. Orientation and Customer Service, DEI “Diversity Equity and Inclusion” training and incorporate into the programs. FISH Philosophy – Staff workplace culture and customer service. Lifeguard Hiring and Recruitment overview. Created a video with “real” former and current employees. Created new staff exit interviews to gather information and insight on strategies to optimize staff retention. Community Engagement – New Aquatics survey on the city website. Results of survey were reviewed. Implementation of improvements and changes from survey included New Signage, New Seating, Program Updates. Parks and Recreation Committee Meeting Minutes for May 4, 2022 4 | P a g e Hyfield: Blueprint for the Future (for the Swim Center): Reviewed high priority items, expansion and redesign items. All will be reviewed with the PRC in advance. Shading is a high priority and ADA seating and parking. Commissioner Spector: Questions? Commissioner Roudebush: Well done. The retention portion was commendable. What is Super Rec Day goal? Tucker: To get more families to come to the Center. 8 hours that day gives a good opportunity. July 2 is the first event day. More than traditional “swim” day. Hyfield: Public feedback was that a longer period than 2 hours was needed. The recreational lap swimming will still be available. Tucker: We could add refreshments, food trucks, music for a Fun “Family” Day. Commissioner Howell: Great mission statement. Is there still a lifeguard shortage? Tucker: Yes. We are still down staff to cover programming and hope this summer to be able to cover the hours needed. By June, hope to be fully operational with training that could assist for fall staffing. Commissioner Howell: What is weekday vs. weekend swim lessons. Overall inclusivity is needed for working parents. Tucker: We made a family recreational swim for the evenings which is after 5:00 p.m. We also extended the weekend hours. We are interested in getting a more diverse group into the pool. We need to discuss how to increase swim lessons on the weekends. Avakian: Weekend lessons have been challenging because it’s only one day per week and learning works better with repetition. Commissioner Howell: Fees for supporting scholarships. Tucker: Scholarships available through the department for swim lessons. Those funds can be used for lessons. Avakian: Scholarship money is available to support this, but there is only so much money available. The Swim Center utilizes a metric and formula from the city for support of those eligible. Chair Spector: Would you please report back to this committee on this topic? Commissioner Howell: Include information about Scholarships. Parks and Recreation Committee Meeting Minutes for May 4, 2022 5 | P a g e Commissioner Stowe: Review of budget and can we increase fees? Hyfield: We would need to do a fee study. Avakian: If you recover 50-60 %. We could fill some of the empty time slots with outside teams. We assess all regional programs to assure we are in the range. Chair Spector: We would need to have a philosophical discussion on programs values. Thank you for your report - very informative. How does SLO High School impact us? Tucker: We had to adjust our budget and increase lifeguards for their practice. Chair Spector: Sinsheimer Park grand plan timing is many years off. Tucker: You just can fill the Olympic pool but trying new ways to have people utilize the pool. You could retrofit the Therapy Pool for higher usage. Avakian: Sharing the facility with outside groups and extending swim lessons could extend capacity. 3. Receive Department Update (Avakian – 30 minutes) - Recommendation: Receive Department wide program, facility, and project updates. Spring Egg Hunt event: Five staff members staffed and over 200 people attended at Meadow Park. P&R Administration Staff Updates: FEMA Training, City Council items, Summer Activity Guide and Registration, Budget Review (currently in the middle of a two-year plan), P&R Department Staffing: New Coordinator will support the Senior Programs, Community Gardens and Contract Classes. • Community Services program review – Sports, Community Events, Senior Programs and SLO Skate Park. • Golf program updates – New food concessionaire and seating. Mid-May opening scheduled. Vendor can operate when course is open and closes. Rental and Driving range fully open. Remediation is still in process. • Special Events overview – Jack House, Damon-Garcia renovation and field closure will take place over the summer, many upcoming May events. • Youth Services program overview • Ranger Service – Fuel Management is number one focus. Parks and Recreation Committee Meeting Minutes for May 4, 2022 6 | P a g e Status on upcoming Park Projects. • May 12th at 12 noon is the re-dedication ceremony for Eto Park. • Laguna Lake Dog Park Event – May 7th. Will be taking a community survey. • P&R Department Refresh – June/July • French Park Parking lot completed • Sinsheimer Tennis Court Path completed • New tables at Meadow Park • Status on Cheng Park, North Broad Street, Righetti Ranch, Mitchell Park. • Public Art updates Chair Spector: Questions? Commissioner Roudebush: Egg hunt was a blast! Mitchell Park grant funding. Utility box art project, are the artists paid? Avakian: Yes and we will recruit for artists. There are over 30 NEW utility boxes. Commissioner Stowe: Any chance for murals in the dugouts? Avakian: Yes, we could. Commissioner Howell: Is there going to be an emphasis on DEI? Avakian: Yes, there will be. Golf course has used them. Commissioner Weber: Can anyone apply? Avakian: Yes, anyone can apply. Commissioner Spector: Weddings coming to Jack House are sometimes running too long or too loud. What is the plan for fixing that? Hyfield: We will be holding staff training and staff will meet with the event organizer prior to and during an event to clearly outline the regulations and Facility Host will be present and will be actively monitoring.
