Honorable Mayor Erica Stewart and City Council members:
As you may know Edna Ranch Mutual Water Company has been a stake holder with SGMA and with the
GSP. We are keenly aware of the issues related to the Edna Valley challenged water basin. Our mutual
water company has initiated a state of the art water metering system that is able to track usage every
15 minutes along with a robust leak detection protocol. The Mutual has also established a water penalty
system that would be considered rigorous within the industry.
I believe that all water users in the valley are implementing water reduction policies that will be
included within the GSP 5 year monitoring plan. The GSP has identified about 1000 (AF) per year
deficency (over draft) in Edna Valley. In order for the basin to be considered sustainable this amount of
water will need to be either added, corresponding reduction in crop production or both.
The city utility department currently discharges about 1000 (AF) per year beyond their regulatory
obligation. This existing procedure (policy) doesn’t have any defined benefit to ratepayers or the Edna
Valley aquifer. If this excess water was diverted to the Edna Valley basin on both a short and long term
basis, this new policy would support the city current greenbelt and agriculture policies, along with
addressing and supporting a vibrant agriculture production.
Without some sort of water augmentation into the valley we could see fallow land and potentially the
lack of a true greenbelt. We are encouraging Council to work with the AG community to develop a
reasonable policy to address the excess recycled water currently being deposited in San Luis Creek.
Please consider a win/win for our aquifer and our community.
