Zoom participation will not be supported. For those attending in-person, City facilities will be at limited capacity and masks are strongly recommended. INSTRUCTIONS FOR PUBLIC COMMENT: Public Comment prior to the meeting (must be received 3 hours in advance of the meeting): Mail - Delivered by the U.S. Postal Service. Address letters to the City Clerk's Office at 990 Palm Street, San Luis Obispo, California, 93401. Email - Submit Public Comments via email to advisorybodies@slocity.org. In the body of your email, please include the date of the meeting and the item number (if applicable). Emails will not be read aloud during the meeting. Voicemail - Call (805) 781-7164 and leave a voicemail. Please state and spell your name, the agenda item number you are calling about, and leave your comment. Verbal comments must be limited to 3 minutes. All voicemails will be forwarded to the members and saved as Agenda Correspondence. Vo icemails will not be played during the meeting. *All correspondence will be archived and distributed to members, however, submissions received after the deadline will not be processed until the following day. Public Comment during the meeting: Meetings have returned to an in-person format. To provide public comment during the meeting, you must be present in the Council Hearing Room, 990 Palm Street. Parks and Recreation Committee Minutes for November 2, 2022 2 | P a g e Wednesday, November 2, 2022 5:30 p.m. REGULAR MEETING Council Chamber 990 Palm Street CALL TO ORDER: Chair Robert Spector ROLL CALL : Vice Chair Kari Howell (absent), Commissioners Rick Blair (present), Kris Roudebush (present) Adam Stowe (present), and Andrew Webber (absent) 1. Oath of Office – New Commissioner, Kari Duperron (City Clerk) PUBLIC COMMENT: At this time, people may address the Committee about items not on the agenda. Persons wishing to speak should come forward and state their name and address. Comments are limited to three minutes per person. Items raised at this time are generally referred to staff and, if action by the Committee is necessary, may be scheduled for a future meeting. Cathy Marvier– praise for new Recreation Coordinator, Hadley Clegg with her support of the senior center. Welcome luncheon was great to see a large group members together again. Thank you very much for the funding support for the day trip and for the Cal Poly Arts program for our members. CONSIDERATION OF MINUTES 2. Minutes of the Parks and Recreation Committee of October 12, 2022 Motion to approve the October Minutes made by Commissioner Roudebush, seconded by Commissioner Stowe. Motion was passed. CONSENT ITEMS NA BUSINESS ITEMS 3. Presentation on Childcare Initiatives and Health Vitality by First 5 of SLO County (First 5 Staff – 30 minutes) Parks and Recreation Committee Minutes for November 2, 2022 3 | P a g e Recommendation: Receive and provide feedback on presentation on childcare initiatives by First 5 of SLO County representatives regarding community and partner agency efforts to expand childcare options in the city of San Luis Obispo Commissioner Roudebush recused herself due to conflict of interest. Wendy Went, Rochelle Bollet and Shana Paulson, of the Child Care Planning Council provided a presentation on San Luis Obispo county childcare challenges. Research, surveys, studies, resulting reports and statistics were presented along with discussion on the role of local government support for childcare needs. Q: Commissioner Blair, would like to have clarification on state funding for programs. Q: Commissioner Duperron, review of SLO parks/playgrounds for gauging Children’s accessibility for all ages and abilities. Hyfield: Opportunities as we do future designs to review Avakian: Islay park for example can accommodate multiple age groups. Q: Commissioner Spector, paradigm shift needed to embrace the importance of these needs. Thank you for your presentation. 4. Presentation on the City’s Public Art Program (Burger – 30 minutes) Recommendation: Receive presentation on the City’s Public Art Program and summary of the fiscal year 21-22. A year in review and overall program background was provided by Recreation Manager, Meghan Burger. Public Art Policy collaboration and installation. Private Development, Temporary Art, Permanent Art, CIP Projects and Voluntary Art discussed. Many city staff are involved in supporting the Public Art programming. Infrastructure, maintenance, renovations and rehabilitation reviewed. GIS Mapping and Story Board being created in partnership with the City IT team, including audio tours. Ongoing partnership with PCC and Tourism group to promote and fund multiple projects. Projects in the works, new installations and Trail Mural Project presented. Currently there is a two-year partnership agreement with SLOMA. Q: Commissioner Roudebush- SLOMA Partnership timeline? Burger: We are now at the 15-month mark. Q: Commissioner Spector – Vandalism consequences? Will plans for the future parks all include public art? Burger: We will refer to the Master plan, Blueprint and CIP committee. The Commission does not “choose” the piece of art itself. Q: Commissioner Stowe – Is there a standardized plan for artwork inclusion in parks? Avakian: It currently exists and is already part of all of the park plans and is included within the master plans. 5. Receive Department-wide Program Updates (Staff – 20 minutes) a. Ranger Service, General Department-wide updates Parks and Recreation Committee Minutes for November 2, 2022 4 | P a g e Key winter activities reviewed and trail construction currently in progress. Commissioner Roudebush – The winter access videos are great! b. City Financial Process 2023-2025 – the roll of the PRC. Goal setting and the budget process for the 2023-2025 Financial Plan. Key council dates beginning in fall 2022 through June 2023. Q: Commissioner Blair – Master plan (long term projects) what is the timeline to prepare? Director Avakian – CIP projects are 3-to-5-year plans. Usually a January/February timeline for discussion to include within updated fiscal plan. We will come back to present to the Commission and to get recommendations on prioritization for programming and projects. Commissioner Spector: Directional issues that were discussed during the year that the Commission should review for moving forward. Upcoming CIP Projects 2021-2023. PRC Agenda focus for December, January, and Spring Months reviewed. c. Youth Services – Overview of Lights on Afterschool, Teacher Workdays, Minimum Workdays. Four new staff onboarded, and 35 childcare spots opened up. d. Community Services - Senior Programming, Special Events Youth and Adult Sports, Gardens), Public Art. e. Aquatics - Lifeguarding shortages continue to create challenges which have forced some shortened hours. Update on Winter/Spring swim lessons provided. Atascadero High School pool is closed for 18-20 months, and they are now using the SLO Swim Center. Aquatics Coordinator attended the annual Aquatics Management School. f. Golf - Operations review. Phase 2 has begun. Office building renovation is fully underway. Now able to process credit cards. Budgeted for new golf carts and utility vehicles are being purchased. Course maintenance update provided. g. Facilities - Jack House closed for renovations. All field closures renovations and rotations underway. Special Events updates. SUBCOMMITTEE LIAISON REPORTS & COMMUNICATIONS Subcommittee Liaison Reports (Chair– 15 minutes) a. Adult and Senior Programming: Commissioner Blair i. Great support by the P&R Department which are making a positive impact. b. Active Transportation Committee: Commissioner Webber c. Jack House Committee: Vacant. Hope the position is filled soon. d.
