MINUTES
WEDNESDAY, JANUARY 26, 1994
3:00 P.M.
CITY COUNCIL HEARING ROOM, CITY HALL
1. OATH OF OFFICE - City Clerk Diane Gladwell administered the Oath of Office
to the members of the committee.
2. INTRODUCTION OF MEMBERS, STAFF, GUESTS - All members of the
committee were present i.e. Cooper, Long, Martinez, Multari, and Silva. Staff
present included Ann Slate, Director of Personnel and Diane Gladwell, City
Clerk.
3. SELECTION OF A CHAIRPERSON AND VICE -CHAIRPERSON - Dianne Long was
selected chair of the committee with Lynn Cooper selected Vice Chair.
4. BROWN ACT UPDATE - The City Clerk provided the committee with a brief
overview of the Brown Act and its applicability to the committee's activities.
5. REVIEW OF CURRENT COMPENSATION STRUCTURE - The Personnel Director
went over the packet of information she had provided the committee which
included the staff report approving the current committee members, the Council
Policy and Procedure relative to Council compensation, government code
sections relative to Council compensation and the management fringe benefit
listing. The Committee directed staff to conduct a survey of comparable cities
to gain information on other Councils' salary and benefits. Additionally, the
survey would look at population, City budget, cost of living factors to
determine if the cities studied were actually comparable to San Luis Obispo.
Staff agreed to have the information back to the committee by their next
meeting date.
The City Clerk will provide the committee with actual expense allowances for
City Council members that reflect the recent budget reductions since they are
receiving less than what has been provided them by resolution. Also, staff will
be locating literature on the philosophy of compensation for elected officials
that may be available through the International City Managers Association or
the League of California Cities.
6. PUBLIC COMMENT - None.
