Thursday, March 4, 2021
Special Meeting of the Administrative Review Board
CALL TO ORDER
A Special Meeting of the City of San Luis Obispo Administrative Review Board was called to
order on Thursday, March 4, 2021, at 3:01 p.m. via teleconference, by Chair Conaway.
ROLL CALL
Present: Board Member Joe Benson, Vice Chair Alex Karlin, and Chair Earl Conaway
Absent: None
Staff: Markie Jorgensen, Assistant City Attorney; Kelly White Legal Assistant/Paralegal
APPROVAL OF MINUTES
1. Consideration of Minutes of the Special Administrative Review Board Meetings of
February 4, 2021, and February 9, 2021:
ACTION: UPON MOTION BY BOARD MEMBER BENSON, SECONDED BY VICE
CHAIR KARLIN, CARRIED 3-0-0, the Administrative Review Board approved the Minutes
of the Special Administrative Review Board Meetings of February 4, 2021, and February 9,
2021, as presented.
BUSINESS ITEMS
2. Administrative Citation Appeals:
• Consider and adopt a resolution entitled, “A Resolution of the Administrative Review
Board of the City of San Luis Obispo, California, denying the appeal of Shauna
Cunningham, on behalf of Kennedy Club Fitness of SLO, LLC, and upholding
Administrative Citation No. 23148.”
• Consider and adopt a resolution entitled, “A Resolution of the Administrative Review
Board of the City of San Luis Obispo, California, denying the appeal of Shauna
Cunningham, on behalf of Kennedy Club Fitness of SLO, LLC, and upholding
Administrative Citation No. 23208.”
Markie Jorgensen, Assistant City Attorney and Advisor to the Board, provided an overview of
the resolutions.

Jordan Cunningham, Appellant’s Representative, was given an opportunity to pose questions
to the Board and requested a small amendment be made to each resolution.

The Board deliberated.
ACTION: UPON MOTION BY VICE CHAIR KARLIN, SECONDED BY BOARD
MEMBER BENSON, CARRIED 3-0-0 to adopt, as amended:
• Resolution No. ARB-05-21 entitled, “A Resolution of the Administrative Review Board
of the City of San Luis Obispo, California, denying the appeal of Shauna Cunningham,
on behalf of Kennedy Club Fitness of SLO, LLC, and upholding Administrative Citation
No. 23148.”
Amendment: Section 1, paragraph 9.f., Line 3, is revised to include “factual”
and read as: “…documentation or other factual information…”
• Resolution No. ARB-06-21 entitled, “A Resolution of the Administrative Review Board
of the City of San Luis Obispo, California, denying the appeal of Shauna Cunningham,
on behalf of Kennedy Club Fitness of SLO, LLC, and upholding Administrative Citation
No. 23208.”
Amendment: Section 1, paragraph 9.e., Line 3, is revised to include “factual”
and read as: “…documentation or other factual information…”
ADJOURNMENT
The meeting was adjourned at 3:15 p.m. The next Regular Meeting of the Administrative Review
Board scheduled for Tuesday, March 9, 2021, at 3:00 p.m., was cancelled.
The next Regular Meeting of the Administrative Review Board was scheduled for Tuesday, April
13, 2021, at 3:00 p.m., via teleconference.
