SUBJECT: 1998-99 Promotional Coordinating Committee Grants -in -Aid Recommendations
CAO RECOMMENDATION
1. Consider recommendations from the Promotional Coordinating Committee for 1998-99
Grants -in -Aid funding.
2. Adopt a resolution authorizing staff to develop and execute agreements with each grant
recipient as described in Exhibit "A" attached to the resolution and inclusive of any
modifications made by the Council.
DISCUSSION
Background
In January of this year, the Promotional Coordinating Committee (PCC) began its annual grants
process. Notices were placed in the Telegram -Tribune advertising the availability of grants for
local non-profit organizations that promote cultural services or recreational services of tourism
promotion advantage to the City. In addition, prior year grant recipients were mailed notices
advising them of the time frame for the 1998-99 grants process. A workshop was subsequently
held for prospective applicants to review the grant application process, emphasize the Council's
grant criteria, discuss the PCC's expectations for the applications and answer any questions from
the applicants.
Completed applications were due to the City in March. The PCC received 39 applications
requesting almost $179,000. This compares with 35 applications in 1997-98 requesting almost
$153,000. As in the past, the majority of the applications were geared toward cultural activities.

Review Process
Upon receiving the grant applications, the PCC convened a subcommittee to thoroughly review the
applications and formulate preliminary grant recommendations. The Grants -in -Aid subcommittee
was comprised of Carol Ann Lockary (who served as chair), George Newland and Wilda Rosene.
In conducting the review, the subcommittee evaluated the applications against the current
assessment criteria (Attachment 2). The subcommittee's preliminary recommendations were then
presented to the full committee for action during the PCC's May meeting. For the first time, the
subcommittee recommended that three agencies, Heritage Shared, Mission Plaza Cultural Coalition
and the SLO County Historical Society, receive a joint grant, since all three requested funding to

create some sort of a history walk brochure. During the meeting, the PCC reviewed the
subcommittee's recommendations and set a public hearing date to present the recommendations to
the applicant agencies.
Funding Recommendations
A public hearing was subsequently held on May 27, 1998, to formally present the Committee's
1998-99 Grants -in -Aid recommendations to the applicant agencies. During the meeting, all
applicants were given an opportunity to address the PCC regarding the recommendations.
Representatives of the following groups were present and made comments:

Those providing comments to the PCC gave additional information about their programs and future
plans and in most cases expressed appreciation to the committee for its preliminary
recommendations. However, a number of organizations stated their concern that the amount of
grant money available did not seem to be keeping up with the number of funding requests. Several
organizations also made specific requests that the PCC consider increasing their funding level.
Final action on the Grants -in -Aid recommendations was taken after the public hearing. The PCC
unanimously adopted the preliminary recommendations with three modifications: 1) the addition
of funding for SLO Summer Tournament (SLO Soccer Club); 2) an increase in funding to SLO
Symphony, and 3) an acknowledgment that Heritage Shared was withdrawing its request and
would just work with the SLO County Historical Society and Mission Plaza Cultural Coalition on
the development of an historical brochure. The PCC then directed staff to forward the
recommendations to the City Council for final action.
The following summarizes the PCC's 1998-99 final grant recommendations:
• Total funding available is $86,585 (including carryover of $1,685 from 1997-98 and $84,900
budgeted for 1998-99).
• Total funding allocated is $85,450 in grants with a reserve of $1,135.
• Funding is provided to 38 organizations, with grants ranging from $800 to $5,000.
A more detailed discussion of the individual grant recommendations can be found in Attachment 3.
A member of the PCC will be available to the Council at the public hearing to respond to any
inquiries.

Contracts
Upon Council adoption of grant amounts, staff will enter into contracts with each of the qualified
organizations. Contracts will then be monitored by the PCC and staff throughout the year.
FISCAL IMPACT
The 1998-99 budget for the PCC Grants -in -Aid Program approved as part of the 1997-99 Financial
Plan is $84,900. There is a carryover from the 1997-98 budget of $1,685.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SAN LUIS OBISPO AUTHORIZING FUNDING TO THIRTY-EIGHT AGENCIES IN
THE AMOUNT OF $85,450 FOR FISCAL YEAR 1998-99
THROUGH THE PROMOTIONAL COORDINATING COMMITTEE
WHEREAS, in the past, the City of San Luis Obispo has authorized and
distributed Grants -in -Aid funding to community organizations which provide cultural and
tourism promoting recreational services to residents and visitors; and
WHEREAS, funding for the Grants -in -Aid program has been included in the
1997-99 Financial Plan for the City of San Luis Obispo;
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Luis
Obispo as follows:
SECTION 1. That certain organizations attached -hereto and marked Exhibit "A"
shall be provided funding as is designated in the same attachment.
SECTION 2. The staff is directed to,prepare a contract for: each agency identified
in Exhibit "A' and the City Administrative Officer is authorized to execute such
contracts.

PROMOTIONAL COORDINATING COM IITTEE
GRANT APPLICATION ASSESSMENT CRITERIA r.
Applications submitted to the Promotional Coordinating Committee will be evaluated both in terms
of the applicant and the grant proposal using the following criteria:
A. APPLICANT CRITERIA
1. Applicant organization must have a clearly stated purpose and function and be responsible
for the planning and provision of a cultural, social or recreational program. Acceptable
recreational programs must qualify under Section 1(b) of Grant Criteria below.
2. Applicant must demonstrate that it has the managerial and fiscal competence to complete
the proposed project. Repeat applicants must have a successful history of using prior grant
funds.
3. The organization must have non-profit status as defined in.Section 501-C-3 of the Internal
Revenue Code.
4. The organization must give evidence that it has pursued other. sources of financial support
and that it has examined and weighed the financial ability of the target population to support
its program or event.
5. The organization must extend its program to the general public and may not exclude anyone
by reason of race, religion, ethnic background, or any other population covered by state or
federal law.
6. The applicant organization must be willing to participate in an evaluation process as
requested by the Promotional Coordinating Committee.
7. The applicant should be able to demonstrate coordination with related agencies and existing
community resources.
B. GRANT CRITERIA
1. Grant requests must be for programs or activities which meet one or both of the purposes
below:
a. Of local cultural benefit to the residents of the City of San Luis Obispo (e.g., determined
by the event's popularity, its accessibility to residents, its affordability and its
uniqueness in the community) or,
b. Of tourism promotion advantage to the City of San Luis Obispo (e.g., determined by
increases to the City's revenues, especially transient occupancy tax revenues).
2. Additional consideration will be given to events which occur during the `hon peak" tourism
months of September through May.
3. Additional consideration will be given to organizations requesting funds for a special
celebration such as an anniversary or grand opening which will provide increased • '
promotional opportunities.
4. Additional consideration will be given to organizations requesting "seed money" for new
events that will subsequently be self-supporting. A 3 - 5 year financial projection is
required for this type of request.
5. Other types of City support, such as facility use or in-kind service, will be considered in the
award process.
6. Demonstrated financial need of the organization will be considered in evaluating -and
awarding funds, although the potential promotional benefit of the request will be given
higher consideration.
7. Past performance of the organization, regardless of financial need or potential proposal
benefit, will be considered in awarding funds.
8. Grants will not be made for the following expenses:
a. Office overhead or staff.
b. Equipment.
c. Rental of space.
d. Scholarships or camperships.
Applicants should be aware that there is no assurance that funding will be available to them
in any fiscal year. Long-term dependence on City funding is discouraged.

SUMMARY OF PRELIMINARY RECOMMENDATIONS
FOR THE 1998-99 GRANTS-IN-AID PROCESS
1. ARTERNATIVES
Request Summary: Artematives is requesting funding to offset the costs of producing
exhibitions and lectures; providing a venue for local artists to display their work; an
outreach program to develop collaboration with unexplored agencies; and a national
Juried exhibition. Specifically, grant funding was requested to support artists honoraria,
musicians at events, postage and printing of announcements and newsletters and the
promotional brochure and exhibition catalog for the National Juried Show. The PCC
recommends funding artists honoraria, musicians, postage and printing and promotional
materials for the National Juried Show.

2. ARTHRITIS FOUNDATION (CENTRAL COAST WINE FESTIVAL)
Request Summary: The Arthritis Foundation is requesting funds to defray the cost of the
Central Coast Wine Festival, one of three major fundraising events for the Foundation.
Specifically, grant funding was requested to support out-of-town advertising for the event.
The PCC recommends funding radio, newspaper and magazine advertising, postcards
and posters.

3. CAL POLY ARTS
Request Summary: Cal Poly Arts is requesting funding for its Stone Soup World Music
Festival, a festival to showcase diverse cultures and increase awareness of our multi-

recommends funding the artists fees for events held in San Luis Obispo.

4. CENTER POINT THEATRE GROUP
Request Summary. Center Point Theatre Group is requesting funding for its 5th
Anniversary Theatre Festival, which includes 5 free shows for at -risk youth, 5 lobby
exhibitions of local artists, 5 advertisements in local publications concerning the festival, 5
advertisements in tourist -oriented publications distributed outside SLO County naming the
City as an arts destination and 5 television segments advertising the Festival. Specifically,
funds are requested for publicity, youth outreach and the art exhibits. The PCC

5. CENTRAL COAST SHAKESPEARE FESTIVAL
Request Summary. The Central Coast Shakespeare Festival (CCSF) is a re-formation of
an event previously presented by Artemis—A Theatre Company. Its focus is classical
theatre staged for modem audiences. CCSF is requesting funds to help with promotion of
the festival, with special emphasis on its change of location from Cal Poly to the Little
Theatre stage. The PCC recommends partially funding the promotion request.

6. CITY TO SEA MINI MARATHON
Request Summary: The applicants are requesting funding to support publicity for the
third annual road race from San Luis Obispo to Avila Beach, following the City to Sea
Greenway established by the Land Conservancy. Proceeds from the race will be used to
support renovation to the Cuesta College track. Since this event has been proven to bring
in 50% of its applicants from out of the area, the PCC recommends partially funding the.
advertising and promotional expenses.

7. CIVIC BALLET
Request Summary: The Civic Ballet is requesting help in promoting the repeat next year
of its Spring Gala production of earthmotherearth, and original ballet written to an original
score by Jon Anderson of "Yes". Advertising for this event will be national, due to the
notoriety of the composer. The PCC recommends partially funding the advertising
request.

8. CUESTA COLLEGE ART GALLELRY
Request Summary. The Cuesta College Art Gallery is requesting funding for two special
exhibitions, one of a local photographer and the other of a national artist yet to be
determined. The gallery is also requesting funding to upgrade the design quality of its

promotional materials to better reinforce the image of SLO as a culturally sophisticated

9. DOWNTOWN BUSINESS IMPROVEMENT ASSOCIATION
Request Summary: The BIA is requesting funding for three separate projects: (1) the
Holiday Parade - $5,000; (2) Concerts in the Plaza - $1,000; and (3) Welcome flag
banners in different languages - $3,000. The PCC recommends funding Concerts in the
Plaza and half the flag cost.

10. EDNA VALLEYIARROYO GRANDE VALLEY VINTNERS
Request Summary. The Vintners Association is requesting funding for the design,
printing and distribution of a winery visitors guide. The PCC feels that even though Edna
Valley is outside the City limits, it is within the City's sphere of influence and the wineries
provide one of the main tourist attractions adjacent to the City. There are 30 visitor
servicing locations within the City which distribute the guide, in addition to the Chamber of
Commerce. 23% of the visitors staying in the City also visit wineries according to the VCB
survey. The PCC recommends partially funding the visitors guide.

11. FRIENDS OF LAS CASAS DE ADOBE
Request Summary. The Friends of Las Casas de Adobe (FOCA) are requesting funding
for the second annual adobe open house at the Rodriguez Adobe and for opening a
Cultural Resource Information Center at the Murray Adobe. The PCC recommends
funding the publicity for the open house and publicity and printed materials for the
information center.

12. FRIENDS OF SLO BOTANICAL GARDEN
Request Summary: The Friends are requesting funding to develop promotional materials

Request Summary: The Gilbert Reed Ballet is requesting funding for artists fees for their

14. HERITAGE SHARED
Request Summary. Heritage shared is requesting funds to defray the cost of graphics
production and printing for a full-color promotional brochure highlighting places of historic
interest in SLO. The publication would be available free of charge at the Chamber of
Commerce visitor center, in motel and hotel lobbies and for distribution at conferences.
The PCC received three similar requests all relating to brochures for historical walking
tours. After talking to all three applicants, the PCC recommends a single grant of $3,500
to be used by all three organizations to create one brochure that fulfills all their needs.

15. 1 MADONNARI (CHILDREN'S CREATIVE PROJECT)
Request Summary: The Children's Creative Project is requesting funding for the
brochure to promote the annual Italian Street Painting Festival, as well as for chalk,
entertainment, stencils and signs, the festival poster and an honorarium for a featured
painter. Festival proceeds will benefit arts education programs for San Luis Obispo area
elementary schools. The PCC recommends funding the festival brochure.

Request Summary: The Coalition (Children's Museum, Art Center, Historical Museum,

packages for the youth outreach program. In addition, funding for the walking brochure is
provided through a grant to the collaboration with Heritage Shared and the Historical
Society.

22. PACIFIC REPERTORY OPERA
Request Summary: The Opera is requesting help in underwriting the cost of its

23. PENINSULA PLAYERS, INC.
Request summary. Peninsula Players is an organization whose goal is to offer another
venue for local performers, especially novices, to participate as actors and technicians
under professionally trained direction. It sees itself as filling a niche by offering works in
between the SLO Little Theatre, which presents established shows and musicals, and
Centerpoint. Theatre Group, which presents experimental/non-commercial choices.
Peninsula Players has a long history in the state of Florida, but has only produced four
plays since relocating to our area. It is requesting support for publicity. The PCC
recommends partially funding the publicity request.

24. PERFORMING ARTS CENTER
Request Summary. The Performing Arts Center hopes to establish an annual free
Summer Performance Series for local citizens, to broaden the scope of attendees at the
PAC. The series will primarily feature local performing artists, including dance and theater.
Performances will be held in the PAC's Performance Pavilion on seven Sundays during
the months of June, July and August. The PAC is requesting funding for marketing,
promotion and artists fees. The PCC recommends funding the marketing and promotion
fees.

25. PERFORMING ARTS CENTER (YOPAC)
Request Summary: The Foundation is requesting funding for marketing materials, artist
fees, transportation and admission assistance for students as part of the Youth Outreach

26. SAN LUIS OBISPO CHAMBER ORCHESTRA
Request Summary. The SLO Chamber Orchestra is a recently established group of 49
local musicians. Its purpose is to present free concerts of classical chamber music to the
public, to provide an arena for musicians to play chamber music and to present an
opportunity for local youth to learn about this musical and performance tradition. It plans
to presents its performances in a variety of local sites such as the Jack House, SLO
Museum and the Mission. The orchestra's request is funding for musical site presentation
profiles, a music vignette of SLO history, a tourism support music program and soloist fees
and music royalties. The PCC recommends funding the tourism support music program
and payments for soloists and music royalties.

Request Summary: The SLO Art Center is seeking support for their exhibition "Sculpture

Request Summary: The Historical Society is requesting help in promoting a new project
"Walk, Rumble and Roll: Explore Historic SLO'. This is the first phase in an historical
marker project. The goal is to restore four existing markers, create three new markers,
develop a brochure guide with map for a self -guided historical walking tour, which can be
used by tourists and residents alike, and hold a dedication and recognition of the project.
The request relates specifically to assistance with the cost of promotional materials and
the brochure. The PCC recommends partially funding the historical markers and funding
the brochure request as part of a collaboration with Heritage Shared and Mission Plaza
Cultural Coalition.

33. SAN LUIS OBISPO LITTLE THEATRE
Request Summary: Little Theatre is requesting support for its holiday show, a re-creation
of a live 1940's wartime radio brodcast from the Algonguin Room in New York City.
SLOLT plans to make the play transportable by taking it on the road to locations like the
Central Coast Mall and several senior care facilities. In addition, seniors will be
transported to the theater for two special Sunday performances. SLOLT is requesting
funding for publicity and promotion, production costs and transportation expense. The
PCC recommends funding the publicity and promotion request.

handouts for attendees. The second purpose is to promote existing events. The Swim
Club hosts 5 meets a year which bring in over 1000 people to the City annually. They
believe this number can be significantly increased with more promotion. The PCC
