CALL TO ORDER A Regular Meeting of the San Luis Obispo Planning Commission was called to order on July 12, 2023 at 6:00 p.m. in the Council Chambers at City Hall, 990 Palm Street, San Luis Obispo, by Chair Munoz-Morris. 2. PUBLIC COMMENT FOR ITEMS NOT ON THE AGENDA Public Comment: None --End of Public Comment-- 3. CONSENT 3.a CONSIDERATION OF MINUTES - MAY 24, 2023 PLANNING COMMISSION MINUTES Motion By Commissioner Houghton Second By Commissioner Kahn To approve the Planning Commission Minutes of May 24, 2023 with the following change to Item 5a, Staff Updates and Agenda Forecast, shown below in italics: Page 5 of 43 2  Currently, staff does not have any items scheduled for the June 14th or June 28th Planning Commission meetings, but that is subject to change. If those meetings are cancelled, a notice will be published one week in advance of the meeting date. Vice Chair Cooley announced that he will not be able to attend the July 12th June 14th Planning Commission meeting. Ayes (6): Commissioner Houghton, Commissioner Jorgensen, Commissioner Kahn, Commissioner Ringer, Vice Chair Cooley, and Chair Munoz-Morris Absent (1): Commissioner Tolle CARRIED (6 to 0) 4. PUBLIC HEARINGS 4.a 2223 MONTEREY STREET (ARCH-0327-2021) REVIEW OF A REVISED PROJECT DESIGN FOR THE MOTEL INN, AN 83-ROOM HOTEL WITH 27 BUNGALOW GUESTROOM BUILDINGS, POOL AREA, INCLUDING AN EXCEPTION FROM WALL HEIGHT STANDARDS FOR A NEW SOUND WALL Assistant Planner Walter Oetzell presented the staff report and responded to Commission inquiries. The Applicant, Damien Mavis, and their representative, Ariana Melendrez with Studio Design Group Architects, provided a brief overview of the project and responded to questions raised. Chair Munoz-Morris opened the Public Hearing Public Comments: Pedro Toscano --End of Public Comment-- Chair Munoz-Morris closed the Public Hearing Motion By Vice Chair Cooley Second By Commissioner Jorgensen Adopt the Draft Resolution approving the revised project design for The Motel Inn, based on findings and subject to conditions of approval, and approving an Addendum to the adopted Mitigated Negative Declaration for the project. Page 6 of 43 3 "A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SAN LUIS OBISPO, CALIFORNIA, APPROVING MODIFICATIONS TO THE DESIGN OF THE MOTEL INN PROJECT, INCLUDING REPLACEMENT OF GUEST ACCOMMODATIONS IN AIRSTREAM TRAILER STRUCTURES WITH ACCOMMODATIONS IN SMALL MISSION REVIVAL STYLE BUNGALOWS AND INSTALLATION OF A VEGETATED SOUND WALL, AND APPROVING AN ADDENDUM TO THE PREVIOUSLY-ADOPTED MITIGATED NEGATIVE DECLARATION (MND), AS REPRESENTED IN THE STAFF REPORT AND ATTACHMENTS DATED JULY 12, 2023 (2223 MONTEREY STREET, ARCH 0327-2021)" Ayes (6): Commissioner Houghton, Commissioner Jorgensen, Commissioner Kahn, Commissioner Ringer, Vice Chair Cooley, and Chair Munoz-Morris Absent (1): Commissioner Tolle CARRIED (6 to 0) 4.b REQUEST TO ESTABLISH A SAFE PARKING PROGRAM ADMINISTRATOR PERMIT TO OPERATE A ROTATING SAFE PARKING PROGRAM THAT PROVIDES INDIVIDUALS AND FAMILIES EXPERIENCING HOMELESSNESS A SAFE PLACE TO TEMPORARILY PARK A VEHICLE OVERNIGHT (USE-0304-2023) Homelessness Response Manager Daisy Wiberg and Housing Coordinator Kyle Bell presented the staff report and responded to Commission inquiries. The Applicant, Jack Lahey and Elizabeth “Biz” Steinberg, with CAPSLO, provided a brief overview of the project and responded to questions raised. "A RESOLUTION OF THE CITY OF SAN LUIS OBISPO PLANNING COMMISSION APPROVING A CONDITIONAL USE PERMIT AUTHORIZING CAPSLO AS A SAFE PARKING PROGRAM ADMINISTRATOR FOR THE OPERATION OF A ROTATING SAFE PARKING PROGRAM THAT PROVIDES INDIVIDUALS AND FAMILIES EXPERIENCING HOMELESSNESS A SAFE PLACE TO TEMPORARILY PARK A VEHICLE OVERNIGHT TO FACILITATE THE TRANSITION TO PERMANENT HOUSING; AS REPRESENTED IN THE STAFF REPORT AND ATTACHMENTS DATED JULY 12, 2023 (USE-0304-2023)" Ayes (6): Commissioner Houghton, Commissioner Jorgensen, Commissioner Kahn, Commissioner Ringer, Vice Chair Cooley, and Chair Munoz-Morris Absent (1): Commissioner Tolle CARRIED (6 to 0) 5. COMMENT AND DISCUSSION 5.a STAFF UPDATES AND AGENDA FORECAST Deputy Community Development Director Tyler Corey provided the following update of upcoming projects:  The new Community Development Director, Timothea 'Timmi' Tway, introduced herself to the Commission.  Currently, staff does not have any items scheduled for the July 26th or August 9th Planning Commission meetings, but that is subject to change. If those meetings are cancelled, a notice will be published one week in advance of the meeting date. Commissioner Ringer alerted staff that she will not be able to attend the August 9 th Planning Commission Meeting. Page 8 of 43 5 6.
