COUNCIL COMPENSATION COMMITTEE
MINUTES
THURSDAY, FEBRUARY 17, 1994
4:00 P.M.
PERSONNEL CONFERENCE ROOM, CITY HALL
1. CALL TO ORDER
The meeting was called to order at 4:10 p.m. by Chairperson Dianne Long.
All committee members were present along with staff, Ann Slate and Diane
Gladwell.
2. APPROVAL OF MINUTES
The minutes of the January 26, 1994 and February 9, 1994 meetings were
unanimously approved.
3.. REVIEW OF INFORMATION
The committee discussed at length the Council. compensation, benefits and
reimbursable accounts in comparison with other California cities. There was
consensus that the fringe benefit package should not be linked to
management employee benefits.
The committee agreed that the approach to developing their final
recommendations would be to focus separately on two areas: (1)
Compensation, including salary, health benefits, retirement, and life
insurance; and (2) Reimbursable Expenses, including League conference,
professional development and mileage reimbursement.
In the area of reimbursable expenses, consensus was reached to rely on
historical spending trends.
The committee unanimously agreed that those reductions to the League
Conference, professional development, and mileage allowance accounts that
were made voluntarily by Council in the current budget (FY93-95) should
become permanent reductions. Therefore, the committee directed staff to
draft a resolution that would fix the following annual amounts for
reimbursable expenses: .

The committee agreed to consider recommending some additional .
professional development funds for Council members who sit on League
policy committees. No specific amount has been identified yet. There was
consensus to discontinue the $1,000 start-up allowance for new council
members.
In the area of compensation, there was consensus to eliminate the $50,000
life insurance coverage. Again, consensus was reached with regards to
salary reductions: From $1,000 per month to $700 for the Mayor, from
$800 to $500 per month for Council members. A monthly benefit amount
of $500 would also be recommended, with which the Mayor and Council
members could elect to use toward health insurance premiums and
retirement. Any unexpended amount would be available in cash and added
to salary. The committee agreed that combining the salary and benefit
amount was a more equitable approach.
DEVELOPMENT OF RECOMMENDATIONS
The committee directed staff to draft an agenda report and resolution
incorporating the tentative recommendations. The drafts will be distributed
to the Committee for further review and comments. The Committee
targeted the April 5, 1994 Regular City Council meeting to present the
recommendations to the Council.
