ROLL CALL Present: GlennaDeane Dovey, Matt Mackey, Pierre Rademaker, Ken Schwartz, Dodie Williams Staff Present: Audrey Hooper, Jonathan Lowell, Julie O’Connor 3. APPROVAL OF MINUTES The Committee approved the August 24, 2005, minutes as submitted. 4. PUBLIC COMMENT No members of the public were present. 5. REVIEW OF REGULATIONS REGARDING CAMPAIGN SIGNS City Attorney Lowell reviewed additions to the campaign sign regulations. The Committee made a number of suggestions that were incorporated into the draft. In addition, the Committee unanimously concurred that Section 2.40.170, Campaign signs, should be placed prior to Section 2.40.080, Responsibilities of the City Clerk. 6. REVIEW OF REVISED CITY CAMPAIGN STATEMENT City Clerk Hooper explained that Forms 101 and 102 had been combined. In addition, she recommended that the second filing of the form be eliminated since there did not appear to be a requirement for it. She noted the second filing is made at the same time the State's form is filed, the information on the City and state forms coincide, and the apparent purpose of the City's form is largely to obtain information in a format that can be used for the newspaper publication. ELECTION CAMPAIGN REGULATIONS COMMITTEE 2 There was consensus to eliminate the second filing. In addition, the Committee made a number of recommended revisions that will be incorporated into the form prior to presenting it to the City Council for approval. Member Mackey initiated a discussion to require that the name of the employer be reported for a contribution greater than $50 rather than for $100 or more. He suggested that doing this would simplify and standardize the reporting requirements. He pointed out that the lower threshold would also appear to be more in keeping with the prior reporting requirement. It was moved by Member Williams, seconded by Member Rademaker, and carried by a 4:1 vote (Member Mackey opposing), to set the reporting threshold for an employer at $100 or more. 7. REVIEW OF REVISED ORDINANCE The Committee members reviewed revisions that were made to the ordinance as a result of their direction at the previous meeting and made additional revisions. Members Williams and Mackey stated for the record their opposition to the newspaper publication. 8. SELECTION OF NEXT MEETING DATE The Committee finished its business at this meeting. Staff indicated that it is anticipated the ordinance will be presented to Council at the first meeting in November. Chair Dovey indicated that she will be present at that meeting. 9.
