The City of San Luis Obispo has returned to in-person meetings. Zoom participation will not
be supported. For those attending in-person, City facilities will be at limited capacity and
masks are strongly recommended.
INSTRUCTIONS FOR PUBLIC COMMENT:
Public Comment prior to the meeting (must be received 3 hours in advance of the
meeting):
Mail - Delivered by the U.S. Postal Service. Address letters to the City Clerk's
Office at 990 Palm Street, San Luis Obispo, California, 93401.
Email - Submit Public Comments via email to advisorybodies@slocity.org. In
the body of your email, please include the date of the meeting and the item number
(if applicable). Emails will not be read aloud during the meeting.
Voicemail - Call (805) 781-7164 and leave a voicemail. Please state and spell your
name, the agenda item number you are calling about, and leave your comment.
Verbal comments must be limited to 3 minutes. All voicemails will be forwarded to the
members and saved as Agenda Correspondence. Vo icemails will not be played
during the meeting.
*All correspondence will be archived and distributed to members, however, submissions
received after the deadline will not be processed until the following day.
Public Comment during the meeting:
Meetings have returned to an in-person format. To provide public comment during the
meeting, you must be present in the Council Hearing Room, 990 Palm Street. Zoom
participation will not be supported. The Parks and Recreation Department is currently
located at The Ludwick Community Center, 864 Santa Rosa Street, San Luis Obispo. If you

CALL TO ORDER: Chair Robert Spector called the meeting to order at 5:30 p.m.
ROLL CALL : Commissioners Kari Applegate, Rick Blair,
Kris Roudebush, Adam Stowe, and Andrew Webber present.
ABSENT: Vice Chair Kari Howell
PUBLIC COMMENT: At this time, people may address the Committee about items not on the
agenda. Persons wishing to speak should come forward and state their name and address. Comments
are limited to three minutes per person. Items raised at this time are generally referred to staff and, if
action by the Committee is necessary, may be scheduled for a future meeting.

CONSIDERATION OF MINUTES
1. Minutes of the Parks and Recreation Committee of May 4, 2022
Motion made to approve the minutes by Commissioner Roudebush and Applegate.

2. Program Presentation on Ranger Service Division (Doug Carscaden - 60 minutes)

Recommendation: Received an extensive presentation from the Ranger Service
Division staff outlining the variety of current and upcoming spring and summer
projects and activities related to Open Space/Natural Reserves, Environmental
Education, and overall organizational structure. The team is responsible for 4,000
acres.
Finished the build out of complete team positions. Basile Inman, Niels Grether, Dan
Dixon and Megan Hendrickson provided presentations on the roles, responsibilities,
and activities of the Ranger Service Division
Introduction of the Ranger Staff by Director Avakian and presentation of the Ranger
Staff organizational chart.
Chair Spector? Questions?
Commissioner Blair: Other areas besides creeks that are being mis-used?
Grether: Yes, not respecting trail boarders.
Commissioner Spector: Can you provide fire prevention updates?
Grether: A lot of weed abatement around houses is in-process and fuel reduction in
Open Spaces.
Director Avakian: The abatement is an overall City-wide effort partnering with
several departments.
3. Receive Department Update (Avakian – 40 minutes)
• Monster Skate Program Overview
• Parks and Recreation Department Overview
o P&R Department move/office refurbishment
• Laguna Lake Dog Park Survey - Ends June 30th
• Eto Park Dedication Ceremony - 20th Anniversary held on May 12
• SLO Triathlon - the Triathlon will be replaced with other activities and SLO
community focused events. The funds and staffing can be re-directed to other
newer programs which are more accessible and lower cost. Many City staff
(fire, police, park maintenance) resources were drained and a big impact to our
community with street closures, etc. There is supporting documentation to
show how the decision was arrive upon through a comprehensive memo.
o Other alternative race activities: Perhaps outside vendors might be
interested in supporting other types of events and contracting these
types of events out to a vendor.
• Special Events - Permit request processing discussed. Risk, liability, and
impact are all considered. Many events have grown much larger and we need
to assess if the particular park is capable of accommodating the growth of the
event and assure that the event fits with our community.
o Decibel levels and vibration monitoring is being researched. Standard
notification forms are sent from the Parks and Recreation Department
to the surrounding neighborhoods.

• Divisional Updates - Community Services (Meghan Burger). Hired new staff
member Hadley Clegg, Recreation Coordinator.

o Special Events - Summer: Jack House Concerts, Monday Meet-Ups
o Skate Park - new Skate camp program launching

o Senior Programs
o Jack House
o Youth Services - Review of Summer Camps and the 2022-2023 School
year.
o Public Art - projects in process, finished projects and future projects.
Q: Commissioner Applegate: Will you offer kindergarten summer camps?
Not now but could be entertained in the future. We focus on school aged
children.
Q: Commissioner Roudebush: Subsidies, how much is there and how many
families can receive them? What are the communications outreach activities
about the program?
Q: Director Avakian: Is a new era to promote what we have and ask for more
financial support from the community.
• Divisional Updates – Aquatics, Golf and Facilities (Devin Hyfield)
o Aquatics - Operational and Staffing updates provided. Very busy
summer programming.
o Golf Course - Operations and Maintenance Updates. Many
improvements underway for increased security.
o Facilities - Outdoor/Indoor

▪ Jack House
o Citywide Special Summertime events: June 3rd to June 24th
Recommendation: Receive department wide program, facility, and project updates.
SUBCOMMITTEE LIAISON REPORTS & COMMUNICATIONS
Subcommittee Liaison Reports (Chair) – 15 minutes)
a. Adult and Senior Programming: Commissioner Blair
i. Update. We have a new staff Recreation Coordinator for the Senior Center.
b. Active Transportation Committee: Commissioner Webber
i. Permits for permanent parklets are being submitted.

c. Jack House Committee: Commissioner Applegate
i. Attending a community meeting next week.
d. Youth Sports Association: Commissioner Stowe
i. Field assignments need clarification.
ii. School Board wants to deal directly with the various individual groups.
iii. How is YSA recognizing these groups? Is this an official discussion by the school
district representation? The next meeting date has not been decided.
Communication:
Commissioner Blair: The last Youth Services program report showed that program demand is
substantially greater than supply and we would like to know if there is a plan to review/address
this? Also, what are the top ten items/programs that have such a great demand? Can we ask the
staff to come back with some overview on this topic? Sometimes we will need to “build” the
program. We need a bigger understanding.
Director Avakian: We can provide some information back based on wait lists, scope and size
based on staff, facilities, and finance.
PRC will discuss the next meeting date due to potential summer holiday schedule conflicts.
Chair Spector: There is a proposal to discuss the meeting schedule for the July and August
meetings. What is the availability of the Commissioners in July and August?
Commissioner Roudebush: I am available for July but I am unavailable for August.
Director Avakian: Traditionally we cancel one of the summer meetings. This is one of the
busiest times for our programs and our department is moving offices in June and therefore we
will not have much new news to report back to the Commission. We could cancel July and
then decide later about August.
Chair Spector: A vote on July meetings? PRC voted to cancel July.
We will assume our next meeting is August 3rd. I will consult with Greg Avakian to discuss
the summer meeting schedule for the August meeting.
ADJOURNMENT: The meeting adjourned at 8:01 p.m.
