RE: SB 846 Diablo Canyon powerplant: extension of operations.
Dear Legislators,
The City of San Luis Obispo has not taken a position on SB 846 and the potential
extension of operations at Diablo Canyon Power Plant. However, please consider the
following information as specific provisions of the bill are considered.
The City would be supportive of the following provisions:
1. Continued regulatory efforts to ensure the safe operations of Diablo Canyon.
2. Protecting the funds directed by SB 1090 to address the adverse effects of the
closure of Diablo Canyon. The City believes that any extension of Diab lo
operations will require increased funding for Cities due to the changing time frames
and to allow for an equitable and just transition to new energy systems and
structures.
3. Funding for Economic Development and conservation of the lands including
$10,000,000 in the 2023–24 fiscal year, and $150,000,000 in the 2024–25 fiscal
year to support the Land Conservation and Economic Development Plan
developed by the Natural Resources Agency. As long as these efforts are in
alignment with the local efforts around Parcel P and land conservation.
4. $1 billion investment supporting the development of new renewable energy
sources including but not limited to wind energy and storage.
The legislation does bring some future uncertainty for the community and the
advancement of off-shore wind:
5. The City would be concerned that the timeline for an extension of operations at
Diablo Canyon could negatively affect the buildout of the Morro Bay Off-Shore
Wind Farm. Developers have indicated the uncertainty will affect their willingness
to invest in the Morro Bay Off-Shore Lease.
Given the short timeframe regarding this legislation and that it is after the deadline to
amend the bill the City would recommend that if SB 846 is passed and signed into law

that the legislature takes actions to address this concern and other concerns that the
locals bring forward in the coming months.
