1. CALL TO ORDER
A Special Meeting of the San Luis Obispo Cultural Heritage Committee was
called to order on Wednesday, November 8, 2023 at 5:30 p.m. in the Council
Chambers at City Hall, 990 Palm Street, San Luis Obispo, by Vice Chair Tischler.

3. CONSENT
3.a CONSIDERATION OF MINUTES - SEPTEMBER 25, 2023 CULTURAL
HERITAGE COMMITTEE MINUTES
Motion By Member Ashbaugh
Second By Member Gray
To approve the Cultural Heritage Committee Minutes of September 25,
2023.

4. PUBLIC HEARINGS
4.a 1601 OSOS ST. (ARCH-0333-2022) CONSTRUCTION OF TWO NEW
RESIDENTIAL BUILDINGS WITHIN THE OLD TOWN HISTORIC
DISTRICT
Assistant Planner Walter Oetzell presented the staff report, noting
modifications in project design based on previous CHC input, and
responded to Committee inquiries.
Applicant representative, Jennifer Korge, presented commercial and multi-
family structures from the district used for design context in addressing
earlier input from the CHC, and responded to questions raised.
Vice Chair Tischler opened the Public Hearing.

Second By Member Ashbaugh
Recommend to the Community Development Director that the proposed
project, 1601 Osos St. (ARCH-0333-2022), Construction of Two New
Residential Buildings Within the Old Town Historic District, are consistent
with historic preservation standards and guidelines for new construction in
a historic district.
Ayes (4): Members Ashbaugh, Gray, and Ulz, and Vice Chair Tischler
Absent (3): Members Arrona and Terry, and Chair Crotser

4.b 285 BUENA VISTA (ARCH-0416-2023) - ADDITION TO A SINGLE-
FAMILY DWELLING (CONTRIBUTING LIST RESOURCE)
Assistant Planner Walter Oetzell presented the staff report and responded
to Committee inquiries.
Applicant Cheryl O'Conner, provided a brief overview of the project needs,
reviewed historical research done on the project as well as research on
historic registry properties of similar style and timeframe, and responded

to questions raised with assistance from project designer Monique
Grajeda.
Vice Chair Tischler opened the Public Hearing.

Recommend to the Community Development Director that the proposed
project, 285 Buena Vista (ARCH-0416-2023) - Addition to a Single-Family
Dwelling (Contributing List Resource), is consistent with applicable
historical preservation policies, standards, and guidelines.
Ayes (3): Member Ashbaugh, Member Gray, and Vice Chair Tischler
Noes (1): Member Ulz
Absent (3): Member Arrona, Member Terry, and Chair Crotser

5.a STAFF UPDATES AND AGENDA FORECAST
Senior Planner Brian Leveille provided an update of upcoming projects.
6. ADJOURNMENT
The meeting was adjourned at 6:39 p.m. The next Regular Meeting of the
Cultural Heritage Committee is scheduled for January 22, 2024 at 5:30 p.m. in
the Council Chambers at City Hall, 990 Palm Street, San Luis Obispo. The
Regular Meeting of November 27, 2023 will be canceled due to the Thanksgiving
Holiday. The Regular Meeting of December 25, 2023 will be canceled due to the
Christmas Holiday.
