Tuesday, February 28, 2023
SPECIAL Meeting of the Active Transportation Committee
CALL TO ORDER
A Special Meeting of the San Luis Obispo Active Transportation Committee was called to order
on Tuesday, February 28, 2023 at 6:00 p.m. in the Council Chambers located at 990 Palm Street,
San Luis Obispo, California, by Chair Mills.
ROLL CALL
Present: Committee Members Lea Brooks (vice chair), Jill Caggiano, Francine Levin,
Russell Mills (chair), Kimmie Nguyen (arrived at 6:07 p.m.), and Jonathan Roberts
Absent: None
Staff: Ryan Caldera, Jeff Booth, Jennifer Rice, Anthony Ramos, Adam Fukushima
PUBLIC COMMENT ITEMS NOT ON THE AGENDA
None.

BUSINESS ITEMS
1. Bicycle Riding on Sidewalks
Staff provided a presentation and Police Sergeant Jeff Booth responded to committee
inquiries.
UPON MOTION BY COMMITTEE MEMBER BROOKS, SECONDED BY COMMITTEE
MEMBER LEVIN, MOTION FAILED 3-3, to leave the ordinance as is, however, remain open
to improvements in the future.
ACTION: UPON MOTION BY COMMITTEE MEMBER NGUYEN, SECONDED BY
COMMITTEE MEMBER ROBERTS, CARRIED 5-1, to leave the ordinance as is, contingent
on the progress of Assembly Bill 825 (Bryan) in the California legislature.

2. 2023 Arterial Streets Paving Plan
Staff provided a presentation and responded to committee inquiries.

ACTION: UPON MOTION BY COMMITTEE MEMBER BROOKS, SECONDED BY
COMMITTEE MEMBER ROBERTS, CARRIED 6-0, to endorse the paving plan as presented
by staff for council consideration.

3. North Chorro Neighborhood Greenway
No action was taken on this item.
ADJOURNMENT
The meeting was adjourned at 8:14 p.m. The next Regular Active Transportation Committee
meeting is scheduled for Thursday, March 16, 2023 at 6:00 p.m. in the City Council Hearing
Room, 990 Palm Street, San Luis Obispo, California.
