Settle, Vice Mayor Bill Roalman, and Mayor Peg Pinard PUBLIC COMMENT PERIOD (Not to exceed 15 minutes total The Council welcomes your input. You may address the Council by completing a speakers slip and giving it to the City Clerk prior to the meeting. At this time, you may address the Council on items that are not on the agenda or items on the,Consent Agenda. Time limit is three minutes. State law does not allow Council to take action on issues not on the agenda. Staff may be asked to follow-up on such items. Jorgensen* P.C.1. Leola Rubottom asked for a representative to help interpret the mobile home law. Hampian* P.C.2. Christine Peralta asked Council to agendize the use of medical marijuana. Jonas* P.C.3. Devin Gallagher spoke about amending the zoning regulations regarding non- conforming lots. McCluskey* P.C.4 Randy Davis expressed concern about traffic speed and accidents on Osos Street. REZONING & SUBDIVISION - LAUREL LANE (JONAS/463 - 45 min.) Public hearing to consider subdivision and planned development rezoning to create 46 residential lots, private streets and recreation area, on a 7-acre parcel on the southwest corner of Laurel Lane and Southwood Drive (1190 Laurel Lane - PD B-93 &TR 13-93); Stanley & Elizabeth Bell, applicants. (Continued from 5/18/93). ♦ RECOMMENDATION: 1) Introduce an ordinance approving the planned development overlay zoning and preliminary development plan; and, 2) adopt resolution approving map with conditions as recommended by the Planning Commission. Jonas** FINAL ACTION. 1) Ordnance No. 1239 introduced to print, and 2) Resolution No.8173 adopted as amended to include sewer easement for Condition #14, deleting "sewer mains"In Condition #7A, deleting Condition #24, and amending Condition #22 to allow Southwood wall to be built at lowest acceptable height to meet noise mitigation (3-1-1, PP-no, PR-abs). No. 2. CABLE TELEVISION ORDINANCE (HAMPIAN/143 - 15 min.) Public hearing to consider an ordinance establishing a Cable Television ordinance governing all cable television operators in the City and a thirty day extension of the Sonic Cable franchise in order to conclude negotiations. ♦ RECOMMENDATION: Introduce ordinance to print and authorize CAO to execute a thirty day extension to the Sonic Cable franchise. Consideration of which action takes precedence in a case where the Architectural Review Commission's action to require structures to be retained in a project at 40 Prado Road conflicts with the preliminary development plan approved by the City Council (GP/R 1516, PD 1517). ♦ RECOMMENDATION: By motion, allow main house to be relocated to another site and other structures to be demolished under terms and conditions as outlined by staff. Jonas* FINAL ACTION: Council voted that the main house is to be relocated within 180 days, developer to assist with the costs associated with moving the house (3-1-1, PP-no, PR-abs). COMMUNICATIONS (not to exceed 15 minutes) At this time, any Council Member or the City Administrative Officer may informally update the City Council on communications and ask for comment and/or discussion.
