Grigsby, Director of Public Works Prepared By: Manny Guzman, Engineer III SUBJECT: CDBG CURB RAMP 2013, SPECIFICATION NO. 91187 RECOMMENDATIONS 1. Approve plans and specifications for the CDBG Curb Ramp 2013 Project, Specification No. 91187. 2. Authorize staff to advertise for bids and authorize the City Manager to award the contract if the lowest responsible bid is within the Engineer’s Estimate of $117,000. DISCUSSION This project is part of an ongoing program to construct sidewalk ramps throughout the City and is partially funded through Community Development Block Grant (CDBG) funds. The ramps provide access, and implement the requirements of the Americans with Disabilities Act (ADA). As such, they meet one of the basic criteria of CDBG funding – to provide access to the disabled. Curb ramps included in this project will be installed prior to pavement rehabilitation work in Pavement Zone 7, currently scheduled to occur in the summer of 2014. The Attachment shows the locations throughout Zone 7 where work will be completed as part of this project. A total of 16 existing street corners in Zone 7 will be retrofitted with updated curb ramps or truncated domes (which are used to alert people with visual impairments of their approach to streets and drop-offs) to meet current ADA standards. Seven curb ramps will be constructed at corners where curb ramps do not currently exist, to provide accessibility and meet ADA requirements. Two corners meet most of the current ADA requirements but do not meet the standard of Detectable Warning Material (truncated domes). These corners will have the truncated domes installed. Seven corners where the existing ramps do not meet current ADA requirements will have the existing ramps removed and new ramps will be installed. Also included with this project is the replacement of a cross gutter at the intersection of Ramona and Tassajara. The existing cross gutter is cracked and broken and needs to be replaced to convey runoff water across the intersection and prevent any water accumulation during rain events. Completing this work in conjunction with ramp construction will minimize disruption and provide a better finished product. A Transition Plan for removal of architectural barriers was adopted by the City in 1995. In the Transition Plan curb ramps were identified as an area of deficiency where the City needs to improve. In recognition of the high cost to retrofit all none ADA complaint ramps a strategy for removal and upgrade was generated. Ramp upgrades are done in streets scheduled for paving or when requested by citizens. Meeting Date Item Number 9/17/2013 C5 - 1 CDBG Curb Ramps 2013, Specification No. 91187 Page 2 When last quantified 1,846 points of intersections where pedestrians cross the street where identified with 40% of the crossing points already having some sort of ramp. However the remaining 60% of crossing points continue to have a step between the street and sidewalk. Typically 30 ramps per year are installed or upgraded to meet current standards at an annual average cost of $170,000. CDBG and Street Reconstruction & Resurfacing funds are the primary funding source for construction of curb ramps. CONCURRENCES National Environmental Protection Act (NEPA) clearance has been obtained. This project is also in the process of obtaining a notice of exemption from the Community Development Department. FISCAL IMPACT This project is included in the 2011-13 Financial Plan, pages 3-146 to 3-149 with a $105,000 budget for the 2012-13 Fiscal Year. Additional funds to support this request are available in the Street Reconstruction and Resurfacing Master Account, which has a current available balance of $412,693. A budget amendment request will be completed at time of contract award to transfer funding into this project’s account. The estimated project costs are shown below: Engineer’s Estimate:$117,000 Contingencies:$10,500 Materials Testing:$1,500 Printing:$500 Total Estimated Project Cost $129,500 Funding Sources: 2011-13 Financial Plan:$105,000 Street Reconstruction and Resurfacing Master Account (90346):$24,500 Total Available:$129,500 CDBG Curb Ramps Spec. No. 91187 With the implementation of this project CDBG funds available for use for curb cuts is $0. Additional CDBG funds are identified in the 2013-14 Financial Plan however, environmental clearances is needed before funds could be used. The expected date for clearance is April, 2014.
