Regular Meeting of the Active Transportation Committee
CALL TO ORDER
A Regular Meeting of the San Luis Obispo Active Transportation Committee was called to order
on Thursday, January 19, 2023 at 6:00 p.m. in the Council Chambers located at 990 Palm Street,
San Luis Obispo, California, by Chair Mills.
ROLL CALL
Present: Committee Members Lea Brooks (vice chair), Jill Caggiano, Francine Levin,
Russell Mills (chair), Kimmie Nguyen, and Jonathan Roberts
Absent: None.
Staff: Active Transportation Manager Adam Fukushima

APPROVAL OF MINUTES
1. Review Minutes of the Active Transportation Committee Meeting of November 17, 2022:
ACTION: UPON MOTION BY COMMITTEE MEMBER BROOKS, SECONDED BY
COMMITTEE MEMBER LEVIN, CARRIED 6-0, to approve the Minutes of the Active
Transportation Committee Meeting of November 17, 2022, as presented.

ACTION ITEMS
2. Bicycle Riding on Sidewalks
Committee Member Mills lead a discussion on this item with information from staff.
ACTION: UPON MOTION BY COMMITTEE MEMBER BROOKS, SECONDED BY
Minutes – Active Transportation Committee Meeting of January 19, 2023 Page 2
COMMITTEE MEMBER LEVIN, CARRIED 5-1 (Roberts opposed), to table the item until a
police officer can provide more information to the committee.

3.Minor Bicycle and Pedestrian Improvement Funding
Fukushima provided a presentation and responded to Committee inquiries.
ACTION: UPON MOTION BY COMMITTEE MEMBER BROOKS, SECONDED BY
COMMITTEE MEMBER ROBERTS, CARRIED 6-0, for the pedestrian improvements
account to be used for the following prioritized projects:
1.In Ground Flashers Replacement on Marsh and Higuera Streets with updated
hardware
2.Install Pedestrian Signal Heads at Morro/Marsh
3.A pedestrian crossing of California Blvd between Taft and Foothill
(Based on the input from the committee, Chair Mills created a subcommittee of members Roberts,
Caggiano, and Brooks to consider projects for the bicycle improvements account to bring back to
the ATC at a later date.)

The meeting was adjourned at 8:00 p.m. The next Regular Active Transportation Committee

Room, 990 Palm Street, San Luis Obispo, California.
