1. CALL TO ORDER
A Regular Meeting of the San Luis Obispo Cultural Heritage Committee was
called to order on July 24, 2023 at 5:31 p.m. in the Council Chambers at City
Hall, 990 Palm Street, San Luis Obispo, by Chair Ulz.
2. OATH OF OFFICE
On June 6, 2023, the City Council approved the appointment of Benjamin Arrona
to the Cultural Heritage Committee for a 4-your term ending March 31, 2026.
Deputy City Clerk Kevin Christian administered the Oath of Office for Committee
Member Arrona.
3. ELECTION OF CHAIR AND VICE CHAIR
As required by the Bylaws, the Cultural Heritage Committee held the annual
election of Chair and Vice Chair to a one-year term ending April 2024.
Motion By Chair Ulz
Second By Member Terry
To elect Chuck Crotser to the position of Chair for a one -year term ending April 2024.
Ayes (7): Member Arrona, Member Ashbaugh, Member Crotser, Member Gray,
Member Terry, Member Tischler, and Chair Ulz CARRIED (7 to 0)
Motion By Member Crotser
Second By Chair Ulz
To elect John Tischler to the position of Vice Chair for a one-year term ending April 2024.
Ayes (7): Member Arrona, Member Ashbaugh, Member Crotser, Member Gray,
Member Terry, Member Tischler, and Chair Ulz CARRIED (7 to 0)

To approve the Cultural Heritage Committee Minutes of March 27, 2023.

6. PUBLIC HEARINGS
6.a 1220 MILL STREET (ARCH-0613-2022) ARCHITECTURAL REVIEW OF
THE REHABILITATION OF, AND ADDITION TO, A DWELLING, AND
CONSTRUCTION OF A GARAGE AND ACCESSORY DWELLING UNIT
(CONTRIBUTING LIST PROPERTY; MILL STREET HISTORIC DISTRICT)
Assistant Planner Walter Oetzell presented the staff report and responded
to Commission inquiries.
Applicant representative, James Papp, provided a review of the components
of the project and their separate compatibility considerations as applicable
to the "contributing resource list", and responded to questions raised.

Recommend to the Community Development Director that the proposed
project is consistent with the applicable historical preservation policies,
standards, and guidelines.

Vice Chair Tischler, and Chair Crotser CARRIED (7 to 0)

6.b 1202 MILL STREET (HIST-0289-2023) REVIEW OF A REQUEST TO
REMOVE THE PROPERTY FROM THE CITY’S INVENTORY OF
HISTORIC RESOURCES (CONTRIBUTING LIST PROPERTY)
Assistant Planner Walter Oetzell presented the staff report and responded
to Commission inquiries.
Applicant, Mike Guetschow, presented reasoning for the request to delist
the property, shared sketches of a desired porch expansion, and
responded to questions raised.

Recommend that the City Council deny the request to remove the property
from the City's Inventory of Historic Resources as the information available
in the application is not sufficiently complete to serve as a basis for
determining whether the property meets eligibility criteria for historical
listing.
Ayes (7): Committee Members Arrona, Ashbaugh, Gray, Terry, and Ulz,
Vice Chair Tischler, and Chair Crotser

7. COMMENT AND DISCUSSION
7.a STAFF UPDATES AND AGENDA FORECAST
Introduction of new Community Development Director, Timothea "Timmi"
Tway.
Senior Planner Brian Leveille provided an update on:
• The planned installation of the Chong's Candy Store sign at the
871 Palm Street parking garage in the Chinatown Historic District.
• A 3-part training opportunity on the Secretary of Interior Standards
offered by the California Preservation Foundation

8. ADJOURNMENT
The meeting was adjourned at 7:29 p.m. The next Regular Meeting of the
Cultural Heritage Committee is scheduled for August 28, 2023 at 5:30 p.m. in the
Council Chambers at City Hall, 990 Palm Street, San Luis Obispo.
