Special Meeting of the City Council
CALL TO ORDER
A Special Meeting of the San Luis Obispo City Council was called to order on Tuesday, November
26, 2019 at 6:00 p.m. in the Council Chambers, located at 990 Palm Street, San Luis Obispo,
California, by Mayor Harmon.
ROLL CALL
Council Members
Present: Council Members Aaron Gomez, Erica A. Stewart, Vice Mayor Andy Pease and
Mayor Harmon.
Absent: Council Member Carlyn Christianson
City Staff
Present: Derek Johnson, City Manager; Christine Dietrick, City Attorney; and Teresa
Purrington, City Clerk; were present at Roll Call. Other staff members presented
reports or responded to questions as indicated in the minutes.
PLEDGE OF ALLEGIANCE
Vice Mayor Andy Pease led the Pledge of Allegiance.
BUSINESS ITEM
1. EMERGENCY ORDINANCE – APPROVING JUST CAUSE PROTECTIONS AND
RENTAL INCREASE LIMITS
City Manager Derek Johnson provided an in-depth staff report and responded to Council
questions.

ACTION: MOTION BY VICE MAYOR PEASE, SECOND BY COUNCIL MEMBER
GOMEZ, CARRIED 4-0-1 (COUNCIL MEMBER CHRISTIANSON ABSENT) to, adopt
Ordinance No. 1672 (2019 Series) entitled, “An Emergency Ordinance of the City Council of
the City of San Luis Obispo, California, approving just cause eviction protections and rental
rate limits effective immediately.”
With the following changes:
• Page 28 Section 7 should be stricken.
• Page 23 Section 4(a)(2) should be stricken.
ADJOURNMENT
The meeting adjourned at 6:48 p.m. The next Regular City Council Meeting is scheduled for
Tuesday, December 3, 2019 at 4:30 p.m. and 6:00 p.m., respectively, in the Administration
Collaboration Space and Council Chamber, 990 Palm Street, San Luis Obispo, California.
