PRESENTATIONS
1. 2023-25 COUNCIL GOAL SETTING PROCESS 20 mins
The City’s Principal Budget Analyst, Natalie Harnett will present the 2023 -25 Financial
Planning process including the instructions for Advisory Body input for the City Council
goal-setting portion of the effort.
2. SUPPORT LOCAL PROGRAM QUARTER REPORT 15 mins
Representatives from Verdin will present the first quarter report for the Support Local
marketing activities and an update on the next quarter activities.
3. PUBLIC RELATIONS, GIA SUPPORT, AND VISITOR SERVICES QUARTER
REPORT 15 mins
Representatives from the SLO Chamber of Commerce will present the quarter report for
the Public Relations, GIA and Visitor Services activities.

1. Q2 CULTURAL GIA GRANT RECCOMENDATION REPORT & MID YEAR PROGRAM
CHECK IN 25 mins
The PCC will approve the Q2 grant awards as recommended by the subcommittee. The
PCC will also discuss the status of the program overall and any modifications that should
be made to the process for the remainder of the program year.
2. PUBLIC ART PROMOTIONAL PLAN: PROGRAM DEVELOPMENT 45 mins
The PCC will continue the discussion on the program development for the implementation
of the Public Art Promotional Plan.

A special meeting of the Promotional Coordinating Committee is scheduled for
Wednesday, November 16, 202 2, at 5:30 p.m. held at City Hall.

CARRIED 6:1:0 (No Vote from Member Patel-Mueller) to recommendation to approve the
2021-22 annual report for submission to Council and recommend the continuation of the
TBID for fiscal year 2022-23, with the following changes:
• A note about the new hotels had that opened.
2. FY 21-22 PAID MEDIA BUDGET CARRYOVER CONSIDERATION
Hayley Corbett, Noble Studios reviewed remaining paid media funds from FY 2021-22.

KELLER CARRIED 7-0 to recommendation to approve to carryover $5,595.37 for FY22-23
paid media, leveraging the additional $500 to cover rate increases for 3rd Party Technology
fees this fiscal year.
3. CCTC DIGITAL CO-OP CAMPAIGN CONSIDERATION
Tourism Manager Cano presented the co-op packages for the Central Coast digital
advertising campaign in partnership with CCTC and within the available TBID co-op budget
for the Board’s review and approval.

ACTION: By consensus the Board provided consensus comments regarding hosting an
event to provide information to the other properties about what the TBID is doing. Members
Patel, Bates and Keller volunteered to serve on a planning committee. The Board also
asked Tourism Manager Cano to assign remaining liaison properties.

Q1 Stat Report
Summary of Performance
In Q1, Verdin worked on the overarching strategy and paid media plan for 2022-2023. This will include
the continuation of the neighborhood campaign, including photo and video asset development for the
remaining neighborhoods and creation of 15-second video ads. Additionally, there will be five seasonal
campaigns to promote local shopping. Verdin created and ran the first set in this campaign, which
promoted back to school shopping. Below are the results.

DISCUSSION
Background
The PCC has been offering Cultural GIA funding for decades. Local non-profit organizations utilize
the funding to provide cultural, recreational, or social activities in our community. In FY 22-23,
applications for a $4000 grant are open throughout the year to applicable organizations and activities.
In addition, organizations may apply for a grant bonus up to $1000 for participation in DEI and
sustainability practices related to the event. Each bonus is $500 for the total amount a recipient may be
awarded in bonuses would be $1000. The total program disbursement of $125,000 remains consistent
with previous years. Additionally, the City continues to maintain the investment of $30,000 in
promotional support services through the SLO Chamber of Commerce to assist the funded partners
with communication to drive attendance and increase event visibility.
Second Quarter Application Consideration
The PCC received applications from 7 organizations for consideration. The following 3 organizations
met the qualifications and were approved for grants from the PCC: Diversity Coalition of San Luis
Obispo, One Cool Earth and San Luis Obispo Master Chorale.
The following 4 organizations were not approved during this quarter ’s consideration and are invited to
reapply in following application periods if and when they can address the unqualified component of
their application: Central Coast State Parks Association, Civic Ballet of San Luis Obispo, Make the
Extra Pass Foundation and T-Bone Bucket Boyz Basketball.

Date of the Event: February 1, 2023
The Fostering Understanding in Our Community series benefits a diverse and already engaged side of
the community that understands the importance of diversity. The series challenges and expands
understanding and predetermined ideas of diversity, equity and inclusion with the goal of creating a
space of pride and belonging to underrepresented neighbors and of learning and questioning for those
more privileged. This grant will provide funding for the SLO-based portion of the series that will take
place in February - Black History Month, March - Women’s History Month, June - Pride Month, July -
Ethnic Studies Forum. Each event includes renowned speakers in their field presenting or participating
in a panel discussion on the topic, questions from the audience, and a focus on how speaker topics
translate to local diversity issues. This applicant applied for the base grant and the participation bonus
money for DEI and sustainability related practices.
One Cool Earth
Date of the Event: June 9, 2023
One Cool Earth is celebrating their 3rd Annual Garden Party, hosted at SLO Botanical Gardens.
This event will highlight the community’s love of gardening, sustainable foods and agriculture, and the
wealth of benefits students gain from accessible, innovative, outdoor education. Throughout the event,
guests will enjoy participating in interactive booths, such as an informative bee-keeping stand, a
mini-garden creation station, and more. Welcoming experts in the field, highly experienced staff, and
self-proclaimed “amateur gardeners”to facilitate the sharing of knowledge and successes in gardening.
Additionally, participants will gain resources in starting and improving their home gardens to be a
source of nutrition and beauty; augmenting our local gardening community. Overall, this event will
include: fun activities for all ages, such as: live music, interactive & informative booths, a plant sale,
silent auction and raffle for prizes; food and drinks; exhibitions of community partnerships working to
increase equity and access to healthy foods; boothing by local businesses. This applicant applied for
the base grant and the participation bonus money for DEI and sustainability related practices.
San Luis Obispo Master Chorale
Date of the Event: November 20, 2022, December 17, 2022 and April 23, 2023
The San Luis Obispo Master Chorale will feature three magnificent concerts of choral masterworks.
Originally slated for April 2020, the SLO Master Chorale looks forward to finally presenting “The
French Connection” on November 20, 2022, featuring the Requiem and Pavane by Gabriel Fauré and
the Gloria by Francis Poulenc. Guest soloists include Amy Goymeric, soprano, and Ben Kazez,
baritone. On December 17, 2022, audience members join the Master Chorale in singing choruses from
Handel’s masterpiece, Messiah. This family holiday tradition will feature soloist Paul Woodring on the
Forbes Pipe Organ, plus traditional carols and holiday arrangements for chorus, organ, and orchestra.
Mendelssohn’s oratorio Elijah will conclude the season on April 23, 2023. This dramatic work tells the
story of the prophet Elijah. The leading role of Elijah will be sung by bass soloist Daniel Eifert.
Additional soloists include soprano Elissa Johnston, Susan Azaret Davies, contralto, and George
Gorrindo, tenor. The SLO Master Chorale will also host two educational presentations for both the
November and April concerts with free admission given by academic scholars as part of the “Beyond
the Notes” series to enlighten the community about the significance of each masterwork and the lives
and times of the composers. The SLO Master Chorale has partnered with the San Luis Obispo Museum
of Art to host an event on the day before each concert. The community is invited to the Performing
Arts Center two hours prior to each performance for a presentation in the Pavilion. This applicant
applied for the base grant and the participation bonus money for DEI and sustainability related
practices.

The PCC has a total of twenty-five (25) Cultural GIA grants available in FY 2022-23. To date 9 grants
have been previously awarded. With the approval of the 3 grants recommended in this report, there will
be a total of 13 remaining for future consideration in subsequent quarters.
