SUBJECT: APPOINTMENT TO THE TREE COMMITTEE
RECOMMENDATION
Confirm the Council Subcommittee’s appointment to the Tree Committee, term to expire March 31,
2017
DISCUSSION
Chapter 12.24.020 of the Municipal Code establishes an advisory body to the Public Works
Director and the City Council on all matters related to trees in the City. The membership is
established by their bylaws. At the July 16, 2013 Council Meeting, Council approved new bylaws
for the Tree Committee, which added an additional member to the Committee’s composition.
The new Tree Committee bylaws call for a seven member body, with five members from the
general public. The City Clerk’s Office advertised the new position opening and received two
applications. Interviews were held by Council Members Ashbaugh and Carpenter. At the time of
publication, the Subcommittee was considering their appointment which will be provided as an
Agenda Correspondence. This is a four-year term, which will expire March 31, 2017.

The Council Sub - committee responsible for nominating a candidate for the vacancy on the Tree Committee has been
unable to make a recommendation in time for the August 20 Council meeting due to scheduling difficulties. We hope to
have a recommendation in time for the September 3 Council meeting.
Please forward this item to the two candidates, and continue to find a time for the remaining interview with Mr. Duffy,
where the Council Sub - committee and the Tree Committee Chair (Matt Ritter) can all meet with him.

The Council sub - committee of myself and Councilmember Carpenter met with both of the applicants for the
City's Tree Committee, and determined that both were qualified for membership. As one of the applicants has
withdrawn his application, we are forwarding the application of the remaining candidate, Trey Duffy, to the
Council with a recommendation for appointment. We are available should there be any questions about the
process during the Council meeting this evening.
